HANGZHOU, Sept. 11 (Xinhua) -- Nearly 1,000 graves were damaged in a mud flow that hit east China's Zhejiang Province Saturday after torrential rains, caused by tropical storm Meranti, triggered landslides, a debris flow and delayed flights.However, no causalities have been reported as of 11 p.m. after Hangzhou, capital of Zhejiang, was hit by nine landslides and a debris flow, said Zhejiang flood control officials.After the mud flow damaged 952 graves at the Meinushan Cemetery in Binjiang District, the district government ordered work crews to relocate exposed remains to safe places and reinforce existing graves, said officials.Torrential rains have been pounding the city since 4 a.m. Officials reported that by 7 a.m. the rainfall has reached 232 mm, a rarely seen accumulation in only three hours.In Shanghai, more than 300 outgoing flights, both domestic and international, were delayed for more than 30 minutes as of 5 p.m. at Shanghai Pudong International Airport.However, no flights have yet been canceled, according to airport security staff.Also, inbound flights have not been seriously affected, with fewer than 10 flights being delayed prior to landing, they said.Additionally, flights were not affected at the other civilian airport, Shanghai Hongqiao International Airport.

BEIJING, Aug. 28 (Xinhua) -- Chinese legislators on Saturday passed the People's Mediation Law on the final day of the bimonthly meeting of the Standing Committee of the National People's Congress (NPC), the top legislature.The law establishes the people's mediation committee as the legal organization to resolve everyday disputes, and sets down the procedure for formation of such an organization within community committees.The law stipulates that governments at county levels and above shall provide financial support for mediation work and shall honor and reward outstanding mediation committees and mediators.The law encourages people to settle disputes at the neighborhood-level, outside of courts and arbitration.To achieve that goal, the law streamlines the relation between mediation and other kinds of dispute resolution methods. It provides that courts at the grassroots level, as well as police offices, should inform parties involved in disputes about the possibility of solving such disputes through mediation.The law also spells out that agreements reached in the mediation procedure are legally binding and can be enforced by courts upon one party's request.Nonetheless, the law stipulates that mediation should be carried out in accordance with the parties' real intent. If one of the parties in dispute has explicitly refused to resolve the problem through mediation, the mediation should not be undertaken.In China, people traditionally regard going to court as a very serious action, so resolving disputes through mediation has become popular.China has more than 4.9 million mediators working in more than 800,000 mediation committees, according to the Ministry of Justice.These organizations handled more than 7.67 million disputes last year, with a 97.2-percent resolution rate, while only 1 percent went on to litigation.

  

BEIJING, Oct. 30 (Xinhua) -- China's primary energy consumption will be kept to between 4 to 4.2 billion tonnes of standard coal by 2015, Jiang Bing, director of the development and planning department of the National Energy Administration (NEA), said on Saturday.Jiang made the remarks at a forum held by the energy research institute of the State Grid Corporation of China.Primary energy refers to existing natural energy which does not need processing, such as fossil fuels, nuclear fuels, biomass energy, hydropower, wind power, solar power and others.As China has adopted a low-carbon development strategy, the country plans to raise the non-fossil energies ratio in its total primary energy consumption to 15 percent by 2020, and carbon dioxide emissions per GDP would be reduced by 40 to 45 percent by 2020 from 2005 levels, Jiang said.Thus, primary energy consumption must be kept to below 4.2 billion tonnes in the next five-year plan (2011-2015) to achieve the two targets, Jiang said.China's per capita energy consumption now stands at 2.5 tonnes standard coal per capita and, if left uncontrolled, China might see its energy consumption top 7 billion tonnes of standard coal in 2030, Jiang said.However, he explained that despite the huge total amounts, the per capita energy consumption would only be equivalent to current levels in Japan.Thus, the nation's economic growth mode transformation is quite necessary and it would be a strategic choice for China to control its total energy consumption in the 15 years, Jiang said.China's primary energy consumption topped 3.07 billion tonnes of standard coal in 2009, up 30 percent from 2005, according to the NEA.

  

BEIJING, Oct. 30 (Xinhua) -- Vice Premier Li Keqiang has said China would advance practical cooperation with the European Union (EU) in all areas.Li made the remarks Friday when meeting with a delegation from the European People's Party and European Democrats (EPP-ED), which is the largest group in the European Parliament.China hopes the two sides work together to expand common interests, respect each other's core interests and major concerns, so as to promote the China-EU relationship in a maturer and more steady way, Li said during the meeting.Since the two sides forged diplomatic ties 35 years ago, China and the EU had scored leap-forward development in bilateral relationship, which was exerting more and more influence to the world peace and development, Li said.Noting inter-party contacts constitute an important part of China-EU relations, Li, also member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee, said the CPC is willing to deepen dialogue and exchanges with the EPP-ED.Joseph Daul, chairman of the EPP-ED and also head of the delegation, said he is willing to cement inter-party exchanges with the CPC and push forward the EU-China relations.
