SAN DIEGO (CNS) - San Diego lifeguards reported that although about 155,000 beachgoers hit San Diego beaches Saturday and Sunday, the number of rescues and medical assists made by lifeguards was not excessive going into the third day of the Labor Day weekend.``On Saturday there were about 120,000 people on the beaches, and on Sunday there were about 135,000 people,'' said San Diego Lifeguard Lt. Andy Lerum. ``We did about 2,000 preventative acts each day.'' Lerum said the number of rescues made both days was relatively light.`We made 15 rescues on Saturday, and 42 rescues on Sunday, mostly because the ocean has been pretty calm,'' he said. `We had more medical aids, 40 on Saturday and 35 on Sunday. We're going to probably have more than that for Labor Day, but the final figures are not yet in.''`The bulk of what we've been doing on the beaches has been taking care of sick and injured people,'' said Lerum. ''We also had a flurry of kayak rescues, About five kayaks tipped over into the ocean. We rescued those kayaks. Everybody is fine.''There was lots of boating activity over the holiday weekend.Lerum said a person fell from either Ocean Beach Pier or the seawall there about 5:30 p.m. on Labor Day. The extent of the injuries was not immediately known.``We had a ton of boating incidents on Mission Bay,'' said Lerum.``That's a big part of what we do. It was a spectacular Labor Day weekend. People were enjoying the beautiful weather and warm water.'' 1477

SAN DIEGO (CNS) -- The San Diego Padres will face the Arizona Diamondbacks in their season opener at Petco Park Friday evening on an opening day unlike any other in their 52-season history. There will be no spectators present because of public health directives prohibiting public events and gatherings stemming from the coronavirus pandemic. Cardboard cutouts of players' family members and loved ones will be placed in the seats behind home plate. With the absence of fans all 30 MLB teams will use ambient background audio to create crowd sounds during the season. MLB is providing each team with an array of crowd sounds and a touchpad device that can be integrated into their ballpark sound system to help manage the playing of the sounds.RELATED: Cardboard Padres fans to fill Petco Park's stands during 2020 seasonThe crowd sounds will be audible to on-field personnel and during television and radio broadcasts. The crowd backgrounds and reactions provided to the teams are all derived from exclusive, original source audio recorded by developers of the MLB The Show video game at MLB regular season games. The audio was edited into sound cues used in MLB The Show 20, with a focus on authentically replicating crowd sound and behavior. Selected content was then further refined for real-time playback over ballpark audio systems and allows for about 75 different effects and reactions to be used during a game. The crowd sounds will work in conjunction with stadium announcers, walkup music and in-stadium video to replicate the in-game experience as closely as possible. The coronavirus pandemic prompted MLB to make several rule changes for the 2020 season, which has been shortened to 60 games per team, 102 less than usual.National League games will include the use of the designated hitter for the first time in an attempt to avoid pitchers being injured when they are batters or baserunners. The DH had been limited to American League games and interleague games when an American League team is the home team.RELATED: Local company to help fill silence during MLB seasonEach half-inning of a game going into extra innings will begin with a runner on second base in an attempt to reduce long games and the strain they place on pitchers.Teams may have up to 30 players on their active rosters for the first two weeks of the season, five more than usual. The active roster must be reduced to 28 players by Aug. 6 and 26 by Aug. 20. Teams will be permitted to have a three-player taxi squad on road trips, one of whom must be a catcher. Before the coronavirus outbreak, MLB adopted a rule requiring pitchers to face at least three batters before being relieved in an attempt to speed up the game.Major League Baseball has instituted a set of health and safety protocols intended to reduce the spread of the coronavirus. The protocols include calling for players, umpires and other on-field personnel "to practice physical distancing to the extent possible within the limitations of competition and the fundamentals of baseball;" strictly enforcing prohibitions against unsportsmanlike conduct to prevent unnecessary physical contact and support physical distancing between individuals on the playing field; requiring teams to provide expanded dugout and bullpen space; and having all non-playing personnel wear face coverings at all times in the dugout and bullpen.RELATED: Fan hoping to "share" view overlooking Petco Park during baseball seasonThe opener is Jayce Tingler's debut as Padres manager, replacing Andy Green, who was fired with eight games remaining last season when the Padres had a 69-85 record and were fourth in the five-team National League West. The Padres lost seven of their eight games under interim manager Rod Barajas to finish last in the division, 36 games behind the champion Los Angeles Dodgers.Tingler described his feelings as "excited, nervous, anxiety, I think all the feelings that naturally you should have and they're just good reminders to know that we're alive."Tingler spent last season as the major league player development field coordinator for the Texas Rangers.Right-hander Chris Paddack will be the Padres starting pitcher. He was 9-7 with a 3.33 ERA in 26 starts as a rookie last season and 1-0 with a 1.08 ERA in three starts against the Diamondbacks. The Padres will be the second team in 100 years to start a rookie or second-year pitcher on opening day in back-to-back seasons, according to the Elias Sports Bureau, the official statistician for MLB. The other was the 1966- 67 Kansas City Athletics with Hall of Famer Catfish Hunter in 1966 and Jim Nash in 1977.Left-hander Madison Bumgarner will start for Arizona in his debut with the Diamondbacks after pitching for the San Francisco Giants since 2009. Bumgarner was the Giants opening day pitcher last season against the Padres, allowing two runs and five hits in seven innings in a 2-0 loss. The 6:10 p.m. game will be telecast by Fox Sports San Diego. 4966

SAN DIEGO (CNS) - The San Diego County Board of Supervisors voted 4-1 today to request guidance from the state on allowing resumption of several activities, including private planned events, wedding receptions, hotel conferences, street fairs and team competitions. In a letter to be sent to Gov. Gavin Newsom, the county will also seek guidance on reopening playgrounds.Supervisor Jim Desmond made the proposal after the board was updated on the county's efforts to contain the spread of the coronavirus.Any reopening of those industries, he and other board members said, would only happen with the blessing of Dr. Wilma Wooten, the county's public health officer. He added that while the county must take note of an uptick in community outbreaks, it ``can't have a blanket stop on the economy.''``Maybe, by the time Newsom responds, there will be more time to review this. I want to be prepared with this next group of businesses,'' Desmond said.Because it takes months to plan certain events, such as weddings, planners ``will lose this entire season otherwise,'' Desmond said. ``We have one (board) meeting scheduled for July, and I'm trying to be ready if the numbers look good.''The supervisors also heard from numerous people employed in the private events industry, who urged the board to let them resume. Many said they have safety protocols in place, and would be able to provide lists for contact tracing if necessary.Wooten told the board that as of now, ``we couldn't recommend any opening in the next week or next couple of weeks, in terms of opening up broad industries, if (community) outbreaks continue.''``If we're above seven community outbreaks, it would be ill-fated'' to make such recommendations, she said.Another three community outbreaks were reported Monday by county health officials, raising the number reported in the last week to 10 -- the most in any week's span since the pandemic began in early March.Supervisor Nathan Fletcher cast the dissenting vote on the motion. The county ``has hit the community outbreak `trigger' for six consecutive days and recent days have generated not only the highest reporting of new COVID cases but also a doubling of the percentage of total tests being positive,'' Fletcher said after the vote. ``Given these facts, it is reckless and irresponsible to propose expedited reopening of additional in-door close contact group gatherings without any restrictions on the number of attendees.'' 2460

SAN DIEGO (CNS) - San Diego County Supervisor Nathan Fletcher joined local Black leaders Friday to announce a three-pronged "Racial Justice and Law Enforcement Realignment Policy Package" which the Board of Supervisors will consider Tuesday. The three policies in the package involve strengthening the Citizen's Law Enforcement Review Board's authority and independence, opening an Office of Equity and Racial Justice for San Diego County and launching Mobile Crisis Response Teams that uses clinicians instead of law enforcement for mental health and homeless services.Paving Great Futures, ACLU of San Diego and Imperial Counties, Urban League of San Diego County, the Racial Justice Coalition of San Diego, BAPAC, SD for Justice Coalition, Pillars of the Community, the Black Chamber and Voice of Youth all offered input on the package, which seeks to "create more transparency and start to change the systemic and structural racism that has caused pain and harm to generations of Black people," according to a statement from Fletcher's office."The organizations and activists we worked with have been fighting to save Black lives, and advocating for these changes for a long time. Now is the time for real change," Fletcher said. "These proposals are initial steps in a series of system and culture changes that needs to occur for there to be true equity in treatment by law enforcement and other injustices felt by minority populations in our community."Fletcher launched a petition drive to support the policy package, and was joined at a news conference on the steps of the County Administration Center by Buki Domingos, founder of Racial Justice Coalition of San Diego; Ellen Nash, chair of the board of Black American Political Association of California; Khalid Alexander, president and founder of Pillars of the Community; and Maresa Talbert, co-chair of San Diegans for Justice.Community leaders offered words of encouragement for the policies."The Urban League of San Diego County Supports these reforms brought forward by Supervisor Nathan Fletcher to bring much needed racial justice reform and law enforcement oversight to the people of San Diego," said Al Abdallah, chief operating officer, Urban League of San Diego County.Fletcher's office outlined some of the direct policies the package would take if passed as designed. To strengthen the Citizen's Law Enforcement Review Board, the package said independence from the County Sheriff would be needed, as well as independent authority to investigate use-of-weapons and use-of-force claims. For the Office of Equity and Racial Justice, Fletcher said the county would have to involve communities of color to set policy and budget priorities, secure and administer restorative justice programs and "dismantle systemic barriers that present obstacles based on race."Last, for the Mobile Crisis Response Teams, the county would need to set up a help line, launch an outreach campaign and dedicate million annually of the county's Health and Human Services Agency budget toward the teams. The County Board of Supervisors will consider the policy proposals at its regular meeting at 9 a.m. Tuesday. 3167

SAN DIEGO (CNS) - Temperatures will soar into the triple digits in parts of the San Diego area Friday at the outset of an extreme late-summer heat wave expected to roast the region through the Labor Day weekend. The predicted hot spell and accompanying low humidity and gusty winds out of the east prompted the National Weather Service to issue a "red flag" wildfire warning for the local inland valleys and mountains, effective from 10 a.m. Saturday to 6 p.m. Sunday. The alert signifies a likelihood of critical combustion hazards that can lead to "extreme fire behavior."Air moisture levels will drop to the 15-20% range on Saturday and Sunday with poor overnight recovery, according to meteorologists. Winds out of the east are expected to reach sustained speeds between 15-25 mph, with gusts potentially reaching 30-40 mph in the southern reaches of the county.LATEST ABC 10NEWS PINPOINT WEATHER FORECASTExcessive heat warnings, meanwhile, will be in effect in the western valleys, the mountains and the deserts from Friday morning through 8 p.m. Monday; and in coastal areas from 10 a.m. Saturday through 8 p.m. Monday.High temperatures Friday afternoon are forecast to reach the low 80s near the coast and the mid-90s in the western valleys, and as high as 104 near the foothills, 102 in the mountains and 117 in the deserts. The mercury in the deserts is expected to reach 119 on Sunday and 122 on Monday, forecasters said. Highs in the western valleys could soar to 116 on Saturday and 114 on Sunday, while high temperatures near the foothills will remain in the triple digits through Monday.COOL ZONES OPEN AROUND SAN DIEGO COUNTYTo beat the heat, people should drink plenty of fluids, stay out of the sun during the hottest parts of the day and check on potentially at-risk relatives and neighbors, the NWS advised. Also, children, seniors and pets should be never be left unattended in a vehicle, with car interiors able to "reach lethal temperatures in a matter of minutes," according to the federal agency. 2026
