BEIJING, Oct. 25 (Xinhua) -- Chinese Premier Wen Jiabao played a major role in ensuring the success of the meetings related to the Association of Southeast Asian Nations (ASEAN) by putting forward proposals to tackle the financial crisis and enhance regional cooperation, Chinese Foreign Minister Yang Jiechi said Sunday. Wen returned to Beijing Sunday evening after attending the meetings, including the 12th summit between the ASEAN and China (10+1), the 12th summit between the ASEAN and China, Japan and the Republic of Korea (10+3), the fourth East Asia Summit, in Hua Hin of Thailand from Oct. 23 to Oct. 25. Yang noted that Premier Wen put forward a number of proposals and measures, which both tackle the immediate urgent tasks and issues of common concern and take into account long-term strategic planning. These proposals fully indicated China's goodwill, sincerity, and its confidence and willingness for cooperation. China also plans to offer a credit of 15 billion dollars to ASEAN countries and 270 million yuan (39.5 million dollars) in special aid to less-developed ASEAN countries. During the meetings in Thailand, Wen said the China-ASEAN fund will be available by the end of this year as the fundraising of 1 billion dollars for the first phase is almost completed, said Yang. These and other policy measures will provide timely assistance for ASEAN countries, which were hit hard by the current global financial crisis, added Yang. Meanwhile, the China-ASEAN Free Trade Area would be put in place by 2010 as planned, said Yang. BEIJING, Nov. 4 -- China's increasingly voracious investment in overseas markets is helping the global economy - and especially the economies of developing countries - recover from the financial crisis, according to several speakers at the First China Overseas Investment Fair Tuesday.     Chinese officials urged foreign countries to make it easier for that investment to continue to flow by creating a "convenient and fair" environment for Chinese investors.     Outbound investment from China in overseas markets has grown significantly recently, at the same time as investment from traditional big spenders, including the United States and European countries, has slowed.     "China is stepping up its overseas efforts, despite the economic recession worldwide," said Zhang Xiaoqiang, vice-director of the National Development and Reform Commission. "Many of China's companies are active investors."     China's overseas direct investment rose 190 percent year-on-year in the third quarter, bringing the total investment for the first nine months to 32.87 bln U.S. dollars, the Ministry of Commerce announced recently.     That growth has been a blessing for many countries recently, Zhang said.     Jon Huntsman, the US ambassador to China, agreed, saying China's investment was "important in improving and stimulating the world economy".     Huntsman said the US has benefited from the investments of other nations. Between 2003 and 2008, countries invested more than 325 billion dollars in some 4,300 projects in the US.     Huntsman said China was "one of the nations with the fastest growing investment in the US" with an annual growth rate in investment volume of 30 percent throughout the 2004-to-2008 period.     "China is a leading nation in stimulating the revival of developing economies by way of investment," said Taffere Tesfachew, chief of the Office of the Secretary-General under the United Nations Conference on Trade and Development (UNCTAD).     Statistics from UNCTAD shows that in 2008, investment flowing out of the US declined by 18 percent to 312 billion. Flows from EU nations plunged by 30 percent to 837 billion. But emerging economies, and China in particular, increased overseas investment, Tesfachew told China Daily.     Nations and regional areas throughout "Africa and Asia could benefit a lot from it," he added.     F. TOKYO, Nov. 19 (Xinhua) -- Visiting Chinese Foreign Minister Yang Jiechi met with Japanese counterpart Katsuya Okada Thursday evening to discuss bilateral ties as well as international and regional issues of common concern.     Yang said after the new government was formed after the Aug. 30general election of Japan, leaders of the two countries have met under many circumstances to reach important consensus on strengthening strategic mutual beneficial relations. The bilateral ties are embracing fresh opportunities of development and a main purpose of his visit is to discuss with the Japanese side how to further improve the relations.     Yang said the two countries should maintain high-level mutual visits and economic dialogues to deepen cooperation. On issues where divergences still remain, the two countries should seek solutions on the basis of dialogue and consultation.     Yang also suggested Japan and China should work to ensure the peace and stability of East Asia, which includes measures to bring Democratic People's Republic of Korea back to six-party talks and denuclearize the Korean Peninsula. They also discussed issues such as climate change.     Okada also believed Japan and China should increase communication in all areas to enhance the mutually beneficial bilateral ties.     Yang also met with Speaker of the House of Representatives Takahiro Yokomichi and President of the House of Councillors Satsuki Eda on Thursday.     Yang told the Speakers of Lower and Upper Houses that the Shanghai Expo, which is to open next May, is a good channel of friendly communication between China and the rest of the world. China appreciated the assistance provided by the Japanese Diet to the preparation of the Expo and will continue to work with Japan to enhance cultural and personnel communication between the two countries.     The Japanese Speakers of the Diet said China and Japan should not only closely cooperate on bilateral issues, but also work together to settle regional, international and global issues. SHANGHAI, Nov. 16 (Xinhua) -- U.S. President Barack Obama said here Monday that the biggest threat to U.S. security is the terrorist groups like al-Qaida.     "I do continue to believe the greatest threat to United States security are the terrorist networks like al-Qaida," Obama said during a dialogue with Chinese students in Shanghai.     He said U.S. troops moved into Afghanistan because al-Qaida wasbeing hosted by the Taliban in Afghanistan but the terror group has now moved over the border of Afghanistan and has networks with other extremist groups throughout the region.     The United States now has 68,000 troops fighting in Afghanistan. Obama is going to decide on whether to grant a request by the top U.S. commander in Afghanistan, Stanley McChrystal, to send 40,000 more troops.     "I do believe it is important for us to stabilize Afghanistan, so that the people of Afghanistan can protect themselves, and they can also be a partner in reducing the power of those extremist networks," he said.     The U.S. president admitted that defeating al-Qaida is a difficult task and is not just a military exercise.     Obama flew into Shanghai from Singapore on Sunday night to kickoff his four-day visit to China, his first trip to the Asian country since taking office in January.     Later Monday, he will fly to Beijing, where he will hold talks with Chinese President Hu Jintao and meet with other Chinese leaders.
