CHANGZHOU, Aug. 21 (Xinhua) -- Chinese Vice Premier Li Keqiang on Saturday called for more favorable policies to encourage the construction of affordable housing.Li made the remarks at a meeting on affordable housing held in Changzhou city of east China's Jiangsu Province.He reiterated that China would complete construction of 5.8 million units of affordable housing, including low-rent housing, public rental housing and resettlement housing for relocated residents from redeveloped urban shanty towns.In May, the Ministry of Housing and Urban-Rural Development signed an agreement with local governments nationwide to build 5.8 million units of affordable housing."Meanwhile, measures should be taken to increase the supply of commercial housing to meet people's reasonable needs of housing consumption," he said.He said local governments should adopt a realistic approach to affordable housing construction and plans should be based upon local needs.For populous cities, construction should focus on public rental housing that provides homes for low- and medium-income families, newly-employed school graduates and migrant workers, he said.

PARIS, July 8 (Xinhua) -- Legislative bodies of China and France launched their regular parliamentary exchange mechanism on Thursday, vowing to further push forward the Sino-French comprehensive strategic partnership.Wu Bangguo, chairman of the Standing Committee of Chinese National People's Congress (NPC), and Bernard Accoyer, speaker of the French National Assembly, jointly declared the beginning of the first meeting of Sino-French Parliamentary Cooperation Committee.Wu said the launch of the high-level meeting between the two legislative bodies signals the Sino-French parliamentary exchanges were promoted to a new stage.Accoyer said the regular parliamentary exchange mechanism could serve as an important platform for both nations to exchange views on mutual concerns and promote bilateral cooperation in politics, technology, new energy and environmental protection.Ahead of the meeting, Wu and Accoyer held talks on bilateral ties and parliamentary cooperation.Accoyer said France attached great importance to Wu's visit as Wu is the first Chinese top legislator that visited France in 13 years.France regards China as a strategic partner, expecting to expand all-round strategic cooperation with China, boost coordination on international issues, through joint efforts against global financial crisis, climate change and other challenges, he said.Wu said his ongoing visit to France is aimed to build a closer relation between the Chinese NPC and the French National Assembly. ZHOUQU, Gansu, Aug. 19 (Xinhua)-- More than 1,700 mudslide evacuees presently residing at schools in Zhouqu county of northwest China's Gansu Province are to be relocated as students will start the new semester soon, local authorities said Thursday.More than 400 households, altogether over 1,700 people, will be moved to Shachuan Village, in western of the mudslides-leveled county, said Yang Jianguo, head of the Civil Affairs Bureau of Gannan Tibetan Autonomous Prefecture which administers Zhouqu.The people are now living in dormitories and classrooms of three local schools, namely No.1 High School, No.1 Junior High and No. 3 Junior High. With students coming back from their summer vacation, the schools could no longer be used as settlement areas.More than one thousand tents will be erected at the new settlement zone covering an area of 67 mu (4.5 hectares), with three tents for each family, said Yang."They probably will have to spend the winter there so winter tents will be used," said Yang.The devastating mudslides which hit on Aug. 8 have claimed 1,364 lives with 401 people still missing as of 4 p.m. Thursday.Work crews will level the ground, ensure water and electricity supply and build lavatories from Aug. 21 to 23. They will start setting up tents on Aug. 24, said Yang.The new semester for junior school students and pupils will begin on Aug. 25 and senior high students will be transferred to other cities in the province, and start the new semester in early September.

BEIJING, June 21 (Xinhua) -- China's top legislator, Wu Bangguo, met Monday with a delegation from the Ethiopian House of Federation, pledging closer links between the two countries on the occasion of the 40th anniversary of diplomatic ties.Meeting with the delation led by Speaker Degefi Bula, Wu, chairman of the Standing Committee of the National People's Congress (NPC), described bilateral ties as an example of friendship between China and African countries.Since the two countries established diplomatic relationship 40 years ago, China and Ethiopia had seen consolidated and progressive friendly cooperation in the spirit of mutual respect and equality, said Wu.The establishment of a comprehensive cooperative partnership in 2003 set the direction for the future development of relations, said Wu.Wu said China was willing to work with Ethiopia to tap cooperative potential and boost traditional friendship.Wu said parliamentary exchanges between the two countries had played positive roles in promoting nation-to-nation relations.Wu urged the two countries to deepen cooperation between special committees and friendly groups within both parliaments in a bid to introduce new energy into China-Ethiopia ties.Degefi expressed his appreciation for China's assistance to African countries, including Ethiopia, saying the Ethiopian government and parliament highly valued relations with China and would learn from China in its economic development, technological progress and national unity.Ethiopia would make joint efforts with China to enhance cooperation in areas like agriculture, science and technology, and infrastructure, said Degefi.

HARARE, July 7 (Xinhua) --The eighth session of the Zimbabwe/ China joint permanent commission ended in Harare on Wednesday with a pledge by the two countries to widen and deepen economic cooperation.The two countries discussed ways of enhancing various cooperation projects already being implemented and new ones in the energy, agriculture, manufacturing, transport, tourism and water sectors.An agreement was also signed for China to provide 1.5 million U. S. dollars to the China-Zimbabwe Friendship Hospital in Mahusekwa, Mashonaland East Province, for medical equipment and drugs.The hospital is part of the several projects that include two primary schools and an agricultural demonstration center that China is constructing in Zimbabwe as part of the eight measures agreed to at the Forum on China-Africa Cooperation (FOCAC) Summit in 2006 in Beijing.Other support from China includes a 200 million U.S. dollars buyer's credit facility extended by the China Exim Bank for procurement of agricultural inputs to boost food production in Zimbabwe.Zimbabwean foreign minister Simbarashe Mumbengegwi praised China for setting a shining example to other world donors by honoring pledges it made to assist Zimbabwe under the Forum for China-Africa Cooperation.Mumbengegwi noted that under the eight measures enunciated by Chinese President Hu Jintao at the FOCAC heads of state summit in Beijing in 2006, projects earmarked for Zimbabwe are now at various stages of completion.The Chinese government has also dispatched 10 agricultural experts and 23 volunteers to buttress the cooperation."By successfully implementing these measures, China has set a shining example for other donors and international cooperating partners who do not always honor their commitments," Mumbengegwi said at the opening of the eight session.He said Zimbabwe is also willing to learn and benefit from China's experience and expertise in the economic sphere, which has transformed the country into a global economic powerhouse."Zimbabwe will, therefore, welcome Chinese investment and is ready to discuss during the joint commission specific projects in the energy, agriculture, manufacturing, transport, tourism and water sectors," he said.Mumbengegwi thanked China Exim Bank for extending the 200 million U.S. dollars buyer's credit loan repayment period from five to eight years, saying this would give Zimbabwe the breathing space to turn around its economy and enhance capacity to repay loans extended by China."The payment of the arrears and extension of the repayment period on the 200 million U.S. dollars buyer's credit loan have paved the way for increased cooperation between Zimbabwe and China, " he said.While hailing China as a good example of a reliable and dependent donor partner, Mumbengegwi said he hoped the Asian country will similarly implement new eight measures announced by Premier Wen Jiabao at the fourth ministerial conference of FOCAC held in Egypt last year.He said the projects that have been identified for implementation in Zimbabwe are in critical sectors of energy, water, health, education, agriculture and social infrastructure.
