DUSHANBE, Nov. 25 (Xinhua) -- China and Tajikistan will enhance high-level contacts, expand exchanges and cooperation in various fields to fully develop their relations of good-neighborliness, friendship and cooperation, said a joint communique signed on Thursday by the two countries.Chinese Premier Wen Jiabao signed the communique with his Tajik counterpart Akil Akilov in his two-day visit to the Central Asian nation. China and Tajikistan also vowed to deepen political mutual trust and implement all the consensus reached between the two sides.Meanwhile, China expressed appreciation of Tajikistan's adherence to the one China policy and its support to the peaceful development of cross-Strait ties and China's effort to pursue peaceful reunification.The communique spoke highly of the Sino-Tajik trade and economic cooperation in recent years, holding that both sides should give priority to maintaining the sustained and stable growth of bilateral trade volume and to boosting cooperation projects in economic and technological fields.Both countries have decided to give full play to the intergovernmental economic and trade committee to improve the environment for investment and trade and create new cooperative modes, the communique said.The two neighbors, which are adjacent geographically and complementary to each other economically, also pledged to boost cooperation in such areas as transportation, telecommunication, electricity, finance, mining and agriculture, the communique said.In the communique, both sides spoke highly of their cooperation concerning ports which contribute greatly to the development of bilateral economic and trade cooperation. The two nations will also speed up efforts to improve infrastructure construction in Karasu-Kulma port and customs clearance conditions to allow the all-year-round operation of the port at an early date.The two countries, meanwhile, vowed to continue promoting cooperation in culture, education, health, tourism, sports and journalism, and encourage the sponsorship of cultural days and cultural festivals by each other as well as exchanges between youths of the two countries.Both sides will further their close cooperation so as to continue improving the facilities and quality of teaching in the Confucius Institute in Tajikistan, the communique said.

BEIJING, Jan. 17 (Xinhua) -- The China Banking Regulatory Commission (CBRC) announced Monday that it will guide the nation's banks to a scientific pace of lending this year as it stressed bank loans should better serve the real economy.The CBRC said in a statement on its website that it will also expand and improve financial services in the country's rural areas and encourage banks to support borrowing activities from small-sized companies.The CBRC said it will carry out more studies in stepping up support for the country's affordable housing program, which aims to build 10 million affordable housing units for low and middle income residents this year.The commission also said it will continue to implement the differentiated home loan policy adopted last year, under which bank loans for third home purchases are suspended and down payments for all first-time home buyers are at least 30 percent of the purchase price, while second home buyers will have to pay an even higher amount of down payments, at 50 percent.Further, the CBRC said it would tighten controls over lending to local government's financing vehicles in order to ward off risks.Government data showed new yuan-denominated lending in China reached 7.95 trillion yuan (about 1.2 trillion U.S. Dollars) last year, overshooting the government's full-year target of 7.5 trillion yuan.

BEIJING, Jan. 13 (Xinhua) -- Vice Premier Li Keqiang's three-nation visit to Europe has expressed China's confidence, boosted mutual trust, expanded cooperation and deepened mutual understanding, Vice Foreign Minister Fu Ying said Thursday.Li returned to Beijing on Thursday afternoon after making visits to Spain, Germany and Britain at the invitations of their governments.Fu said that the vice premier's visits took place as the deep-seated impact of the international financial crisis remains unabated, the global economic recovery still faces uncertainties, and as Europe is in a tough fight against sovereignty debt crises.The visits were a great success and have been a solid start for the development of China's relations with Europe in 2011, Fu said.ENHANCED MUTUAL UNDERSTANDINGAccording to the vice foreign minister, Li said during his visit that China is a strategic partner of the three nations, and shares with them extensive common interests. Calling China's development an opportunity for the European countries, Li also said their prosperity and stability means opportunity for China.China is willing to work in concert with the three nations to rise to the challenges and seek common development, Fu quoted Li as saying.When visiting Spain, Li said choosing Spain as the first leg of his tour was to convey China's confidence in the country and the European Union (EU) in their fight against the sovereignty debt crises.Li called Spain a good friend and partner of China, and expressed China's willingness to intensify their traditional friendship and cooperation, and express its confidence in Spain's ability to tide over the current economic difficulties.Recognizing Germany as China's important partner in the EU, Li hailed their close cooperation and their mutual respect of each other's core interests.He expressed the hope that the two sides will understand and settle each other's concerns with a positive attitude in the new situation so as to further deepen bilateral ties.During his stay in Britain, Li said, to enhance the stability of bilateral relations, the two countries should continue treating each other on an equal basis and respecting each other's path of development.The Chinese leader said he wishes for China to deepen cooperation with the three nations and the EU when combating crises, and to establish with them a partnership featuring future-orientation, equal treatment, mutual benefit and an all-win result, and sustainable development.He also hoped the countries could promote the EU to recognize China's full market economy status and lift arms embargo on China, Fu said.The three nations all see China's development as opportunities instead of threats.
