SAN DIEGO (KGTV) – Monday, community leaders demanded reforms following the release of body camera video showing San Diego police officers shooting a robbery suspect over the weekend.Monday, SDPD said he was in the ICU with life-threatening injuries.“I'm asking for SDPD to put an aggressive plan together to ensure that [with] any officer-involved shooting that within 48 hours to 72 hours a video from the body worn camera footage is released,” said Rev. Shane Harris with the People’s Alliance for Justice.Body camera video released on Sunday by SDPD shows the moment leading up to Saturday's shooting. Police said they were patrolling Downtown when they saw Leonardo Hurtado Ibarra in a red jumpsuit and recognized he was wanted for a robbery.From a street camera, Ibarra is seen reaching in his waistband and raising his arms toward officers. Under Ibarra, body camera footage shows what police said was a gun wrapped in a bandana.“They went in guns blazing and this is not the training that they have,” said community activist Tasha Williamson on Monday. She added that the police should have called for back-up before the confrontation.“People are saying he pointed the gun at the officer and we're simply saying how is that because the officer on video show him running sideways behind the suspect to a cover which was the vehicle,” she said.“They used verbal commands. They followed what their training is and they did an exceptional job,” said former SWAT commander and lethal force instructor Ray Shay when he spoke to ABC10 News on Sunday.“It's unfortunate the gentleman was shot but you'll see that the police officer- after shooting the suspect and getting him handcuffed- immediately calls for an ambulance and here are these two young officers doing CPR to try to save the life of the man who just tried to kill them,” he added.Activists are now urging SDPD to release videos of future shootings as quickly as they did they this time and to release videos before still images.“We want a whole perspective of a situation. Not a half-perspective,” added Harris.Harris also wants the DA’s Office to form a special unit to investigative police misconduct and officer shootings. SAN DIEGO (KGTV) — More than two dozen Little Italy restaurants are likely to become San Diego's first to install "parklets," which will allow expanded outdoor dining each day of the week. The work is expected to start Friday. A parklet is a sealed off portion of curbside parking spaces that would instead be reserved for restaurants to set up tables and serve people outside. On Friday, at least eight Little Italy restaurants will start installing the parklets, but that number could grow to more than 25 if the city approves the permits in time. The city is currently streamlining these kinds of permits for retailers and restaurants and waving fees. The idea is to give businesses more room to make money amid new social distancing restrictions that disallow indoor dining in restaurants. "It is vital, absolutely," said Paolo Tagliani, general manager of Salunto, a bakery restaurant on India Street. "We need fresh air, too."More than 100 restaurants in San Diego have applied for parklet permits. The city approved 48 of them on the first day it began processing the applications. Restaurants in the Gaslamp and North Park have also applied. Little Italy had already instituted an Al Fresco program, which closed India Street to the public on Fridays, Saturdays and Sundays to allow outside dining. The parklets would allow outdoor dining daily. The Gaslamp Quarter Association has a similar program on Fifth Avenue from L Street to F Street. SAN DIEGO (KGTV) — Nearly 6,000 San Diego workers have reportedly been laid off amid the coronavirus outbreak, but the actual number could be 60 times higher, according to officials at the San Diego Workforce Partnership. The agency estimates there are at least 350,000 San Diego workers at risk of losing their jobs, the majority of them in service sectors like hotels, restaurants and retail, where there is no option to work from home. However, the state has eliminated the 60-day public layoff notification requirement amid the outbreak, so it is unclear how many people are no longer working. SAN DIEGO (KGTV) - Point Loma neighbors say a completed Navy fuel pipeline project has been tearing up their road for years. The work to replace the 17-mile-long Navy-owned Miramar pipeline is finished along Rosecrans Street between Talbot Street and Naval Base Point Loma. However, residents told 10News parts of the repaved street are failing. “I would love to see it finally repaired correctly so it doesn't fail in six months, which is what has happened multiple times,” said La Playa resident Ben Bensoul. Bensoul said contractors were supposed to finish the Talbot Street stretch of road last week but there is no sign of the workers. “They picked up their signs and left,” he said. Bensoul said traffic snarls are common, along with safety concerns for bicyclists and people on scooters. “I’ve actually memorized where all the holes were and was able to avoid half driving home. Now it's impossible,” said Bensoul. The Miramar pipeline provides fuel for ships and aircraft. 10News reached out to the Navy for comment. "Roadwork on Rosecrans Street began September 23rd with removal of failed slurry seal and was scheduled to be finished with the new slurry seal on 28 September. During this process, concrete was discovered under the asphalt, which causes adhesion problems. The contractor is currently working with the City of San Diego, however, due to the underlying condition of the road, this requires additional investigation and discussion to achieve an effective long-term solution.
