SAN DIEGO (KGTV) — From the street, Point Loma's Blonde Voyage Salon looks like yet another establishment lost to the coronavirus economy. Its windows are completely covered by brown paper, and the door is shut.But on the other side of those coverings, it's very much business as usual."I have the right to at least fight for my business," said owner Meagan Crowell.Crowell said she could not stomach another closure. She said she only got a ,000 federal Paycheck Protection Program loan, and no other stimulus benefits to help get through."I have two kids," she said. "They are two and four years old and I'm not going to sit back and allow them not to eat."Crowell says she takes the virus very seriously - and that she dipped into her savings to make her salon COVID safe and keep the lights on. But those efforts are still not enough for the governor's new shutdown order, which says salons must close as ICU capacity continues to decrease.And other than two clients rescheduling, Crowell says she's completely booked."I want you to always love the person you see in the mirror, and I think mental health is a huge, huge issue," she said.Meanwhile, the county has served nearly 30 restaurants, bars, gyms and religious organizations with cease and desist orders since the shutdown took effect Monday. Crowell's salon is not one of them.Also on Friday, Bernardo Winery announced it would defy the order and reopen for socially distant on-site dining this weekend, saying in a statement it is basing the decision on its employees, who have suffered amid the shutdown.Under the order, restaurants are limited to takeout only, while bars, wineries and salons must close.Gyms and religious organizations can operator outdoors.Retail can stay open at 20 percent capacity. 1779

SAN DIEGO (KGTV) - Dog owners who live in Normal Heights are worried about the future of the off-leash dog park at Ward Canyon.Earlier this month, signs appeared saying the large-dog area would be closed through the end of March 2020. People who use the park say it's because a few neighbors complained about the noise to the local Advisory Committee.Because the large-dog area is closed, all sizes of dogs have been sharing the small-dog area next to it."It's really crowded," says dog owner Christina Ardon. "When people get off work, everyone's over here. It's a little bit of a madhouse.""It's intimidating to smaller dogs," says Jason Douglas-Hiley. "They won't come into the park because they're afraid of the large dogs harassing the smaller dogs."Meanwhile, the City of San Diego has plans to renovate the entire park. Renderings show the area where the large-dog park currently sits would be turned into a community garden. The small-dog park would be expanded.But, City Councilmember Chris Ward's office says there is no funding for that project, and no timetable for when it could be added to the budget.People who use the park say they're afraid it will disappear while the project sits in limbo."To have to wait 2-5 years for them to construct a new park is a lifetime for a dog," says Douglas-Hiley.Park supporters have started a petition, asking the city to safeguard the small-dog area and also fence off a different portion of Ward Canyon for large dogs to use. SAN DIEGO (KGTV) — Friends are expected to come together to remember the Navy sailor shot and killed while checking on an apparent stalled vehicle.A vigil for 21-year-old Curtis Adams will be held Saturday at Breakers Beach on Naval Station Coronado. Those attending will need valid military identification since the vigil is on-base.Adams was shot and killed on Interstate 15 near Mountain View in the early morning hours of Oct. 27. SAN DIEGO (KGTV) — Democrats' 5-4 majority on the technically nonpartisan San Diego City Council will increase to 6-3, a majority immune to Mayor Kevin Faulconer's veto.Democrat physician Jennifer Campbell defeated Republican incumbent District 2 City Councilwoman Lorie Zapf, winning 56 percent to 44 percent.  The subtraction of one Republican could have a major impact in terms of the balance of power.
