POWAY, Calif. (KGTV) -- A rope is being blamed for December’s weeklong boil water advisory in Poway, according to a newly-released report.The report says a surge in storm water caused a backflow in the system. A rope stuck inside a gate designed to keep water out of the reservoir allowed the storm water to seep into the area. As a result of the incident, the affected section of the reservoir had to be disinfected and refilled. RELATED: Inspection found 12 flaws in Poway's water delivery systemA boil water was issued November 30 and canceled December 6 as a result of the contamination. The advisory was issued after residents reported brownish water coming from their faucets on November 29. The report also goes into detail about what is being done as a result of the advisory. President Donald Trump has announced he's rolling back an influential environmental law from the Nixon-era that he says delays infrastructure projects. When he first announced the effort in January, the administration set a two-year deadline for completing full environmental impact reviews while less comprehensive assessments would have to be completed within one year. The White House said the final rule will promote the rebuilding of America.Critics call the president’s efforts a cynical attempt to limit the public’s ability to review, comment and influence proposed projects under the National Environmental Policy Act, one of the country’s bedrock environmental protection laws.Trump made the announcement at a UPS facility in Atlanta. The changes deal with regulations for how and when authorities must conduct environmental reviews. The goal is to make it easier to build highways, pipelines, chemical plants and other projects. While in Atlanta, Trump said that “we’re reclaiming America’s proud heritage as a nation of builders and a nation that can get things done.”Georgia is emerging as a key swing state in the general election. Trump won the Republican-leaning state by 5 percentage points in 2016, but some polls show him trailing former Vice President Joe Biden, the presumptive Democratic nominee. This will be Trump’s ninth trip to Georgia and his sixth visit to Atlanta during his presidency.The president’s trip also comes as the state has seen coronavirus cases surge and now has tallied more than 12,000 confirmed cases and more than 3,000 deaths.The White House said the administration’s efforts will expedite the expansion of Interstate 75 near Atlanta, an important freight route where traffic can often slow to a crawl. The state will create two interstate lanes designed solely for commercial trucks. The state announced last fall, before the White House unveiled its proposed rule, that it was moving up the deadline for substantially completing the project to 2028.Thousands of Americans on both sides of the new federal rule wrote to the Council on Environmental Quality to voice their opinions.The U.S. Chamber of Commerce cited a North Carolina bridge in its letter as an example of unreasonable delays, saying the bridge that connected Hatteras Island to Bodie Island took 25 years to complete, but only three years to build. “The failure to secure timely approval for projects and land management decisions is also hampering economic growth,” the business group wrote.The Natural Resources Defense Council said that when Congress passed the National Environmental Policy Act 50 years ago, it did so with the understanding that environmental well-being is compatible with economic well-being. The proposed rule, it said, would lead federal agencies to make decisions with significant environmental impacts without ever considering those impacts in advance.“At the end of the day, it would lead to poor decision, increased litigation and less transparency,” said Sharon Buccino, a senior director at the environmental group.Trump’s trip to Georgia comes one day after Biden announced an infrastructure plan that places a heavy emphasis on improving energy efficiency in buildings and housing as well as promoting conservation efforts in the agriculture industry. In the plan, Biden pledges to spend trillion over four years to promote his energy proposals.Trump’s push to use regulatory changes to boost infrastructure development also comes as the House and Senate pursue starkly different efforts. President Donald Trump has pardoned prisoner activist Jon Ponder, who spent time in prison for bank robbery. Ponder’s pardon aired during the Republican National Convention Tuesday evening.Ponder has become an activist for prisoners and helping those behind bars return to normal life upon release. Ponder has helmed the Las Vegas-based organization HOPE for Prisoners for the last 15 years.Richard Beasley, a retired FBI agent who arrested Ponder, stood alongside Trump and Ponder during the pardon.Trump has previously been involved with HOPE for Prisoners. In February, Trump visited Las Vegas and met with 30 members of the program.Ponder said in February that his organization has helped 3,000 formerly incarcerated people back into the workforce.Trump has used pardons and clemencies sparingly during his tenure. Trump has handed 26 pardons and 11 clemencies during his time in office. In President Obama's tenure, the president issued 212 pardons and 1,715 clemencies, although the vast majority of those came in Obama's final year in office. During George W. President Donald Trump plans to announce his Supreme Court nominee on Saturday. He has said it will be a woman and she will be conservative.If the nominee goes through, it would give conservative justices a 6-3 majority over their more liberal counterparts.That sets up talk about abortion, but the Roe v. Wade debate isn't all about the Supreme Court.“Enough lower courts have not decided what they think about this,” said Carol Sanger, a professor at the Columbia law school. “We, the Supreme Court, doesn't like to lead on a particular issue until the lower courts who have trials and so on have thought about it.”Under a conservative majority, the Supreme Court has ruled on an abortion case. Conservative Chief Justice John Roberts sided with a ruling that kept abortion clinics open by not requiring abortion doctors to have nearby hospital admitting privileges.The high court already ruled on a similar case out of Texas.“There is a special doctrine called stare decisis, which means when you have a case and it’s like a previous case, look to that previous case and say how did that come out,” said Sanger. “And unless there is a very, very strong reason to change that decision, you follow precedent, you follow what happened the last time this issue came up.”Sanger says enough lower courts have to rule and be split on the decision to make it to the Supreme Court.The Supreme Court would need to decide it wants to take up Roe v. Wade before courts before them. Sanger believes that's unlikely to happen.“It seems pretty clear that he doesn't want to be known as the guy who had Roe knocked out under his chief justice-ship,” said Sanger.Both Justices Kavanaugh and Gorsuch said they accepted Roe v. Wade as the law of the land during their nomination hearings.Sanger says just because the justices on the court change, it doesn't mean they change laws all over again. 1887
