Trump has said he would seek that payment in the form of a refund, either through trade negotiations, remittance payments or other means.Congressional budgeting is done with very specific instructions for how dollar amounts are spent. Any repurposing of funds requires express congressional approval, which Trump is unlikely to get. The source noted that additional authorization from Congress would likely be necessary if this option was pursued.A senior administration official confirmed the President has floated this idea, along with others, as alternative ways to pay for the wall."There's a lot of different options we're trying to contemplate. Certainly that's one," the official said.Another option: increasing fees that a person has to pay when they cross the border from Mexico into the United States."You could always increase them and take the revenue for that for resources," this official said.This official described these as the President's "musings."White House press secretary Sarah Sanders declined to weigh in when asked repeatedly on Tuesday at the daily press briefing about trying to get the military to fund the wall."I can't get into the specifics of that at this point, but I can tell you that the continuation of building the wall is ongoing, and we're going to continue moving forward in that process," Sanders said.However, no new wall is currently being built. Funds have only been appropriated to fix current fencing or build new fencing.A Washington Post report on Tuesday contained details of Trump's desire for the military to fund his wall and appeared to clarify a message Trump posted to his Twitter account over the weekend, where he exclaimed, "Build a WALL through M!"The report said two advisers confirmed the "M" was a reference to the military and that three people familiar with the Trump-Ryan meeting noted little reaction from Ryan to Trump's proposal to have the military fund construction of the wall.Two White House officials told the Post that Trump saw the increased funding for the military as a reason it could afford to foot the bill for the border wall. The omnibus agreement Trump signed into law last week included about .6 billion for border security.Last week, Trump expressed displeasure with the funding agreement and?threatened briefly not to sign it, but ultimately relented and then continued to express his displeasure on Twitter.Since taking office, the Trump administration has tried to demand Congress appropriate money for his promised wall, and the Mexican government has steadfastly refused to pay for it. Nearly 200 businesses were forced to close for six days over fears that the water might have been contaminated during recent storms. Tuesday morning, a group calling itself "The East County Coalition for Clean Water" held a news conference at Lake Poway.The members are from the Helix and Lakeside Water Districts, and one is from the San Diego County Water Authority. The regional water officials said they'd been getting calls from constituents worried about their water supply, which was not affected by the boil water advisory. "The mishandling of the Poway contamination incident erodes the confidence of the public of all the water boards," said Lakeside Water District Member Frank Hilliker, who said he was speaking as a private citizen and not in an official capacity.Hilliker said Poway Mayor Steve Vaus was "asleep at the wheel." "The buck stops with the mayor of Poway, and he was slow to react," said Hilliker. Hilliker also said it was irresponsible for the mayor to say he was continuing to drink the water before testing was complete.Mayor Vaus said he wouldn't do anything differently. "I told people I was drinking water. I did drink the water. I gave it to my pets, cause I knew and I repeatedly said, all of our tests were fine. Sacramento was way behind Poway in getting their clearances," said Mayor Vaus. The mayor said the criticism has more to do with dirty politics than dirty water. "These are a bunch of elected's doing the dirty work for a desperate and disgraced candidate for county supervisor," said Vaus. The mayor is referring to former state Senator Joel Anderson, who is running against Vaus in the race for the San Diego County Board of Supervisors. "All 4 or 5 people who were listed on the press release are supporting my opponent in the county supervisor race, an opponent who is in desperate straights according to the polling," said Vaus.When reporters asked Hilliker if he was supporting Anderson, he insisted the news conference was about public safety."How is that relevant to public safety? Again, we're talking about public safety and clean water," said Hilliker. The group also blamed the mayor for not maintaining equipment. Last week, a state official indicated that part of the system was not in compliance with state regulations. "There was a comment in the media from someone with the State Water Quality Control Board saying something or other was wrong with our set up. Well, our set up has been the same for 50 years. We've maintained it impeccably, he signed off on it a few months ago, nothing has changed since then," said Mayor Vaus. POWAY, Calif. (KGTV) - The city of Poway is applying for a 2 million dollar FEMA grant to take down hazardous trees along Espola and Twin Peaks Roads. The trees are considered a fire hazard on a popular fire evacuation route. Wildfire is a major concern in Poway. Twelve years ago, the Witch Creek Fire destroyed 90 homes. Four years earlier, driven by Santa Ana winds, the Cedar Fire roared through Poway destroying 53 homes.Adrian Burfield drives Twin Peaks every day and says a lot of trees need to come down.Adrian Burfield says, “It’s long overdue. Some of the trees are leaning. I just drive by there and see future problems. So yeah I’m glad to see it happen.”The application deadline is April 18th, and they will know something by the end of this year.If they get approved, the trees will start coming down next Spring. 838
