SAN DIEGO (CNS) - An 18-year-old man accused of fatally shooting his live-in girlfriend at their apartment in San Diego's Mountain View neighborhood pleaded not guilty Thursday to a murder charge.Jorge Manuel Sanchez allegedly gunned down 19-year-old Emily Cortez inside an apartment at a residential complex in the 4500 block of Imperial Avenue shortly before 4:30 p.m. July 15.San Diego police Lt. SAN DIEGO (CNS) - County Supervisor Nathan Fletcher and Mayor Kevin L. Faulconer, along with other regional leaders, Monday urged the Board of Supervisors to approve as part of its budget .4 million to fund behavioral health at new permanent supportive housing projects.The group -- which also included San Diego City Councilman Chris Ward, chair of the Regional Task Force on the Homeless (RTFH), and San Diego Housing Commission (SDHC) Executive Vice President Jeff Davis -- unveiled a strategy to provide intensive behavioral health and care coordination services on-site to support up to 400 new units at upcoming hotel housing projects.The board is scheduled to meet Tuesday to have a final discussion and vote on its .4 billion fiscal year 2020-21 budget.Starting in April, the city and county of San Diego teamed up with the RTFH and the housing commission to provide shelter and services to nearly 1,200 people experiencing homelessness with Operation Shelter to Home at the San Diego Convention Center. The county's Health and Human Services Agency has provided on-site behavioral health and care coordination services at the operation, expanding on the services provided at the city's bridge shelters.Now, the organizations are working to replicate and build on the same coordinated care model outside the shelter setting.According to the group, these types of services are critical to stabilizing individuals so that they can stay in permanent housing. In a survey conducted by the SDHC of clients at Operation Shelter to Home, nearly 70% of clients required permanent supportive housing level of services or higher for success."The county can tackle the debilitating cycle of homelessness by making behavioral health and care coordination services more readily available," Fletcher said. "Redirecting .4 million toward mental health and substance misuse treatment is a better way to use the funds, reduce the reliance on a broken crisis-care model, and ensure people's needs are being met. I urge my colleagues to join me on Tuesday in supporting this approach."Faulconer and Ward have been working with housing commission on transition plans for the individuals staying at the convention center. Earlier this month, the commission's board authorized SDHC to submit applications to the state for "Project Homekey" grant funds for two or more properties.Through the Homekey initiative, California has made 0 million in grant funds available statewide to purchase and rehabilitate hotels and convert them into interim or permanent housing."By converting hotels into hundreds of permanent homes, the city and county of San Diego have an opportunity to continue to lead the state in creating new solutions to reduce homelessness," Faulconer said. "It's critical that when we have keys in hand for these units, we also have the services in place to support them, and the county's vote Tuesday can ensure that happens."If the Board of Supervisors approves the .4 million, SDHC will be able to pair the services to clients placed at the new supportive housing units."(The) .4 million in behavioral health and care coordination services will give struggling San Diegans the security and peace of mind that a new home is a permanent home," Ward said. SAN DIEGO (CNS) - A man was hospitalized in San Diego Saturday morning after being seriously injured when he laid down in front of his friend's car during an argument and was run over, authorities said Saturday.The incident occurred at 11:15 p.m. Friday in the 5800 block of Market Street in the Emerald Hills neighborhood, according to Officer John Buttle with the San Diego Police Department.The victim argued with his friend and in an attempt to get his friend's attention, he laid down in the street in front of a car the suspect was driving and was run over, Buttle said.A friend of the victim called 911 to report the incident and the suspect got out of the car and took the friend's cell phone and told the 911 operator the victim had laid down intentionally in front of his car, then the suspect drove away from the scene, said Buttle.The victim was transported to a hospital with serious, but not life-threatening injuries, he said.MAP: Track crime happening in your neighborhoodThe suspect's vehicle is a 2001 burgundy Mazda 4-door with California license plate number 7XNW211. 1095

SAN DIEGO (CNS) - A mosquito caught in routine trapping in the Black Mountain Ranch area has tested positive for West Nile virus, the first appearance of the virus in San Diego County in 2020.County environmental health officials remind people to protect themselves from mosquitoes, which can potentially transmit, disease by following the county's "Prevent, Protect, Report" guidelines -- including finding and dumping out standing water in yards and around homes to keep mosquitoes from breeding.Incidences of West Nile virus were mild in San Diego County in 2019. Three people tested positive, but there were no fatalities and all three people were suspected of having contracted the virus while outside the county.However, West Nile virus remains a potentially deadly threat in San Diego County and the state, officials said. In 2015, 44 San Diego County residents tested positive for West Nile virus and six died. In 2019, 225 California residents became sick from West Nile virus and six died, according to the California Department of Public Health.West Nile virus is mainly a bird disease, but it can be transmitted to humans by a number of species of mosquitoes -- including Culex mosquitoes native to San Diego and, less effectively, by invasive Aedes aegypti mosquitoes also found in the county -- if they feed off an infected animal, mainly birds, and then bite people.Eight out of 10 people who get infected never suffer any symptoms. The 20% who do generally suffer mild symptoms including headache, fever, nausea, fatigue, skin rash or swollen glands. But in rare cases, West Nile virus can make people extremely ill and even kill them.Protecting against mosquitoes has become even more important for San Diego County residents in recent years. Since 2014, three types of day-biting, invasive Aedes mosquitoes have been found in the county. All of these mosquitoes tend to live and breed near people, in yards and even inside homes.Two of these species can potentially transmit diseases not naturally found here. Those include chikungunya, dengue and Zika -- but only if mosquitoes first bite an infected person. In general, that means local invasive Aedes mosquitoes could only transmit those diseases if they found and bit San Diego County residents who picked up the virus while traveling and returned home still infected.San Diego County residents may be more vulnerable to being bitten by mosquitoes around their homes now because many have been spending more time at home because of the coronavirus pandemic. Environmental health officials remind people to dump out or remove any item inside or outside of homes that can hold water, such as plant saucers, rain gutters, buckets, garbage cans, toys, old tires and wheelbarrows.Mosquito fish, available for free by contacting the Vector Control Program, may be used to control mosquito breeding in backyard water sources such as stagnant swimming pools, ponds, fountains and horse troughs.Wear long sleeves and pants or use insect repellent when outdoors. Use insect repellent that contains DEET, picaridin, oil of lemon eucalyptus or IR3535. Make sure screens on windows and doors are in good condition and secured to keep insects out.Report increased mosquito activity, or stagnant, green swimming pools and other mosquito-breeding sources, as well as dead birds -- crows, ravens, jays, hawks and owls -- to environmental health's Vector Control Program by calling 858-694-2888 or emailing vector@sdcounty.ca.gov. Also report if you have been by mosquitoes during daylight hours, or if you find mosquitoes that look like invasive Aedes mosquitoes -- small, black with white stripes on legs and backs -- by contacting the Vector Control Program. 3723
