Washington state has a new law to protect net neutrality at a time when the feds are getting rid of it.In a bipartisan effort, the state's legislators passed House Bill 2282. which was signed into law Monday by Gov. Jay Inslee."Washington will be the first state in the nation to preserve the open internet," Inslee said at the bill signing.The state law, approved by the legislature last month, is to safeguard net neutrality protections, which have been repealed by the Federal Communications Commission and are scheduled to officially end April 23. Net neutrality requires internet service providers to treat all online content the same, meaning they can't deliberately speed up or slow down traffic from specific websites to put their own content at advantage over rivals.The FCC's decision to overturn net neutrality has been championed by the telecom industry, but widely criticized by technology companies and consumer advocacy groups. Attorneys general from more than 20 red and blue states filed a lawsuit in January to stop the repeal.Inslee said the new measure would protect an open internet in Washington, which he described as having "allowed the free flow of information and ideas in one of the greatest demonstrations of free speech in our history."HB2282 bars internet service providers in the state from blocking content, applications, or services, or slowing down traffic on the basis of content or whether they got paid to favor certain traffic. WASHINGTON, D.C. — A home test for COVID-19 will soon be on U.S. store shelves.The U.S. Food and Drug Administration (FDA) on Tuesday issued an emergency use authorization for the first kit that consumers can buy without a prescription to test themselves entirely at home.Regulators granted use for a similar home test last month, but it requires a doctor’s prescription.The new test kit from Australian company Ellume allows users to swab themselves and get the results at home in about 20 minutes.The test detects fragments of proteins of the coronavirus from a nasal swab sample from anyone 2 years old and up. It connect to a digital app to help users interpret the results.Similar to other antigen tests, the FDA says a small percentage of positive and negative results from this test may be false. Therefore, for patients without symptoms, positive results should be treated as presumptively positive until confirmed by another test as soon as possible.Individuals with positive results should self-isolate and seek additional care from their health care provider. Those who test negative and experience COVID-like symptoms should follow up with their health care provider as negative results do not preclude an individual from coronavirus infection.The company says it will have 3 million tests available next month.“The FDA strongly supports innovation in test development and we have worked tirelessly with test developers to support the shared goal of getting more accurate and reliable tests to Americans who need them. WASHINGTON (AP) — Washington’s National Zoo says panda matriarch Mei Xiang has given birth and is caring for her newborn attentively.The National Zoo said the birth happened at 6:35 p.m. ET on Friday.Watch the zoo’s panda-cam. Mei Xiang has had three previous cubs. All were eventually transported to China under an agreement with the Chinese government. Mei Xiang has been spending most of her time in a small den indoors, where she has created a nest out of branches. In an Instagram post Friday afternoon, the zoo says, "Mei Xiang has become increasingly restless and started body licking — both signs that labor has probably started!”Mei, at 22, would be the oldest giant panda to successfully give birth in the United States.
