SAN DIEGO (CNS) - A registered sex offender who broke into his next-door neighbor's home, where he raped and sodomized a 3-year-old girl, pleaded guilty today to four felony charges and is facing an 85-year prison term.Francisco Diaz, 47, entered his plea to four counts of forcible lewd acts on a child, and admitted serious prior felony convictions, according to Deputy District Attorney Claudia Grasso.Sentencing is scheduled for June 17.Last summer's attack occurred the morning of Aug. 11 in the 5200 block of Maple Street in Oak Park.RELATED: Man arrested after three-year-old says she was kidnapped and touchedDiaz broke a screen and curtain rod and climbed through a window of the sleeping child's bedroom. SAN DIEGO (CNS) - According to a report released Thursday by the San Diego Association of Governments, drug use reached a 20-year high among men and women arrested and booked into San Diego County detention facilities in 2019.Nearly four in five male arrestees (79%) and 82% of female arrestees tested positive for at least one of the following drugs: marijuana, methamphetamines, opiates, cocaine, and PCP, according to the report by SANDAG's Criminal Justice Research Division.The lowest rates in the past 20 years for arrestees testing positive were in 2009 for men (56%) and 2008 for women (58%).Meth showed up the most in the survey results in 2019, with 66% of women and 55% of men testing positive for the drug. Those rates were also 20-year highs and were up 4% among women compared to 2018. The rate among men remained unchanged from 2018 to 2019.On average, meth-using arrestees in 2019 reported using the drug for about 15 years, using before their 22nd birthday, and using more than 19 days ina row over the last 30 days.The surveys also found that 36% of arrestees tested positive for multiple drugs, 65% reported ever being homeless, and 83% reported being arrested at least one other time in the past. According to the report, when arrestees tested positive for multiple drugs, it was most often meth and marijuana. Of those who tested positive for multiple drugs, 59% were white, 79% had been homeless in the past, and 44% had been diagnosed with a mental illness."While the population of individuals booked into our facilities has changed over time, these statistics are sobering, and indicate the continued need to address underlying risks and the need to stop the revolving door of incarceration," said Cynthia Burke, SANDAG's director of research and program management.Slightly over a quarter of arrestees reported that they thought a drug they had used contained fentanyl, given the effects they experienced. SAN DIEGO (CNS) - A parolee suspected of sexually trafficking a 15- year-old runaway was arrested Wednesday in Sorrento Valley.Joseph Price, 23, was taken into custody in the 9800 block of Pacific Heights Boulevard in San Diego about 9:45 a.m., according to sheriff's officials.Earlier in the morning, detectives contacted the alleged victim and returned her to her home, Sgt. Chase Chiappino said.Price was booked into county jail solely on suspicion of violating conditions of his parole, but sex-trafficking charges are expected to be filed against him, the sergeant said.Details about Price's purported victimization of the girl -- allegations that arose from an investigation by juvenile-services officers and the San Diego Human Trafficking Task Force -- were not immediately available. 800

SAN DIEGO (CNS) - Eight people were selected to serve on the county's Independent Redistricting Commission, in a random drawing during today's San Diego County Board of Supervisors meeting.Commissioners will redraw boundaries for the county's five supervisorial districts by December 2021, based on new federal census numbers.Those chosen to serve are David Bame, Colleen Brown, Amy Caterina, Chris Chen, Sonia Diaz, Barbara Hansen, Arvid Larson and John Russ.Bame lives in District 1; Russ lives in District 2; Caterina is in District 3; Diaz, Hansen and Larson live in District 4; and Brown and Chen live in District 5.The redistricting process happens every 10 years. Andrew Potter, clerk of the Board of Supervisors, said the commission will have 14 members with the appropriate skills, and also reflect the county's political diversity.Using a raffle roll cage, Potter and two colleagues drew names from a pool of 59 qualified applicants. Nearly 300 people applied to serve on the volunteer commission.The commission will meet later this month, and choose six more members out of 51 qualified applicants. There must be a full commission seated by Dec. 31, according the county.The commission must hold at least seven public hearings, and at least one must take place in each supervisorial district.
