(KGTV) It is no secret that restaurants throughout San Diego County have been struggling during the COVID-19 pandemic, but one restaurant in Otay Ranch was forced to close before it ever had its grand opening, just as the pandemic was starting. Hurricane Grill and Wings was supposed to open sometime between late January and early February, but when the pandemic started, it delayed everything. The owner Abu Syed is now getting ready to open the restaurant on Monday, September 28th.The restaurant will open at just 25% capacity indoors and patio seating outdoors. Like so many other restaurant owners, Syed says the landlord did give them a break on rent, but will owe it at the end of their lease. The restaurant is staffed with 32 employees, 16 of them are full-time.In August, the California Restaurant Association projected that close to 30% of restaurants in the state could close for good because of the pandemic. (KGTV) -- Police are searching for a suspect after a 21-year-old man was shot in Chula Vista Monday evening.According to police the shooting happened on Third Avenue and Park Way near Memorial Park around 4:15 p.m.The 21-year-old was taken to the hospital in unknown condition. (KGTV) -- Police arrested a 33-year-old transient in connection with a series of fires set in a river bottom area of Chula Vista since early summer.Chula Vista police said Alejandro Gonzalez was taken into custody Sunday after officers responded to a reported brush fire near the 1700 block of Fourth Avenue.According to police, Gonzalez was spotted by officers “walking quickly away from the scene of the fire.” Officers made contact with him and during questioning they found Gonzalez “in possession of several lighters.”Gonzalez was described as a transient known to frequent Chula Vista’s river bottom area.In a news release, police said: “During questioning by officers, Gonzalez admitted to intentionally setting several brush fires in the river bottom area over the past 5 months. Gonzalez claimed he was setting the fires due to hearing voices. Gonzalez was taken into custody by officers and later booked into county jail on multiple counts of arson.”Police linked Gonzalez to the following fires:May 24: 2300 Faivre StreetJune 14: 2300 Faivre StreetSept. 16: Third Ave. and Beyer St.Sept. 20: 1700 Fourth Ave.These fires erupted in the river bottom area since April, but investigators have not located or identified a person connected to them:April 30: Fourth Ave. and Beyer St.June 5: 1700 Fourth Ave.June 13: Fourth Ave. and Main St.Aug. 14: 100 Jacqua St.Meanwhile, Chula Vista police and fire investigators are still trying to determine who is responsible for setting a series of fires in the city from Sept. 17-19. CHULA VISTA, Calif. (KGTV) — Chula Vista could be the next city to make outdoor dining easier for several restaurants.The city says it’s established a free permitting process for Third Avenue businesses, between E and G Streets, to move indoor operations outside amid a new round of coronavirus-related closures across the state.The businesses will be allowed to expand into the public right-of-way, giving them the option to create a large dining area while adhering to social distancing measures.“This will provide the businesses outdoor options using tables and canopies while having social distancing and queuing areas for sidewalk cafes and curb cafes. Businesses on Third Avenue would be able to create a larger outdoor dining experience as public health mandates currently have indoor dining closed,” a city release stated.The city also approved a temporary closure of Third Avenue on the weekends, between E and G St., through January 2021 for businesses to expand outdoor dining. This plan would have to be approved by the Third Avenue Village Association to go into effect, the city says.This week, the city also approved a .5 million grant for small businesses to be reimbursed for the costs of business interruptions due to pandemic closures. The grant, called Chula Vista CARES, is funded through the federal CARES Act funds.For-profit businesses located in commercial or industrial space in the city, with ten or fewer employees, and who were required to closed due to COVID-19 can apply between July 20, at 7 a.m. and July 24, at 7 p.m. for a portion of the grant. The maximum a business can receive will be ,000. To be fair, the city says businesses will be selected in a lottery format.“Small businesses are the backbone of Chula Vista’s economy and are a critical part of our community’s economic recovery from the ongoing COVID-19 pandemic. (KGTV) — Police are searching for an 81-year-old man who was last seen in the Otay Ranch Mall area.Chula Vista Police says Donald Mooring was last seen around 3 p.m. near the Otay Ranch Mall on Thursday. Police add that Mooring may be suffering from the effects of dementia.Mooring is described as a black man, 5-foot 9-inches tall, and weighing about 230 pounds. He may be driving a white 2010 Dodge Caravan with California plates "7CHU230".He is believed to be wearing a green plaid shirt, khaki pants, and black tennis shoes.Anyone with information on Mooring's whereabouts is asked to call CVPD at 619-691-5151. 643
