XINING, Sept. 29 (Xinhua) -- Northwest China' s Qinghai on Wednesday became the first province to establish a regulation that holds local governments and state-owned enterprises responsible in coping with climate change.Called Qinghai' s Regulations of Coping with Climate Change, issued by the provincial government Wednesday and scheduled to take effect on Oct. 1, the regulations will cover the Qinghai-Tibet Plateau, which has one of the most fragile ecological systems in the world.Energy savings, emissions reductions, water resource conservation and other works related to climate change will be considered when evaluating senior officials of governments and state-owned enterprises administered by Qinghai, the new regulation stipulates."The regulation is a landmark in China' s creation of a legal framework in curbing climate change as it stresses and specifies local government' s responsibility on climate change," said Wang Zhiqiang, head of the policy and law department of the China Meteorological Administration.Governments administrated by Qinghai should build policies in line with the regulation and support green development, said Li Xiaoyu, deputy head of Qinghai' s legislative office."If officials fail to meet their duties in combating climate change, they are subject to punishments stipulated by the regulation," Li added."The regulation, based on China' s laws, regulations and policies, provides a basis for law enforcement and government agencies to implement climate change policies and punish offenders," Wang said."Qinghai' s temperature has been on the rise, reaching record highs this summer, and the trend is still going up," said Wang Shen, deputy head of Qinghai' s Meteorological Bureau.Statistics show Qinghai' s temperature has been rising by 0.35 centigrade every ten years, compared to the world average of 0.13 centigrade.Some mountain ice caps and frozen soil atop the Qinghai-Tibet Plateau are melting, triggering floods, expanding deserts and degrading the ecology.Qinghai is the source of the Yangtze River and the Yellow River, China' s two major rivers. The Mekong, an international river that runs through southern Asia, also begins in the province. Its ecology has attracted extensive concern from home and abroad.China' s state council issued a plan to cope with climate change in 2007.

TOKYO, Sept. 24 (Xinhua) -- Chief Cabinet Secretary Yoshito Sengoku said Friday that China and Japan, the two major economic powers in Asia, need to work toward improving bilateral relations."It is true that Japan-China relations have shown signs of deterioration," Sengoku, Japan's top government spokesman, said at a press conference, adding that efforts were needed to deepen bilateral relations between the two countries.The comments came as the Naha, Okinawa, prosecutor's office said Friday it will release Zhan Qixiong, the 41-year-old Chinese fishing boat captain who has been held for more than two weeks.Two Japan Coast Guard patrol ships and a Chinese trawler collided in waters off China's Diaoyu Islands on Spet. 7.The next day, the Japan Coast Guard illegally seized the Chinese trawler and detained its captain and 14 fishermen on board, drawing strong protests from the Chinese government and its people.The Japanese released the fishermen and boat last week but held the captain. BEIJING, Oct. 18 (Xinhua) -- There will be unrelenting efforts to crack down on activities such as illegal financing and pyramid selling by insurance agents, the China Insurance Regulatory Commission (CIRC) said Monday.The CIRC issued the statement on its website after two cases came to the attention of the insurance regulatory bureaus in Liaoning and Zhejiang provinces.In Liaoning, He Feng, head of the Chende Insurance Agent Company, was detained for collecting capital at high interest rates. BEIJING, Sept. 19 (Xinhua) - Chinese police freed 10,621 women and 5,896 children who had been abducted for human trafficking as of September 6,since the Ministry of Public Security launched a crackdown on trafficking the crime in April last year.In the campaign, police nationwide apprehended 2,398 human trafficking gangs and handled 13,500 such cases, said the ministry in a statement on Sunday.Further, the police put 15,673 suspects under criminal detention and handed out administrative penalties on 1,518 people, it said.In addition to the tough crackdown, the police have stepped up measures to return the children who have been trafficked to their biological parents, including building a database that collects the DNA of those children who may have fallen victims to human trafficking and their parents.The database had helped 813 children to find their biological parentsthrough DNA matching.
