SAN DIEGO (KGTV) — A San Diego-area man and his grandmother filed a federal lawsuit against two San Diego County Sheriff's Deputies.The lawsuit alleges deputies responded to the wrong address and pulled a then-17-year-old out of his apartment. "I've never experienced something like that," said Cesar Jaramillo.Jaramillo says last October he was watching TV on the couch when he heard a knock at the door. He says deputies asked if someone from the residence called 911.According to his lawsuit, "Cesar informed defendants the call was not from his residence. When defendants asked Cesar if there was a young black female in the apartment, Cesar said 'No,' and informed defendants that they were at the wrong apartment building. Cesar knew who defendants were referencing and knew they lived in the other building. Cesar informed the deputies over half-a-dozen times that defendants were at the wrong building."Jaramillo tells 10News he complied with everything the deputies asked but felt like they didn't believe him."That's when I started closing the wide door, that's when he just reached in and grabbed my hand," Jaramillo said.The lawsuit claims, "Without warrant or probable cause, both defendants unreasonably lured Cesar to unlock and open the door, then entered into Plaintiff's residence and forcibly pulled Cesar by the forearms into submission, leaving instant bruises on both arms."Jaramillo's grandmother was in the back of the house at the time and said she woke up to the commotion."I saw my grandson laying on the ground, in handcuffs and I went crazy, and I said, what is happening," said Teodora Villalobos.According to the lawsuit, "Due to unreasonable seizure and force used on her grandson Cesar, as well as defendants' indifferent attitude, Teodora began having heart complications on scene."Jaramillo's lawsuit alleges negligence, battery, and unreasonable search and seizure, among other things.10News reached out to the San Diego County Sheriff's Department for comment, but a spokesperson they can't comment on pending litigation. 2066

SAN DIEGO (KGTV) — A San Diego Navy training school has been closed after a third sailor with ties to the location tested positive for coronavirus.The Navy said the sailor, who tested positive for COVID-19 on March 14, is stationed on the USS Essex and was attending Training Support Command San Diego. SAN DIEGO (KGTV) — A San Diego tradition will return this holiday season, though not to the same stage we're used to seeing.The Old Globe's production of "Dr. Seuss’s How the Grinch Stole Christmas!" won't be taking the theater's stage this year, instead, coming to audiences on the radio and online. The free, audio-only production can be heard on 89.5 FM and can also be streamed on the KPBS website or mobile app, and on smart speakers on Nov. 26, Dec. 5, and Dec. 20 at 12 p.m.; and Dec. 24 at 6 p.m.Of course, fans of the show can expect their favorite songs, including "Santa for a Day," "You’re a Mean One, Mr. Grinch," and "Welcome, Christmas (Fah Who Doraze)."And though live showings at the Old Globe are canceled until further notice due to the pandemic, another piece of holiday cheer will return outside of the theater. The 15th annual Globe Christmas Tree Lighting Ceremony will take place virtually on Nov. 22 at 6 p.m. and can be viewed on the Globe's website or social media channels. SAN DIEGO (KGTV) -- A water line break allowed more than 9.2 million gallons of treated and untreated wastewater to flow from Tijuana into the U.S. this week.The transboundary flows were reported Monday night due to a break in the main water line from the La Presa-Aguaje la Tuna urban aqueduct at about 11 p.m. CILA said the break produced flows that ended at the Tijuana River channel, causing a berm at a CILA pump station to collapse and allow wastewater into the U.S. The flow in the Tijuana River exceeded the pump station's capacity. The station continued to operate through the break, but was unable to divert all of the flow in the Tijuana River channel.Mexico's International Boundary Water Commission (CILA) said the flows were estimated at about 9,219,399 gallons of wastewater, including flows from the water line break, as of 11 a.m. Tuesday.Crews began repairs on the line late Monday and completed the fix by 11 a.m. Tuesday, according to CILA. 968
