VISTA (KNSD) - A Carlsbad man who allegedly drugged and sexually assaulted a 16-year-old girl and raped a woman he met online was charged Wednesday with 17 felony counts.Michael Fangman, 47, faces between 20 and 25 years in state prison if convicted of charges involving the minor, identified only as Jane Doe 1, and the woman, identified only as Jane Doe 2.Fangman was arrested shortly before 8:25 a.m. last Friday at his home, Carlsbad police Sgt. Reid Shipley said.Carlsbad police have been investigating since March when they received the first report of sexual assault. The 16-year-old girl contacted police on March 18 and alleged that she had been sexually assaulted by Fangman, who she had met online, Shipley said.The criminal complaint includes allegations that between March 11 and March 16, Jane Doe 1 was sexually assaulted and was given heroin by Fangman during that timeframe. He faces 14 counts related to Jane Doe 1, as well as three pertaining to Jane Doe 2, including forcible rape.According to the deputy district attorney, Benjamin Barlow, all of the alleged acts took place in Carlsbad in the month of March of this year. The judge ordered a no contact order with Jane Doe 1 and Jane Doe 2. VISTA, Calif. (KGTV) - The Vista Unified School District's school board on Tuesday passed new rules for its middle and high schools seeing cases of COVID-19In a special meeting, the school board discussed a staffing issue that¡¯s occurred since reopening for in-person learning last week.There have been at least four confirmed COVID-19 cases within the district. As a result, teachers are being quarantined and school officials say they¡¯re having difficulty finding substitute teachers to fill in.The board unanimously approved a plan that would allow in-person learning to continue as the district addresses the staffing issue. The plan is to use a threshold system to close down some of its middle schools and high schools with positive COVID-19 cases.The details have yet to be hashed out, but in principle, the district's board agreed the new rules would be:-- If one school has two positive cases in a specific time, the whole school would have to switch to virtual learning for 14 days-- If three secondary schools see one case each within a certain period, all three would have to go virtual for two weeksMission Vista High School already has two positive COVID-19 cases, so the district plans to close the school on Thursday and transition students and staff to virtual learning. Volkswagen has been fined another €800 million (6 million) over its diesel emissions scandal, this time because of failings at its Audi subsidiary.Volkswagen said Tuesday it accepted the fine imposed by German prosecutors, waving its right to appeal. It said the penalty would hit earnings this year."As a negative special item, [it will] reduce the group earnings for fiscal year 2018 accordingly," it said in a statement.The penalty by Munich prosecutors is just the latest consequence of the scandal that emerged in 2015 and initially wiped out billions off the company's value.Volkswagen admitted cheating on clean air rules with software that made emissions look less toxic than they actually were.The fine concludes the Munich prosecutors' investigation into the company. However, probes into executives, including Audi's former CEO Rupert Stadler, continue, the prosecutors said.The €800 million fine comprises a €5 million penalty for administrative offenses, the maximum allowed under German law.On top of that, prosecutors ordered Volkswagen to repay €795 million they said the company made from the cheating. The prosecutors said this included profits from the sales of affected vehicles.In this case, the diesel emissions cheating affected nearly 5 million cars sold by the Volkswagen group in Europe and the United States, prosecutors said. Video shows a woman being severely injured after she pursued a man who snatched her purse at a McDonald's restaurant in Okeechobee.The incident happened Thursday at about 8:30 p.m.Police say the suspect entered the restaurant, approached the booth in which the elderly woman was sitting, reached over the backrest and grabbed her tan Coach purse. Surveillance video shows the woman chasing the man to his car. He backed out, knocking the woman to the ground and leaving the scene.The woman was injured and is currently hospitalized. Her condition is unknown. Authorities issued a "be on the lookout" for the suspect and his vehicle.Okeechobee police said tips from Facebook helped them identify the suspect, Charles Alton Stratton Jr., 50, of Okeechobee. 797
