POINT LOMA, Calif. (KGTV) - A popular Pacific Beach restaurant is finding new life in Liberty Station, and it could be a sign of things to come for the industry.Latin Chef was forced out of its longtime home on Garnet Avenue in January. This Saturday, it will reopen at Liberty Public Station."There's not much," says owner Fredy Palma of his small space in the market. "But you won’t believe that very tasty food is going to come from here."Palma says his rent will be about half of what it used to be in Pacific Beach. He also says moving into the Public Market means he no longer has to worry about all of the little things that come along with having a brick-and-mortar location."Things like trash, telephone, light, SDG&E," he explains. He says this will let him focus more on the food and customers. "I was listening to how he was having to vacate his space and thinking, wow, this seems like a perfect fit for Liberty Public Market," says David Spatafore with Blue Bridge Hospitality.Typically, Blue Bridge Hospitality had offered spots at the market to new businesses. Latin Chef will be the first established restaurant to move into the space."Overhead keeps going up and up and up," says Spatafore. "The idea behind the Public Market is it’s kind of a condo association of retailers and restaurants to lower overhead and share expenses, making it a little easier for them. Certainly, I can see this being a wave of the future to lower overhead because there aren’t many options left."The public market concept has grown in San Diego over the last few years. Liberty Public Market opened in 2016. PARADISE, Calif. (KGTV) -- A woman who owns property near the location where a deadly wildfire started in Northern California says she got an email from utility Pacific Gas & Electric Co. last week. It said crews needed to come on her property because their transmission system was causing sparks.It's still not clear what caused the massive fire that has killed 29 people. Police in Wisconsin have confirmed two cases of tampered Halloween candy throughout the state.In Arcadia, Wisconsin — a town located near the Wisconsin/Minnesota border — police confirmed that at least one child found needles in multiple pieces of Halloween candy.The needles were not visible until the candy was opened and broken in half. In both instances, the needles appeared to be sewing needles.Police say the incident happened sometime during trick-or-treat hours, between 3:00 and 7:00 p.m. They've warned parents in the community to check their children's candy.A few hundred miles away in Neenah, Wisconsin, police reported that nails were found in three pieces of Halloween candy.A spokesman for the Neenah Police Department said that a mother found three Kit Kat candy bars with nails protruding from them in her son's candy stash.Police suspect they can narrow down the house where the boy was given the candy, but did not say they were investigating any suspects.It's the second straight year in which a nail was found in a Neenah trick-or-treater's candy. A child found a nail hidden in a Tootsie Roll in 2016. No arrest was made in that case.Police are encouraging Neenah parents to inspect their children's candy for anything suspcious.Those reports comes just days after police in Randolph, Wisconsin — located about three hours east of Arcadia — say that a child in town received a piece of tampered candy while trick or treating on Saturday.According to police, the child received a Now and Later that appeared to have been soaked in motor oil or some other foreign substance. If you’re caught, you could pay a fine of up to a thousand dollars and go to jail for up to six months.Thomas Flores says his neighborhood has become a home to wild pigeons. “I can't even come out of my house without having pigeons flying by my head, on my roof, on the street, and the sidewalk - on my lawn,” says Flores.These birds' poop can damage your roof or your air-conditioning unit. Even worse, pigeons and their droppings carry over 60 diseases.When it comes to these nuisance birds, Todd Wagner of a Better Day Pigeon Control has seen it all.“From the roof caving in from so much feces. The gas stations also, I've seen some of them. So much feces the wind and the rain. If it gets a good rain it will blown right over,” says Wagner.He recommends taking these measures to help keep pigeons out.“Don't feed the animals outside, cats and dogs outside they love that food. If you have a spillover on your pool, get something to cover that up," Wagner said.Nearby Henderson, Nevada passed a similar law back in 2011 banning people from feeding pigeons. 1300
