SAN DIEGO (KGTV) -- A woman was arrested Monday afternoon after police say she stole a vehicle with two children inside.Police say Rodney Cole left his 3-year-old son and 8-year-old daughter in his car with the engine and air conditioner running around noon on the 200 block of Euclid Avenue.After he went into a business, a witness reported seeing a woman, later identified as Leslie Saenz, get into the car and drive away with the children inside.Monday night Cole explained the terrifying ordeal to 10News.His 8-year-old daughter, Malaiha, told police she was able to call the police and tell dispatchers that she and her brother Jackson had been kidnapped. "They said, '911 whats your emergency?' and I said, 'me and my little brother got kidnapped,'" Malaiha said. "and (police) said, 'where are you and what can you see?' and I said, 'signs for the Mexico border.'""(The woman) tried to take the phone away from me but I moved away from her, and she said, 'give it to me, or I’m going to drive in circles and take this car and crash into the freeway wall.'"That's when she gave the phone to the woman, but the police acted quickly.  Roughly 30 minutes later after the car was stolen, Border Patrol detained the woman as she was trying to cross the border into Mexico.  Police have since taken Saenz into custody.Cole told 10News he bought the phone for the kids a few months ago, but it's not an activated line. San Diego (KGTV) - A San Diego doctor convicted and deported due to child pornography charges is back working in the medical field.In 2006, Dr. Jacques Lemire pled guilty to possessing child pornography.More than a decade after he was stripped of his medical license in California, the Toronto Star discovered Lemire was able to get a new license in Canada."I'm not working with patients; I think it shouldn't be disclosed,” said Lemire.He explained in a phone interview with a Toronto Star reporter that he doesn't think the disciplinary actions he was dealt in the United States should be listed on his current license in Quebec.“The fact that I’m doing administrative, I’m not working with patients. I think it shouldn’t be disclosed,” he said. “I’m not even close to any patient.”In the late 90s, Lemire was at the top of his medical game in San Diego.He specialized in pediatric kidney transplants and 10 News even featured him in a 2001 story. But, in January 2004 that rising career came crashing down.Lemire was arrested for possessing child pornography. Investigators were tipped off when Lemire took his laptop in for repairs. A technician found images of children engaged in sexual acts.Lemire pled guilty to possessing child pornography in 2006. Also, his medical license was revoked, according to records Team 10 obtained from the Medical Board of California.In sentencing transcripts, the court noted that although Lemire is guilty of possession of child pornography, examining professionals did not determine him to be a pedophile.Lemire spent about year behind bars and was deported to Canada around 2008.A decade later, reporters for the Toronto Star found Lemire working in a medical setting. They discovered he now “reviews medical files for Quebec's public health insurance program.”The publication's series, “Bad Doctors who Cross the Border can Hide Their Dirty Secrets” reveals how doctors crisscross the Canada-U.S. border while a broken system keeps the records of their crimes, malpractice and disciplinary rulings secret.The Toronto Star discovered, “A year after the U.S. government deported Lemire, Quebec's physicians' college granted him a license." According to their investigation, “From 2010 to 2014, Lemire was permitted to practice only in Quebec ‘institutions,’ and he spent three years at an old-age home for retired nuns. SAN DIEGO (KGTV) — With California setting single-day records this week for COVID-19 cases, experts say it’s important to keep in mind that some activities carry a higher risk of transmission than others.To gauge risk, it’s helpful to think of it like an equation, said Dr. Tyler Smith, a professor and epidemiologist at National University.First, consider the environmental factors like whether the activity will be indoors or outdoors and the number of people likely to be present.Then consider the likelihood of successful safety measures: whether people will wear masks, clean surfaces, and maintain six feet of distancing.Compare those two datapoints, and you can assess the overall risk of an activity, Smith said.A good example of the importance of this equation is the dentist’s office, our experts said.On one hand, the environmental risk factors are high. Working in someone’s mouth with drills can aerosolize particles that carry the virus.But dentists are likely to strictly observe public health countermeasures like personal protective equipment and sanitization, to balance out the risk equation.“Our doctors offices and dental offices are really some of the safest places right now,” said Dr. Georgine Nanos, a family physician who specializes in epidemiology.Dr. Smith agreed: dental offices are low risk.The likelihood that participants will wear masks is a critical part of the safety equation, according to Dr. Nanos.“What [the medical community] didn’t know four months ago is that wearing a mask can reduce the risk of transmission and catching COVID-19 by sometimes up to 60 percent if both people are wearing masks,” she said.Gyms are an environment where some may try to avoid wearing a face covering during a challenging workout.“If you can be 6 feet apart from your neighbor, that would be ideal.
