Chinese Vice President Xi Jinping (2nd L) addressed a meeting at which a group of heads of agencies of the Communist Party of China Central Committee and the central government discussed how to implement the Scientific Outlook on Development, in Beijing, capital of China, Dec. 12, 2008    BEIJING, Dec. 12 (Xinhua) -- Chinese Vice President Xi Jinping on Friday urged Communist Party of China (CPC) cadres to combine the spirit of "scientific development" with the nation's endeavors to deal with current economic problems.     Xi addressed a meeting in Beijing, at which a group of heads of agencies of the CPC Central Committee and the central government discussed how to implement the Scientific Outlook on Development.     Xi said the ongoing campaign to educate Party cadres on the Scientific Outlook on Development should focus on how to maintain a steady economic growth, despite global economic woes, through more scientific and efficient work.     He said this was desirable because the ultimate goal of the campaign was that China achieve sustainable, broad-based development under the leadership of the CPC.     The Scientific Outlook on Development represents important guiding principles for China's economic and social development. It was initiated by the CPC in 2003 and written into the CPC's constitution during the 17th National Congress of the Party in 2007.     The principles emphasize a people-first approach, while requiring comprehensive and sustainable development with a dual emphasis on speed and quality.     In September, the CPC launched an 18-month educational campaign, asking all Party cadres and officials to study the principles while applying them in their own work.     Xi Jinping said the annual Central Economic Work Conference, which concluded on Wednesday, had made a full plan on maintaining stable and healthy growth next year through domestic demand expansion and economic restructuring.     He said central government organs, often as key policy makers, should check whether shortcomings in their own work had hindered the implementation of the key policies.     "At present the top task for us is to identify and solve those shortcomings that could have negative impacts on economic growth, vital interest of the people and social stability," he said.

BEIJING, Nov. 5 (Xinhua) -- Chinese industry faced a grim situation, as the global financial crisis would have a deep impact on the industrial and information technology sectors, a senior official warned on Wednesday.     Zhu Hongren, an official with the Ministry of Industry and Information Technology, said the country needed to increase investment in key areas and weak points of the industrial economy. The government should maintain a reasonable investment scale and step up technical innovation.     He said the imbalance between weakening demand and expanding capacity would become more problematic as the crisis spread. Labor-intensive and export-oriented businesses would be hurt as prices of energy and raw materials would continue fluctuating.     Among others, the electricity, textile and non-ferrous metal industries had already sustained heavy losses, with 18.3 percent of large industrial companies losing money during the first eight months of the year.     Industrial output growth fell to 11.4 percent in September, the lowest since April 2002. Power generation and oil production grew a mere 3.4 percent and 3.7 percent, respectively, while steel output fell 9.1 percent year-on-year.     In the first three quarters, the value of industrial exports rose 15.7 percent, which was 6.1 percentage points less than a year earlier.

BEIJING, Oct. 29 (Xinhua) -- Chinese President Hu Jintao on Wednesday sent a message of sympathy to his Pakistani counterpart Asif Ali Zardari over a major earthquake that has killed at least 160 people in Pakistan's southwestern Balochistan province.     Hu said in the message that he was shocked upon hearing the news of the earthquake and felt pain over the great casualties and property loss in Pakistan. CHENGDU, Jan. 25 (Xinhua) -- With red lanterns hanging from the eaves, the bangs of firecrackers outside, and tables of delicious food, the Chinese people, including millions of quake survivors, observed the Lunar New Year eve in the traditional way.     In the prefab of quake survivor Hu Suqiong, a dozen family members gathered at the table on which were traditional local foods such as preserved ham and sausage.     "I really had not expected that I could celebrate the Spring Festival with everyone in such a good prefab room," Hu's husband Chen Ziyi toasted Sunday noon's "reunion" (tuanyuan in Chinese) meal", which take place among Chinese families on the Lunar New Year's Eve.     The "Qinjian Family" prefab housing area where Hu Suqiong lives near the downtown of Dujiangyan City has 120,000 people. Dujiangyang was a worst-hit area in Sichuan Province in last May's devastating earthquake which left more than 80,000 people dead or missing.     "I feel rather satisfied and thank all those who have helped me," Chen said.     Spring Festival, which falls on Monday, is the most important holiday for Chinese. People meet relatives and eat dumplings and various delicious food. They set off firecrackers to scare off evil spirits.     For Chinese, the year 2008 was both a painful year and a proud year in which the 8.0-magnitude earthquake on May 12 in Sichuan caused huge casualties and damage, and the successful Olympic Games in August made China a focus in the world.     In Longxi Village, Wenchuan County in Sichuan, the quake epicenter, 37-year-old Chen Shixue kept his simple temporary house warm with an electric heater. They built the temporary houses to live through the winter as their new permanent housing has not yet been completed.     Before the winter came, the government also gave his family seven quilts and an electric carpet to keep warm in the winter, according to Chen. BEIJING, Oct. 28 (Xinhua) -- China urged Sudan here on Tuesday to take substantial and effective measures to ensure the safety of Chinese personnel after four Chinese workers were kidnapped and killed.     "It is one of the most serious killing cases of oversea Chinese workers in recent years and we are very shocked by it," Chinese Foreign Minister Yang Jiechi said via a phone conversation with his Sudanese counterpart Deng Alor.     "The Chinese side feels strong indignation and condemns the inhumane terrorist act by the kidnappers on unarmed Chinese company staff, " Yang told Alor, according to a press release from the Chinese Foreign Ministry on Tuesday evening.     Sudanese officials earlier reported to the Chinese Embassy in Sudan that five of the nine kidnapped workers were killed on Monday, with two rescued and two missing. It revised the numbers late Tuesday afternoon, saying four were killed, four were rescued and the other was still missing, according to the Foreign Ministry.     The nine workers from the China National Petroleum Corporation (CNPC) were kidnapped from an oil field near the western Sudanese region of Darfur on Oct. 18.     The Chinese Embassy said they were taken by unknown militants in the Southern Kordofan State, but no armed group had claimed responsibility for the kidnapping.     "The Chinese leaders and Chinese government are highly concerned about the case, asking for the utmost rescue efforts with the precondition of ensuring the safety of the kidnapped," Yang, who is among the entourage of Chinese Premier Wen Jiabao's visit to Russia, added.     "We hope the Sudanese side will continue its rescue effort, bring the murderers to severe punishment, and take all substantial and effective measures to prevent similar things happening again," Yang said.     Alor expressed his condolences to the victims and his sympathy to the victims' families as well as the Chinese government and Chinese people, promising that the Sudanese government would continue its rescue mission for the missing Chinese worker, make the utmost efforts to bring the murderers to justice and protect the safety of Chinese people in Sudan, according to the statement.
