SAN DIEGO (KGTV) - San Diego-based U.S. Border Patrol agents arrested a sex offender and stopped smuggling at sea over the holiday weekend, Customs and Border Patrol officials announced Thursday. Agents spotted a man in East San Diego County about six miles north of the U.S.-Mexico border at 12:30 a.m. on July 6. The 53-year-old Honduran national did not have any documents verifying his residency, officials said. Agents took the unidentified Honduran man to a station for processing. They discovered he had been convicted of sexually assaulting a child and sentenced to prison in New Hampshire in 2008, according to the CBP. The man will be processed for illegal re-entry after removal, officials said. A U.S. Coast Guard cutter made the second significant arrest of the holiday weekend, officials said. The crew intercepted a boat off Point Loma the evening of July 7. Although it appeared to have one person on board, Coast Guard crew members found an additional 12 people suspected of trying to enter the U.S. illegally, officials reported. The group taken into custody included nine men and two women from Mexico, and a Salvadoran man and woman. SAN DIEGO (KGTV) -- San Diego’s City Council unanimously approved several measures Tuesday they hope will make it easier for businesses to stay open amid the coronavirus pandemic.The first measure cements Mayor Kevin Faulconer’s executive order allowing some businesses to operate outdoors.The measure allows gyms, barber shops, churches and nail salons to expand business to private parking lots, sidewalks, and on-street parking.“Employees can return to work and families can again participate in programs and support our businesses, if they so desire,” said City Councilmember Chris Cate.Businesses will need to apply for a permit to operate outside, the city says.The second measure reallocates 0,000 from the city’s Small Business Relief Fund toward helping businesses in underserved communities. SAN DIEGO (KGTV) - Starting this fall, the Pacific College of Oriental Medicine is offering the first-ever certificate program specializing in medical marijuana.The three-semester class promises to teach health care professionals the basics of medical cannabis, so they can begin to use it in their practice."We thought it was important for health care professionals to have objective information about medical marijuana," says school President Jack Miller.Miller says part of the program's purpose is to help dispel some of the myths surrounding medical marijuana."There's a lot of misinformation," Miller says. "If CBD worked for everything that people said it worked for, we wouldn't need another medicine. It seems like the claims are that it will help everything. But really a lot more research needs to be done."Across town, that research is happening. UC San Diego's Center for Medical Cannabis Research has been studying the benefits of the drug since 2000."It's clear from our research and other people's work that there are some medicinal properties to compounds within marijuana," says CMCR Director Dr. Igor Grant.But, Grant cautions that it still may be too soon to have a degree program focused on medical marijuana."There are some things we know, but a lot of things we don't," he says. SAN DIEGO (KGTV) - San Diego Police released details Friday about the controversial arrest of a man and woman in Chicano Park involving use of force. Georgina Mercado, 35, interfered with a traffic stop being conducted Thursday, police said. Her three children, ages eight, seven, and four, were with her at the time. 22-year-old Eddie Alvarez arrived on scene with another woman who said they would take custody of the three children, according to SDPD Lt. Shawn Takeuchi. Alvarez wore a bandana over his face and refused to identify himself, police said. Officers “could not release the children to the custody of Alvarez without knowing who he was,” said police. “This contact escalated to the point that officers arrested Alvarez for interfering,” Takeuchi wrote in a news release. Police said Alvarez refused to put his hands behind his back and struggled with officers. “Officers used strikes while they forcefully moved his arms behind his back,” police said. Alvarez was handcuffed and taken to jail. “Anytime force is used, we take it extremely seriously. We have initiated an internal investigation into the force that was used last night,” Takeuchi said. Hours after the arrest, dozens of people gathered outside the San Diego Central Jail downtown to demand Alvarez’ release. The group said Alvarez had been recording the arrest of Mercado, who they described as a community activist. One demonstrator said, “While he (Alvarez) was filming police, they came out and told him to stop recording. He said, ‘No, I don’t feel safe, I’m going to keep recording, especially with my girlfriend right here with the kids,’ and they didn’t like that … The cops ended up jumping him and rushed him to the ground and started punching him in the ribs. SAN DIEGO (KGTV) -- SeaWorld San Diego plans to close Thursday as the county prepares for a storm. According to a news release, the theme park made the decision due to heavy rain and strong winds that could sweep through San Diego. The park plans to re-open Friday, November 30. Showers are expected to develop Wednesday night, becoming widespread and heavier by Thursday. Rainfall totals are expected to average between .50” to 1.50” for the coast and valleys with 2” to 4” in the mountains and .50” in the deserts. Strong winds will also accompany the storm. A wind advisory is in effect for the coast and valleys Thursday from 8 a.m. to 6 p.m. and for the mountains and deserts from 6 a.m. Thursday through 6 a.m. Friday.
