CHULA VISTA, Calif (KGTV) -- A Chula Vista Police officer stabbed while on duty will be awarded the Congressional Badge of Bravery. On July 27, Officer David Sachs will be awarded the badge by United States Attorney for the Southern District of California Robert Brewer. The award, created in 2008, honors exceptional acts of bravery in the line of duty. On September 19 of 2017, Officer Sachs along with Officer Leo Banales and Chaplain Wes Anderson responded to a home on Monterey Avenue after receiving a report that a man’s neighbor threw a large piece of concrete over his fence, injuring the victim.RELATED: Chula Vista Police officer who shot man recovering from stabbing When officers arrived, the victim pointed out the suspect’s house. After knocking on the door, the suspect’s mother answered and invited the officers in.Police say, though they didn’t know at the time, the suspect, described as a 6-foot-tall man in his late 20s, was suffering from emotional or psychological distress.After stepping into the home’s kitchen, the suspect started attacking Sachs with a knife, stabbing him multiple times in the face, head and arm.Police say Sachs was able to knock the suspect to the ground while yelling “Knife! Knife! Knife!” to his partners.The suspect then lunged at Banales with a knife before he and Anderson went outside. According to police, Sachs drew his weapon and told the suspect to drop the knife before the suspect blocked the exit and attacked him again with the knife.RELATED: Officer stabbed, suspect shot three times in Chula Vista Police say Sachs then moved the suspect’s mother behind him for safety and shot the suspect. The suspect collapsed in the dining room after being struck.After hearing the shots, Anderson went back to the home’s front door to help. After more officers arrived, medical aid was given to the hospital who was taken to the hospital where he later died.Sachs was stabbed six times. Following seven months of recovery, he returned to full-duty and is still serving today.In May of 2018, Sachs was awarded a Medal of Valor and Purple Heart by the Chula Vista Police Department. 2141

Last June, voters approved a half cent sales tax increase, giving Chula Vista the highest sales tax in San Diego County. The money goes into the general fund, but os designated for hiring more police and firefighters. Despite the new sales tax, some business owners say they are still having issues with the department's response times. A bakery owner on Third Avenue tells 10News she sometimes has to call police multiple times a week to report a crime, but that sometimes police don't show up or shows up hours after the crime. Captain Phil Collum says the department has hired nine of the 12 officers currently allowed by Measure A. According to SANDAG, crime in Chula Vista is actually down 3 percent in 2019, including property and violent crimes. "Sometimes the perception that crime is on the rise or perception that things feel less safe than they were, in fact all of the data suggests otherwise," said Collum. In a recent survey, 91 percent of Chula Vistans said they are "very satisfied" with the department, despite not meeting response times for priority one and priority two calls. Collum said those response times are slowly improving. The police department says additional positions will be filled through the Measure A sales tax, meaning 31 additional officers by 2023. The school system is million in the hole, and they plan to lay off nearly 240 teachers and staff by May. While their parents take to the polls, hundreds of students at Eastlake High School are also raising their voices. "It's frustrating, and almost like, betrayal," Eastlake Senior, Isabella Borquez said. Borquez said she could not get behind the district board's decision to lay off nearly 240 teachers, librarians, and learning center staff, all the fix the district's million debt. "They're getting rid of people who we, the students trust and connect with," Borquez said. "And they just want to rip those people away from us."The district says the shortfall in money is not caused by mismanagement of funds. They say it is because of the decline in student enrollment and a decline in revenue.Meanwhile, at the Sweetwater Union High School District office in Downtown Chula Vista, parents too held a protest. They said the district is doing everything but follow their mantra, "Putting students first.""If you have less teachers to teach these kids, it is going to hurt them in the end," Jean Arce said. China said Friday it will temporarily reduce tariffs on imports of American-made cars as it tries to negotiate a trade deal with the United States.Citing the meeting earlier this month between US President Donald Trump and Chinese leader Xi Jinping, the Chinese Finance Ministry said in a statement that it will remove the additional 25% tariffs on car imports from the United States for three months starting January 1. That will bring China's tariffs on American-made cars to 15%, in line with those for cars made in other countries.China also said it would suspend its 5% tariff on 67 other auto parts.China imposed the additional tariffs on US cars in July and on some auto parts in September as part of its retaliation in the trade war between the two countries.At their meeting in Argentina, Trump and Xi agreed to a temporary truce while they try to negotiate a broad trade deal over the next 90 days.In its statement Friday, the Finance Ministry described the decision to remove the tariffs as a "concrete action" aimed at helping to bring about a "mutually beneficial new Sino-US trade order."Xi pledged in April that China would cut tariffs on imported cars this year.
