SAN DIEGO (KGTV) -- Time is running out to sign up for the San Diego Promise, a tuition-free college program within the San Diego Community College District. So far more than 1,700 students from 198 California high schools have signed up for the program, which provides tuition and textbook grants for up to two years for first-time, full-time students. The deadline to apply is June 28. Officials with the district say about three times more students have so far signed up compared to last year. “The San Diego Promise offers much more than a financial guarantee,” said Lynn Neault, SDCCD Vice Chancellor of Student Services. “The program’s many wrap-around services result in San Diego Promise students faring better than their non-Promise counterparts academically.”To sign up, students need to complete a fall 2019 admissions application for City, Mesa or Miramar colleges, complete a 2019-2020 FAFSA application and fill out a Promise application. All first-time students are eligible to apply, regardless of financial status, the district says. The program launched in 2016 with 186 students participating. During the 2017-2018 school year, that number increased to 661. SAN DIEGO (KGTV) -- The Trump campaign is asking for a recount in Wisconsin and there could be other recounts before this election is over. But recounts rarely flip the result of an election.From 2009 to 2019, there were 5,778 statewide general elections, according to the non-partisan group FairVote. In that span there were 31 completed recounts.Only three of the 31 recounts flipped the outcome of the race, FairVote found. Those recounts were a Washington governor’s race in 2004, an auditor’s race in Vermont in 2006, and a 2008 race in Minnesota that made Al Franken a U.S. Senator.Deb Otis, a senior research analyst with FairVote, said in all three of these cases, the original margin heading into the recount was razor thin: less than .05 percent.“We generally see a shift in votes during recounts on the order of a few hundred votes or maybe 1000 votes,” said Otis. “The margin in Wisconsin right now is around 20,000 votes. We have not seen a statewide recount shift votes anywhere near 20,000.”The most memorable recount was in Florida in 2000, in the race between George W. Bush and Al Gore. That recount shifted the margin by 1,247 votes. It was a significant shift in a race decided by just 537 votes, but it was still not enough to flip the outcome.The record for a shift is 2,567 votes, which happened in Florida’s 2018 senate race won by Rick Scott, but it was also not enough to flip the outcome. 1423

SAN DIEGO (KGTV) - The Trump administration’s latest effort to keep asylum seekers out of America is being met with opposition. Attorney General William Bar directed immigration judges to deny bond hearings for asylum seekers arriving at the border. The ruling does not go into effect for another 3 months and Barr himself noted it will have a "significant impact" on the already overcrowded detention centers. “A person can be detained indefinitely," said immigration attorney Edward Orendain. "This is just another attempt by this administration to make things more difficult for those seeking asylum.” The Department of Homeland Security acknowledged overcrowding many of their detention centers along the border earlier this month and requested the 90-day delay after Barr’s ruling on Tuesday. “It’s only a call to build more detention centers,” said Benjamin Prado with American Friends Service Committee. “Those contracts go to a private prison corporations that make huge amount of profits on the detention of people, off the ‘warehousing’ of individuals.”Barr’s ruling is expected to be challenged in court. 10News has reached to Immigration and Customs Enforcement on how this would affect their centers in San Diego. 1234

SAN DIEGO (KGTV) - Thousands of San Diego children returned to classes for the 2018-2019 school year Monday.For the San Diego Unified School District, one of the priorities is pushing a bond measure on the November ballot which earmarks funding for school safety and repairs.“What we've learned since Parkland, since Sandy Hook... we have to take those lessons and put them into action,” said Superintendent Cindy Martin.RELATED: 10News?Back to School SectionAt .5 billion, the bond measure is the largest in the district’s history.
