SAN DIEGO (KGTV) - A grand jury indicted two San Diego men Thursday on suspicion of blowing up ATM’s in Kearny Mesa and Miramar.Chad Engel, 46, and Scott Petri, 47, were charged with five counts including using explosives for the crimes and conspiracy to commit bank robbery.The first robbery happened July 4, 2017, at the California Coast Credit Union branch ATM on Ruffin Rd. The explosives went off but the ATM was not breached.RELATED: Explosives used in ATM robberiesThe second robbery was on August 13, 2017, at the Chevron gas station on Miramar Rd. Investigators said Engel and Petri drilled a hole in the ATM, filled it with gas, and ignited a fuse. SAN DIEGO (KGTV) - A 10News investigation has revealed that the California department responsible for the state’s child welfare program does not maintain data regarding all deaths of children in foster care.  The revelation is prompting calls for immediate action to child welfare services from at least one San Diego-based politician.State law requires counties to report any child death that is determined to be suspected to be the result of abuse or neglect to the California Department of Social Services.  According to the CDSS, each county in California is required to keep track of every foster child that dies while in its custody.Counties are also responsible for reporting all high profile incidents that occur in foster homes to the State Department of Social Services. High profile incidents would include incidents involving death or serious injury. But the CDSS has no master data list available regarding foster deaths and says that information is maintained at the county level.Using open records laws Team 10 collected the total number fatalities of children residing in a foster placement from all 58 counties in the state since 2010.The numbers show more than 250 kids died during that time across the state. 1290

SAN DIEGO (KGTV) — City leaders say they're making strides in overhauling its water department after a disastrous 2018. In a presentation to the Audit Committee Wednesday, city public utilities managers said they had implemented about a dozen reforms after a series of missteps last year. In 2018, thousands of San Diegans received erroneous water bills, which an audit largely blamed on human error. A later audit found that some meter box and lid replacement workers were fudging time cards amid a 22,000 unit backlog. Perkins said the Public Utilities Department has implemented new, efficient work strategies. These include getting workers out to the field faster, overhauling how customer service representatives interact with residents, and using software to pick routes that make sense. Previously, for example, workers could be sent to do water meter work in Rancho Bernardo only to be sent to San Ysidro.
