BEIJING, Jan. 6 (Xinhua) -- Beijing will offer residents 20,000 rental bikes this year to ease the city's notorious traffic jams, according to authorities with the Beijing Municipal Commission of Development and Reform.Five hundred rental kiosks will be set up around the city to offer residents over 20,000 rental bikes, the commission said.Beijing has also proposed creating new bike lanes in some areas, including main streets, historical and cultural conservation areas and some major business districts, from 2011 to 2015, according to the commission.The capital city currently has about 5 million vehicles on its roads, leading to serious traffic congestion that frustrates the city's residents on a daily basis."A lack of bike lanes is the reason why I refuse to ride a bike. Bikes and vehicles are using the same lanes, and that frightens me and makes me feel unsafe," said Beijing resident Song Tao.People often park cars on the city's existing bike lanes, pushing cyclists onto the vehicles' lanes, said Song.To ease traffic congestion, Beijing has made various efforts to encourage people to opt for modes of public transportation.On Dec. 31, Beijing opened three new subway lines, bringing the number of subway lines in Beijing to 15, with a total length of 372 kilometers, said Beijing Metro Spokesman Jia Peng.Beijing will open four more subway lines in 2012, according to information released at a rail transit construction mobilization conference.Amid other measures to ease traffic in 2011, city authorities decided to allow only 240,000 vehicles to be registered annually, slashing the new car registrations by two-thirds from the 2010 level.Meanwhile, vehicles are banned from roads one day each week according to license plate numbers.

SAN FRANCISCO, Dec. 9 (Xinhua) -- Apple on Friday suffered a major setback in its global patent war, as a German court ruled over its copyright infringement battle in favor of Motorola Mobility.The German court ruled that Apple's iPhone and iPad infringe a Motorola patent and issued an injunction banning the import of iPhones and 3G-capable iPads into Germany.The dispute, one of Apple's several patent lawsuits around the world, is over a Motorola patent essential to GPRS. Motorola has been negotiating with Apple over licensing terms and conditions since 2007, and it will continue its efforts to resolve its global patent dispute as soon as practicable, said Motorola Mobility in a statement on Friday."We're going to appeal the court's ruling right away. Holiday shoppers in Germany should have no problem finding the iPad or iPhone they want," an Apple spokesman told tech news site AllThingsD.Apple is not too concerned about losing out in the Christmas shopping season as it has plenty of iPhones and iPads in Germany already, AllThingsD cited unidentified sources as saying.The ruling is against Apple's European sales company and only impacts its products sold in Germany. The German court also ruled that Motorola is entitled to a damages award.Apple can appeal the ruling to a higher court and request a stay of the injunction, according to a blog post of Florian Mueller, a U.S. patent expert who has been closely following patent lawsuits in the mobile industry.Mueller said should Apple make the appeal but the court declines the stay, Motorola must post a 100 million euro (around 134 million U.S. dollars) bond before the court will enforce the injunction.In August, Apple also filed a suit in Germany over the design of Motorola's tablet Xoom, which runs Google's Android system. But Apple did not make it clear whether it will seek to block the sales of Xoom in Europe.Also on Friday, Samsung won an appeal from the Australian High Court overturning a previous Apple victory that effectively banned Samsung from selling its Galaxy Tab in Australia.Based on claims of infringing Apple's patents, the Cupertino, California-based tech giant has been seeking court order to block Samsung's Galaxy line of mobile devices around the world.A German court issued an injunction in August, blocking Samsung from selling its Galaxy Tab 10.1 tablets across all European Union members, except for the Netherlands.On Thursday, Apple said it will appeal a San Jose, California judge's refusal to ban sales of Samsung 4G smartphones and Galaxy Tab 10.1 tablets in the United States.

BEIJING, Nov. 28 (Xinhuanet) -- The U.S. FBI and police in the Philippines have arrested four alleged hackers in Manila with connections to a terrorist group in Saudi Arabia, according to media reports Monday.The four who were arrested last Wednesday hacked into AT&T Inc.'s phone systems as part of a plan to funnel money to a Saudi-based terror group, the reports said.The hackers, according to the investigators, worked for a group that helped finance a deadly 2008 terrorist attack in Mumbai, India.Investigators also said the hacking cost AT&T around 2 million U.S. dollars. And an AT&T representative told Reuters that it "ended up writing off some fraudulent charges that appeared on customer bills" but did not comment on the 2 million dollars figure."AT&T and its network were neither targeted nor breached by the hackers," AT&T spokeswoman Jan Rasmussen said. "AT&T only assisted law enforcement in the investigation that led to the arrest of a group of hackers."

  

BEIJING, Jan. 14 (Xinhua) -- China and member countries of the Association of Southeast Asian Nations (ASEAN) on Saturday held a meeting of senior officials on the implementation of the Declaration on the Conduct of Parties in South China Sea.All the participants had in-depth discussion and reached a series of consensus, said a press release posted on the Foreign Ministry's official website (www.fmprc.gov.cn).The meeting concluded that the general situation of South China Sea is peaceful and stable, and appreciated the positive efforts from all concerned sides.The meeting regarded 2011 as a fruitful year with positive progress made in implementing the declaration, and reached consensus on the future works, including to speed up specific cooperation projects, and to host seminars on maritime disaster-relief, environment, rescue and biology research.All the parties agreed to set up experts committees on maritime scientific research, environmental protection, security and rescue, and on the crackdown on cross-border crimes, and to better utilize the China-ASEAN fund on maritime cooperation.

  

WASHINGTON, Nov. 29 (Xinhua) -- China and the United States on Tuesday held high-level talks on enhancing cooperation on anti- monopoly and anti-trust enforcement, with an aim to strengthen the bilateral economic and trade relations.This was the first time that the two sides held such meeting since they signed in last July a memorandum of understanding (MOU) on anti-monopoly and anti-trust enforcement cooperation by related enforcement agencies from the two countries.Gao Hucheng, China's International Trade Representative and Vice Minister of the Ministry of Commerce, led the Chinese delegation to the talks with the U.S. delegation headed by Jon Leibowitz, chairman of the U.S. Federal Trade Commission, and Sharis Pozen, acting Assistant Attorney General of the Department of Justice in charge of anti-trust affairs.The two sides briefed each other on the latest developments on the anti-monopoly and anti-trust policies and their enforcement in own country, while discussing ways to further strengthen anti- monopoly and anti-trust enforcement in related industries, during a time of economic downturn.They also reached an agreement on the guidelines of cooperation on pursuing anti-monopoly and anti-trust enforcement in individual cases, such as mergers of corporations, after reviewing the bilateral exchanges and cooperation in this field.It was agreed that the China-U.S. economic and trade relations are the cornerstone of the overall bilateral relationship, and the enforcement of anti-monopoly and anti-trust laws can help secure the smooth development of their economies, to the benefits of both countries and peoples.Such talks are conducive to enhancing mutual understanding of each other's practices in formulating and enforcing anti-monopoly and anti-trust policies, through sharing experiences and increased cooperation, the two sides agreed.In July, three Chinese anti-monopoly law enforcement agencies, the National Development and Reform Commission, Ministry of Commerce and State Administration for Industry and Commerce, signed the MOU on cooperation in anti-monopoly and anti-trust enforcement, with the U.S. Department of Justice and Federal Trade Commission.The document is a long-term framework between China's anti- monopoly enforcement agencies and their U.S. counterparts, designed to promote better enforcement of competition laws and regulations of the two countries. Under the MOU, the two sides will hold high-level consultations, exchange of information on law enforcement and policies, as well as cooperation on specific cases, mainly for mergers.
