President Donald Trump signed a presidential proclamation Friday morning that will bar migrants who cross into the US illegally through the southern border from seeking asylum.Trump told reporters that he had "just signed" the proclamation as he departed the White House on Friday morning en route to Paris.The proclamation put into effect a new rule the Trump administration entered into the federal registry on Friday that would ban migrants from applying for asylum outside of official ports of entry. The American Civil Liberties Union has already called the rule "illegal," and legal challenges are expected to follow.The executive action is the latest the President has taken to clamp down on illegal immigration and to discourage the group of migrants now traveling through Mexico, many of whom want to seek asylum in the US, from making their way toward the country. RANCHO PENASQUITOS (KGTV) - Teens playing basketball in Rancho Penasquitos said they were robbed Saturday night. Police said during the pursuit of a car that matched the description, it crashed and rolled onto the roof.One suspect was injured from the crash as he was not wearing a seatbelt. He was trapped in the car and arrested.Police say two other suspects, identified as a black man in his 20s and a Hispanic man in his early 20s fled the vehicle.K9s searched the area for the suspects.Ed Solis, the father of one of the boys who was robbed, said it was his son's 18th birthday and they were celebrating at home.Toward the end of the party, the guys wanted to play basketball at Views West Park. They left their belongings in a pile and noticed a group of men stealing their wallets and phones.The teens went after the attempted robbers and were able to catch one. Solis said one of the men came back and threatened the boys, saying he had a gun and would "smoke them."The boys let the man go and then called Solis about the robbery. He rushed over, and found all the boys were safe and unharmed, but shaken.Officers caught up with the suspect vehicle at 14500 Penasquitos Drive where it flipped.Some of the boys got their items back, while others did not. 1319

(AP) — A Kentucky couple who refused to sign a self-isolation order when one tested positive for the coronavirus said they were placed under house arrest.Elizabeth Linscott of Radcliff told news outlets she was tested July 11 for COVID-19 because she wanted to visit her grandparents and received a positive result the next day. Linscott said the health department emailed her a form to sign that said she would check in daily, self isolate and let officials know if she has to be treated at the hospital.The form said the isolation order is to “prevent the introduction, transmission and spread of the 2019 novel coronavirus in this state.”Linscott said she declined to sign because of one sentence: “I will not travel by any public, commercial or health care conveyance such as ambulance, bus, taxi, airplane, train or boat without the prior approval of the Department of Public Health.”“I could not comply to having to call the public health department prior if I had an emergency or I had to go pick something up for my child or myself as a necessity and could not wait,” Linscott said.When she declined to sign the form she said she was told the case would be escalated and on July 16, Linscott said she and her husband were placed under house arrest with ankle monitors.Hardin County Sheriff John Ward said his office was on hand to execute court documents from a Hardin County Circuit Court judge.
