SAN DIEGO (KGTV) - The City of San Diego's Development Services division is still investigating the platform that collapsed at a Barrio Logan gym this weekend and injured 21 minors and a few adults. At least one minor is still in the hospital with a broken pelvis, we're told.A city spokesperson reported to 10 News on Tuesday that no further details would be released until the investigation is complete.On Monday, the spokesperson said there were definite code violations and missing permits at Vault PK parkour gym, where the incident happened. Whether the gym will face any penalties is still unknown. The gym has only been open for a few months. On a Facebook post, it appears much of the construction of the facility was done by the owner's immediate family.  On Monday, San Diego Police Department's media relations division confirmed that the incident is a civil matter and the department will not be recommending any criminal charges, including criminal negligence.  There is another Vault PK parkour gym in Torrance. We called the facility today. Someone answered the phone and said the facility is closed for inspections. No further details were given.  1222

SAN DIEGO (KGTV) - The City of San Diego Public Utilities department has spend almost 8 million since 2013 to repair and replace 116 miles of water transmission and distribution pipes as part of a program to upgrade it's aging water system, according to documents given to 10News.Most of those repairs (72 miles) were on cast iron pipes, the oldest ones in the system."We have more than 3,000 miles of pipeline," said department spokesperson Brent Eidson, "To do it properly, we're probably always going to be replacing pipes."The project began in 2007 with a rate increase to pay for the work. As older pipes have been replaced, city officials say the number of water main breaks has decreased.The Public Utilities Department gave 10News the following numbers about the amount of breaks over the past 6 years:2012: 1022013: 952014: 742015: 632016: 852017: 66 (as of October 20)"We know we're not going to stop every break," said Eidson. "But if you look at our track record and our pace of replacement, we've seen a significant decline in the number of breaks that we've had."The project replaces aging pipes made out of cast iron or concrete with new PVC pipes. Eidson said that's the industry standard and they have a life expectancy of 50-75 years. He says economics and budgeting led to delays in the older pipes not being replaced sooner.That changed when the rate increase was approved. Now the goal is to replace 30 miles per year.The city says its water system extends over 400 square miles and moves approximately 172 million gallons per day. It includes 49 water pump stations, 29 treated water storage facilities, three water treatment plants and more than 3,300 miles of pipelines.Through the replacement project, the department hopes to have all of the cast iron distribution lines (6-12 inches) replaced by 2018-19. Their goal for the larger cast iron transmission mains (16 inches or bigger) should be finished by 2023.Right now, they say there are still about 46 miles of cast iron pipes in the system, some of them almost 100 years old.Once the cast iron lines are replaced, they'll shift the focus to the older concrete lines."I look at it like painting the Golden Gate Bridge," said Eidson. SAN DIEGO (KGTV) - The California Highway Patrol said a person arrested at gunpoint on Interstate 15 in San Diego Thursday was suspected of driving illegally in the HOV lane and leading an officer on a pursuit.The chase happened on southbound I-15 just south of Aero Dr. at 5:30 p.m.Officers said the driver was in the high-occupancy vehicle lane and failed to pull over, leading to the brief pursuit.There are no reports of any injuries or a reason why the driver did not yield for the traffic stop. 508

SAN DIEGO (KGTV) - Supporters of labor unions rallied across the country on Saturday ahead of a Supreme Court case that could effect how unions collect agency fees. One was held in downtown San Diego outside the California Democratic Convention, where hundreds of union supporters gathered for the “Working People’s Day of Action” event. Demonstrators were supporting the union AFSCME, which is engaged in a court battle that has made its way to the Supreme Court. In Janus v. AFSCME, the Supreme Court will decide whether it is legal for unions, which often donate to political causes, to compel members to agency fees. Those fees are collected by unions from employees who have opted not to join the union but still benefit from collective bargaining. The plaintiff, Mark Janus, has argued it violates his first amendment rights to pay fees to an organization that he disagrees with politically. A ruling in his favor could have wide-reaching effects on public sector labor unions around the country, argues famed labor organizer, Dolores Huerta. “That is going to be very devastating to our unions here in California,” said Huerta, if the court sides with Janus. 1213

SAN DIEGO (KGTV) -- The addition of 536 new homes on a former golf course in Rancho Penasquitos won't clog the one road leading out of the neighborhood in the event of an emergency evacuation, according to a new city study. The city released the environmental impact reporter for Lennar's Juniper proposal on Wednesday. Lennar is proposing to turn the languishing course behind the old Hotel Karlan on Penasquitos Drive into 536 housing units for senior citizens, including 81 affordable. The project also includes a nearly three acre public park, a three-mile trail. The environmental document analyzes impacts such as noise and traffic. It also looked at how the additional homes would impact evacuations in the northeast portion of Rancho Penasquitos, a neighborhood with only one road in and out. The document said there would be a less than significant impact on getting out fast for two reasons - first, a wildfire that starts in the Black Mountain Open Space park to the west would be blown away from the site by Santa Ana winds. Secondly, the site is not prone to wildfire because it is protected by developed terrain. "As part of the EIR, a fire risk analysis determined potential impacts related to wildfire hazards from implementation of the project would be less than significant and the project’s Wildland Fire Evacuation Plan demonstrates that timely evacuation of the site is feasible and would be improved by the additional roadway and emergency egress connections provided by the project," said city spokesman Anthony Santacroce. Additionally, plans call for adding a road into and out of the Juniper complex from Carmel Mountain Road, with emergency access. It would add a traffic light and roundabout to Penasquitos Drive, and improve an emergency access road on the opposite side of the neighborhood. Still, a group of residents is raising concerns that the Juniper project, combined with another potential 350 on the hotel site, would clog the one road leaving the area. Junaid Razvi, who heads the Penasquitos Northeast Action Group, noted Santa Ana winds are unpredictable and has had to evacuate three times in the last 15 years. "To put it mildly, I don't think we're getting the whole picture here," said Razvi. "We are not nimbys. I think the development has to be sensible terms of density, the access, ingress and egress points."Razvi's group said it plans to meet with Councilman Mark Kersey in the next few weeks to air their concerns. In a statement, the councilman said he understands where they are coming from. "Given our region's history, I understand and share residents' concerns about wildfire preparedness," he said. "Nothing is more important to me than public safety, especially when it comes to fire risk, and fire safety will be a primary concern when I evaluate any development proposal that comes before the City Council for approval."San Diegans have until April 6 to submit their comments on the EIR. 2957
