The Medical Examiner determined he had marijuana in his system but ruled it an accident.One of the most high profile deaths occurred in 2014 when 22-year-old Patrick Terrin was struck by a train while crossing at Grand Avenue after a night of drinking.The family sued the City of Carlsbad and BNSF railways claiming there were inadequate safety measures at the crossing for pedestrians. However, they lost the case when a judge determined the city and BNSF were not liable.If a plan to trench the tracks is given the green light, the vehicle and pedestrian crossings would go over the tracks.Two alternatives are currently being looked at, a shorter and longer version.The North County Transit District oversees the tracks in the area and would end up making the end decision. It’s unclear where the money would come from at this point. Depending on the alternative chosen, the project could cost between 300-400 million dollars. Construction could take several years. 2093

CAPE YORK, Australia – Australian scientists say they’ve discovered a massive new coral reef that’s taller than the Empire State Building.The scientists were aboard a research vessel exploring the sea when they found the detached structure in the Great Barrier Reef last week, according to a press release from the Schmidt Ocean Institute.The institute says the “blade-like” reef is the first to be discovered in over 120 years.On Sunday, the institute’s team conducted a dive using an underwater robot to explore the new reef and learned that it's more than 500 meters high, the base is about 1.5 kilometers wide and it rises to its shallowest depth of only 40 meters below the sea surface.The newly discovered reef adds to the seven other tall detached reefs found in the area since the late 1800s.“This unexpected discovery affirms that we continue to find unknown structures and new species in our ocean,” said Wendy Schmidt, co-founder of Schmidt Ocean Institute. “The state of our knowledge about what’s in the ocean has long been so limited. Thanks to new technologies that work as our eyes, ears and hands in the deep ocean, we have the capacity to explore like never before. New oceanscapes are opening to us, revealing the ecosystems and diverse life forms that share the planet with us.”This isn’t the institute’s first big discovery of the year, though. CHARLOTTE, NC (WGHP) -- Crowds lined up to see Billy Graham’s funeral motorcade bring his casket from Asheville to Charlotte on Saturday.The motorcade left Asheville at about 11 a.m. and brought his casket to the Billy Graham Library shortly before 3 p.m.Graham, an evangelical minister and spiritual confidant to American presidents, died at the age of 99 on Wednesday.Graham “spread the gospel in 185 countries during his 99 years on Earth, touching the lives of many and forever changing the course of the world’s spiritual health,” according to a statement by House Speaker Paul Ryan.Graham’s private funeral will be held on Friday, March 2 at the Billy Graham Library in Charlotte, North Carolina.About 2,300 guests have been invited, including President Donald Trump, Vice President Mike Pence, and every living former president.Billy Graham Evangelistic Association confirmed that George W. Bush and his wife Laura will attend the repose on Monday, but not the funeral. The organization couldn’t confirm if any other former presidents, President Trump or Vice President are attending any events next week.Graham will lie in repose in his childhood home, which was moved to Charlotte several years ago, on Monday, February 26 and Tuesday, February 27. (KGTV) - Another local city has decided to back the federal government's lawsuit against California's sanctuary state laws.Carlsbad's City Council voted Monday to support the Trump Administration's lawsuit against the state. Carlsbad is the third local jurisdiction to back the lawsuit, joining Escondido and San Diego County.Carlsbad will also formalize its support in a resolution to be voted on at its next meeting and issue a "friend of the court" brief to join the lawsuit.RELATED: 2 San Diego County leaders meet with Trump regarding California sanctuary lawsThe city says the vote will not have an immediate effect on local enforcement. California fire officials released video on Wednesday of a July 26 incident where a fire of tornado the width of three football fields churned near Redding, killing a firefighter trying to evacuate residents in the path of the Carr Fire.According to the Sacramento Bee, the fire tornado was the equivalent of an EF-3 tornado, with winds of nearly 165 MPH. Winds from an EF-3 tornado would be enough to level well-constructed buildings. Add on the fact that the temperature of the tornado was 2,700 degrees, and the danger firefighters faced was extreme. Jeremy Stoke, 37, was killed by the massive fire tornado. Stoke was a fire inspector, who was in his pickup truck at the time of the incident. 719
