SOUTH BEND, Ind. — The Indiana parents of a toddler who fell to her death out of an open cruise ship window in Puerto Rico filed a lawsuit Wednesday against Royal Caribbean Cruises, accusing the company of negligence by allowing the window to be opened.Chloe Wiegand fell to her death in July after her grandfather lifted her to the window on Royal Caribbean's Freedom of the Seas ship while the vessel docked. She would have turned 2 this week."We should be celebrating with presents and a birthday cake, but instead we are talking about her death," Chloe's mother, Kim Wiegand of Granger, Indiana, told reporters at a news conference in nearby South Bend.She said she spends time with her daughter's urn every night.Chloe's grandfather, Salvatore Anello, has been charged in Puerto Rico with negligent homicide. He insists he's colorblind and didn't know the 11th floor window in the children's play area was open. He said he believed he was lifting Chloe so that she could bang on the glass like at a hockey game.The lawsuit says the company violated industry standards by failing to provide reasonably safe windows in an area where children play on the ship.The wrongful death lawsuit was filed in U.S. District Court in Miami. It seeks an unspecified financial award. Royal Caribbean didn't immediately reply to an email seeking comment."We all sit here broken," Anello said Wednesday. Some Florida residents are leaving their cars at gas stations because fuel is running out before Hurricane Dorian arrives in the state.Miami resident Marion Wilkinson Scott told CNN on Friday he saw 12 cars that were left Thursday night at a Chevron on 152nd Street, five at a Mobile station in the Hammocks and two at another Chevron across from his house.He posted on Twitter a picture of one of those cars with a note on the dash: "I live close by. My car is out of gas. Please call me when more arrives!" A phone number was included."My friends have given similar reports from various places in the city. I think a lot of people were in denial about this storm. Now they are a bit panicky," Scott told CNN.He said he tried to top off his own tank at all those stations Thursday but had no luck."There isn't any. We've kept it topped off every night since last week (because Irma was a similar scenario for fuel scarcity two years ago). That ended last night when the stations all ran out of gasoline," he said."As a result, we have one unused car with a tank and another with half a tank. I hope it's enough to last til Tuesday next week. The distributor has no idea."A few blocks south, there was a slightly chaotic scene Friday morning at the Valero on 23rd Street, where a dozen cars lined up for gas while the station still had it. Mathew Cabral filled about a dozen canisters with diesel, but not for his own use. He works for a rental company that stocks Miami Beach with chairs, cabanas and other tourist items and he and his coworkers were spending the morning getting their inventory off the beach.When asked if he was nervous about the incoming storm, he said, "No, not really, not at Category 3. TAMPA, Fla. — The City of Tampa has built a tent city that will house 100 homeless people during the safer-at-home order in Hillsborough County. The camp will be open on Monday.For the next 30 days, Tampa will pay Catholic Charities Diocese of St. Petersburg to run the temporary tent city, called Hillsborough Hope. Tampa officials did not provide the location of the tent city due to safety reasons.Along with the 100 tents, the site will include a mobile laundromat, mobile shower trailers and six portable toilet rentals. Those living in the camp will be fed three meals a day and will have access to on-site medical treatment.The Catholic Charities will also supply the residents with water bottles and hand sanitizer.Hillsborough Hope is open to any homeless person except for registered sex offenders.Anyone who shows up to the camp will be screened for COVID-19. If someone presents symptoms of the coronavirus, they will be referred to BayCare Health System.Each tent is spaced about 5 feet apart and will only house one person.Every person staying at the camp will be issued a wristband that corresponds to their tent number.
