SAN DIEGO (KGTV) — An SDG&E outage knocked out power to hundreds of South Bay customers Friday, including a money exchange operator whose backup generator may have contributed to a health crisis.According to SDG&E, about 703 customers in the areas of San Ysidro and Otay Mesa were affected by the outage that began at about 6:40 a.m. Service was supposed to be restored by 10:30 a.m., but that was pushed back to 12 p.m.Two people became ill and were taken to the hospital from a money exchange business using a power generator.According to SDG&E, a substation experienced a technical issue in which a capacitator failed. Crews had to go in a repair the substation before power could be restored. 716

SAN DIEGO (KGTV) – An atmospheric river is set to bring widespread showers -- which could lead to flooding -- to San Diego County the next week.Rain is expected to come down Monday afternoon and finally taper off Thursday, with the most widespread and heavy rainfall coming Tuesday.Initial forecasts show rain totaling 1 to 3 inches for most areas of San Diego, with up to 5 inches of snow in some mountain locations, according to 10News weather anchor Vanessa Paz.WEATHER: 10News' updated forecast for San Diego CountyAccording to the National Weather Service, localized flooding will be possible Tuesday and typically dry desert areas will see significant flow. Thunderstorms will also be possible in some areas.Heavy showers are expected to continue Wednesday morning, with more roadway and local flooding possible, NWS reported.Thursday, if showers continue, flooding could continue to be an issue. Though, currently showers are expected to ease. Showers are expected to move out of the county by Friday.The showers are expected to help San Diego's reservoirs for the rest of the year. Currently, much of California is either "abnormally dry" or in a "moderate drought." San Diego is currently not experiencing any drought conditions, according to the state's drought monitor.As of Feb. 11, San Diego's reservoirs are between 23 to as much as 88 percent full, according to the city.LIVE RADAR: Weather conditions in your neighborhoodAn atmospheric river is a column of condensed water vapor in the atmosphere that are capable of producing high levels of rain and snow, the NWS says. When these rivers move inland and over the mountains, the water vapor rises and cools, creating heavy precipitation.While most atmospheric rivers are weak, some can create high levels of rainfall and flooding. About 30 - 50 percent of California's annual rainfall occurs in just a few atmospheric rivers, according to NWS. 1917

SAN DIEGO (KGTV) - After moving to San Diego almost three years ago, Derek and Terri Ruff are on a mission to experience everything the city has to offer. “Yes we are, it’s fantastic! We hardly leave the county, there’s just so much to do," said Derek.The couple moved here from New Mexico, and for nine years Derek's colon cancer seemed to be behind them. “I won’t say cancer-free, but I didn’t have any symptoms for years, until last May, whenever I came in for a checkup, and they discovered cancer again," said Derek.It was stage IV metastatic colon cancer.“It’s a lot. It’s a tough diagnosis, it’s really difficult to live through.”After three months of aggressive chemotherapy, Ruff's condition only got worse. His journey brought him to UC San Diego Health's Moores Cancer for a clinical trial, which unfortunately did not work. But he Ruff became a candidate for another trial involving natural killer cells created from stem cells.“These are patients who don’t have a lot of good options in terms of chemotherapy or immunotherapy," said Dr. Sandip Patel, a medical oncologist who is leading the trial at UCSD. Decades of research on natural killer cells have culminated in the new cancer treatment being developed by San Diego-based Fate Therapeutics.Fate is the first to mass produce cancer-killing cells from a type of stem cell called a human-induced pluripotent stem cell (iPSC). "The concept of utilizing the stem cells that are within us, within our blood factory, within our blood marrow, to create a master bank of cells that we can utilize to program in different ways to fight cancer with cellular immunotherapy."The off-the-shelf, iPSC-derived natural killer cell cancer immunotherapy received U.S. Food and Drug Administration approval to move into clinical trials in November 2018. Ruff is the first person in the world to receive the treatment and got his first dose in February.“Being the first is exciting but it was less so hearing that you have stage iv cancer and you don’t have much of a future, and now I feel hopeful, again," said Ruff.While it's too early to tell if the treatment is working, researchers are hopeful this treatment will one day help many cancer patients. 2212

  

SAN DIEGO (KGTV) - A Serra Mesa family expecting nearly ,000 in stimulus funds in April is still waiting.Mark Perry, who is married with four children, says his family was expecting a big stimulus check. Both he and his wife still have their jobs, but the check will come in handy."Really looking forward to getting the check. I was looking at a check coming fairly quickly, a direct deposit coming of 00," said Perry.Quickly, because Perry had the same bank account for the last 18 years, his IRS refund received via direct deposit every year, including one in April. Taxpayers like Perry should have received their checks during the week of April 13th, a week which came and went for Perry."Halfway through May, I realized something is really up here," said Perry.That's when Perry started logging onto the IRS 'Check My Payment' link, over and over. Hundreds of times."I probably tried a dozen times just last night. The result is always the same," said Perry.That result was this."Got an error message. Either can't verify or don't qualify. None of those things are correct," said Perry.Perry says when he called the number designated by the IRS for 'Economic Impact Payment' questions, he got nowhere."You end up in the same loop, back in the same place where you started from. There's no one you can actually speak to," said Perry.He's written politicians, and every day, he logs onto the IRS site. And he's not alone."I know of two other people in the exact same position I am. I'm frustrated mostly with the IRS website platform, which seems broken to me," said Perry.According to the IRS, 159 million Americans have received their stimulus payments with paper checks still being mailed out in June.An IRS spokesperson told 10news they are asking for patience from the public and continue to working on getting "up to speed" with the online platform. SAN DIEGO (KGTV) – A verdict has been reached in the trial of a former Yuma Police officer accused of raping his then-wife's cousin in 2017.Jurors found 34-year-old Jared Elkins guilty of four felony counts, including forcible rape and sexual penetration by force. Elkins was found not guilty, however, on four similar counts involving an intoxicated victim."I'm extremely pleased with this jury and their verdicts," said Deputy District Attorney Lisa Fox."The fact that he was a law enforcement officer and carried a weapon was significant for the victim in this case she believed that he would carry through with these threats and why she was so afraid of him," argued Fox.Elkins was taken into custody without bail following the reading of the verdict. Elkins claimed during testimony this month that the sex was consensual and the rape charges were made out of guilt.Following the encounter, the woman says she ran to her mother's room and both escaped out of a window.
