The Centers for Disease Control has issued new guidance for employers, giving them various situations they may come across and how they should decide to test their employees for COVID-19."There's a lot of different questions coming out from employers about the whole process of testing, doing temperature taking of employees who are returning back to work again," says Amber Clayton, the knowledge center director at the Society for Human Resources Management.Clayton says employers are grappling with increased uncertainty surrounding how and when to implement coronavirus testing at their offices."Employers can have a policy in place. Per the Equal Employment Opportunity Commission they can test during this pandemic so they could require COVID testing. Now, antibody testing can’t be mandated but COVID testing can," says Clayton.The CDC recommends, in most cases, to only test employees who are showing symptoms.But what if a person knows they've been exposed to the virus but isn't showing symptoms, is a test appropriate?"I think it may be on a case by case basis. So, if it is positive, I think it's probably helpful. It tells you the person did in fact become infected," says Dr. Beth Thielen, an infectious disease doctor with the University of Minnesota.Dr. Thielen says employers should be careful, though, as employees who aren't showing symptoms could have a false negative if they test too early, before the virus spreads in the person's system."The CDC guidance still indicates if someone tests positive for COVID before they return back to work, they should be quarantined and out of work for at least 10 days, that they don't have a fever or they've they have gone without a fever for 24 hours or without fever reducing medications," says Clayton.Employers can ask employees who have gotten a positive COVID-19 test to take a second test, showing they're negative before returning to work, but the CDC doesn't recommend it and says in their guidelines, "Employees with COVID-19 who have stayed home can stop home isolation and return to work when they have met one of the sets of criteria.”Some of that criteria includes 10 days passing since the employee last experienced any COVID-19 symptoms.Dr. Thielen says, this recommendation makes sense."We haven’t detected people who have had culturable virus out as far as 14 days after," says Dr. Thielen. She adds, so far, studies have found that most people who still test positive weeks alter won't transmit the virus to others. She believes employers should continue to look to the CDC for guidance."I think these are some of our leading public health thinkers and they’re making decisions based on a long history of experience based on dealing with other respiratory infections but also newly emerging data," says Dr. Thielen.As for Clayton, she says employers will want to ensure the confidentiality of employees who do test positive while at the same time notifying others who may have been exposed. And also, do some research or consult legal counsel before implementing any testing at the office."Or if you have situations where employees refuse to be tested maybe for medical reasons, those things tend to fall under the Americans with Disabilities Act sometimes, so make sure you’re doing your homework before you implement any type of testing program," says Clayton. 3350

The city of Asheville, North Carolina, released "disturbing, difficult to watch" videos from nine body-worn cameras related to the beating and tasing of a man who was suspected of jaywalking, the city said.One video from an officer on the scene shows Asheville police officer Christopher Hickman wrap his arms around the man's neck from behind as they attempt to subdue him.The footage provides greater insight into the August 2017 arrest of Johnnie Jermaine Rush, the man beaten, choked and tased by an Asheville police officer who suspected him of jaywalking.Hickman, 31, was removed from patrol duty a day after the incident. He resigned from the department in January, the same day that he was to be terminated, according to a timeline of the case released by the city council.Video of the arrest recorded by Hickman's body camera was published by the Asheville Citizen-Times on February 28, setting off outrage in the western North Carolina city. The newspaper has not revealed how it obtained the video.Hickman was taken into custody on March 8 and charged with one count each of assault by strangulation, assault inflicting serious injury and communicating threats, the city said.CNN telephoned and emailed Hickman's attorney on Monday afternoon but has not heard back from him.Nine videos releasedIn one of the videos taken after the use of force, Hickman speaks to a supervisor on the scene and admits to using the taser to punch the man in the face several times."I hit him in the face as if it was a club like three times. That was effective," Hickman says. "That's what happened to his left side, I punched him in the face with it about as hard as I could."A Buncombe County Superior Court Judge granted the city's petition to release the video, which was made public Monday at 2 p.m. The city asked to release the videos "in the interest of transparency," the city said on its website."This incident has created a loss of trust within the community, particularly among people of color. The City of Asheville understands that there is substantial work to do to restore the public's trust," the city said.Rush initially was charged with second-degree trespassing and resisting a public officer. He filed a complaint with police the day he was arrested alleging Hickman used excessive force.Police Chief Tammy Hooper watched the body camera footage and ordered Hickman off the street and told him to turn in his badge and gun, according to a timeline from the city.The district attorney and Asheville police agreed to dismiss the charges against Rush in September after watching the body camera footage, according to documents from the City Council.What Hickman's video showedThat video begins as Hickman and his partner stop Rush, then 32, for allegedly jaywalking in the early morning hours of August 25, 2017. As Rush is being restrained on the ground, Hickman punches him in the head several times, shoots him with a stun gun and puts his hand around Rush's neck."I can't breathe! I can't breathe!" Rush repeatedly yells. "Help! Help!"Later in the video, Hickman speaks with another officer on the scene."I beat the s--- out of his head," Hickman says. The co-founder of the Salt Life apparel brand is in a Florida jail following his arrest in connection with the death of an 18-year-old woman at a Singer Island hotel.Michael Hutto, 54, was booked into the main Palm Beach County jail Sunday. Hutto was arrested Oct. 30 on a manslaughter charge in Jacksonville.Hutto is accused of shooting Lora Grace Duncan at the Hilton Singer Island oceanfront resort. Police said the 18-year-old Lake City woman was found dead of a single gunshot wound inside a room at the hotel.According to a probable cause affidavit, Duncan's father had requested a welfare check on his daughter on Oct. 29 after he hadn't heard from her in several days. Using her cellphone's location, her father was able to track her down at the Hilton, where police found her lying dead on the floor with a gunshot wound to the stomach.The room had been rented in Hutto's name, and his wallet and identification card were inside the room, police said.An investigation revealed that one day earlier, Hutto had been taken to a Jacksonville hospital after deputies in St. Johns County found his car illegally parked in a St. Augustine gas station parking lot. Hutto was reported to have been "twitching, making delusional comments and crying while his eyes were rolling into the back of his head."When detectives questioned Hutto at the hospital, he told them, "Oh my God, I think I hurt my Gracie" and then began to cry, the affidavit said.Later, Hutto told detectives he and Duncan were headed to the Florida Keys to visit some of his friends when they stopped at the Hilton. After spending time together on the beach, Hutto said, they were "playing inside of the hotel room as if they were shooting with their finger and a gun."Hutto told detectives that Duncan was sitting on the counter in the bathroom when he pointed the gun at her and it fired, shooting her. Hutto said he then put the gun in his backpack and left her in the room, driving until he ran out of gas.Duncan's father told police that Hutto, who was her boyfriend, had been giving her drugs to keep her sedated.The co-founder of the popular Salt Life apparel brand appeared before a Palm Beach County judge Monday morning.
