BEIJING, Nov. 10 (Xinhua) -- The Chinese government will inject more funds for investment and improve investment structures to better cope with adverse global economic conditions, the State Council (Cabinet) decided at an executive meeting presided over by Premier Wen Jiabao on Monday.     To achieve "steady and relative fast" economic growth and prevent "economic ups and downs" amid global and domestic economic challenges was on top of the country's agenda, said Wen.     The government on Sunday announced it would launch a stimulus package estimated at 4 trillion yuan (570 billion U.S. dollars) to be spent over the next two years to finance programs in 10 major areas, such as low-income housing, rural infrastructure, water, electricity, transport, the environment and technological innovation.     "The country should strengthen management of large-scale investment projects, conduct feasibility studies in an earnest manner and increase investment efficiencies and profits," said a statement from the meeting, in which provincial leaders and Cabinet ministers participated.     Wen said the stimulus package was crucial to tiding over the difficulties and maintaining long-term economic growth momentum.     He urged local governments to be "quick" and "effective" in carrying out these measures with "large-scale" investment programs launched to boost domestic demand.     The meeting participants called for more efforts to increase incomes and consumption capabilities, raising low-income earnings, promoting the "stable and healthy" development of the property sector and maintaining steady export growth.     The country should endeavor to enhance competitiveness, improve financial macro-management and facilitate the steady and healthy development of the stock market.     China announced on Sunday that it would adopt "active" fiscal and "moderately active" monetary policies to expand domestic demand and speed up construction of public facilities.     The meeting also decided to push forward a series of key reforms, including restructuring the value-added tax regime, which could cut the tax burden on enterprises by 120 billion yuan next year.

ANTANANARIVO, Nov. 11 (Xinhua) -- visiting Chinese top legislator Wu Bangguo met here Tuesday with Madagascan Prime Minister Charles Rabemananjara. BEIJING, Oct. 19 (Xinhua) -- China's premium revenue is expected to hit one trillion yuan (146.3 billion U.S. dollars) this year due to strengthened promotion and increasing demand, said a senior official here on Sunday.     The premium revenue grew at an annual rate of 30 percent from 460 million yuan in 1980, when insurance business began to enter into full swing in China, to hit 703.58 billion yuan in 2007, said vice chairman of the China Insurance Regulatory Commission (CIRC) Zhou Yanli at the opening ceremony of an insurance exhibition.     The revenue in the first eight months this year rose 52.24 percent year on year to 713.40 billion yuan which exceeded the total of last year, he said.     The revenue for the whole year is likely to break one trillion yuan at the current pace, he predicted.     The development of China's insurance business had been halted for 20 years after the founding of the new China in 1949. After the opening up and reform initiated in 1979, the sector was on the way to the right track and entered into full swing.     The value of the industry assets totaled more than three trillion yuan, which is owned by more than 110 insurers, according to Zhou.     Despite of the progress, insiders noted the revenue growth is poised to slow down in the fourth quarter of 2008 and the first half of 2009 as insurers are expected to retain dividends to protect its profit margin which was hurt by stock investment returns slumps. That is likely to discourage the future premium growth.     China Life, the nation's largest life insurer, saw premium jump52.9 percent from a year ago to 23.44 billion yuan in September, much slower than the 93.7 percent growth in August. The combined revenue in the first nine months totaled 248.6 billion yuan, up 56.7 percent year on year, comparing with the 57.14 percent growth in August.

BEIJING, Jan. 8 (Xinhua) -- China is urging the United States to take actions to repair military ties seriously damaged by a U.S. arms sale to Taiwan.     "China-U.S. military ties lag far behind overall relations. The United States should take concrete measures to repair them," Ma Xiaotian, deputy chief of general staff of the Chinese People's Liberation Army, told the visiting U.S. Deputy Secretary of State John Negroponte on Thursday.     China curtailed some military exchanges with the United States after the Pentagon announced a .5 billion Taiwan arms deal last October. It included 30 Apache attack helicopters and 330 Patriot missiles.     It was the biggest arms sale to Taiwan since China and the United States signed the "August 17 Communique" in 1982, in which the United States agreed to gradually reduce its arms sales to Taiwan.     Military contacts between the two countries had become active and fruitful before the Taiwan arms sale. Apart from frequent exchanges at different levels, defense departments set up hotlines and military officials got involved in the China-U.S. strategic talks for the first time last year.     "Military ties, which don't enjoy a solid foundation, were further damaged by the U.S. move," Ma said in his hour-long meeting with Negroponte. "That created an obstacle to exchanges and cooperation in a range of spheres. The responsibility for this belongs entirely to the United States."     Last December, U.S. Deputy Assistant Secretary of Defense David Sedney came to Beijing in an effort to find ways to mend strained military ties. The visit didn't produce any substantive progress.     "I think it will take a long time to restore military relations," Ma said.     With his principal mission of commemorating the 30th anniversary of U.S.-China diplomatic ties, Negroponte hailed the increased exchanges and positive dialogues between the two countries over the past three decade.     "It is fair to say that our military-to-military relationship is not as advanced as the other aspects, like commercial and financial ties. There is work to be done," Negroponte said.     "Probably nothing that I can do or say will cause the exchanges to be restored between now and the end of the Bush administration, which has 10 days left."     Negroponte said the U.S. defense policy would generally continue as the current Defense Secretary Robert Gates will stay in the Obama administration and Chairman of Joint Chiefs of Staff Michael Mullen will keep his function.     "Hopefully in time these ties and exchanges will be restored because they are in the mutual interests of the two nations," he said.
