New York, Connecticut and New Jersey asked Wednesday for travelers from states with high coronavirus infection rates to go into quarantine for 14 days in a bid to preserve hard-fought gains as caseloads rise elsewhere in the country.“We now have to make sure the rates continue to drop,” New York Gov. Andrew Cuomo said Wednesday at a briefing in New York City, joined via video by Govs. Phil Murphy of New Jersey and Ned Lamont of Connecticut, both fellow Democrats. “We also have to make sure the virus doesn’t come on a plane again.”What was presented as a “travel advisory” that starts Thursday affects three adjacent Northeastern states that managed to check the spread of the virus this spring as New York City became a hot spot for the pandemic.Travelers from more than a half-dozen states, including Florida and Texas, are currently impacted. The quarantine will last two weeks from the time of last contact within the identified state. The announcement comes as summer travel to the states’ beaches, parks and other attractions — not to mention New York City — would normally swing into high gear.It also marks a flip-flop in the COVID-19 battle since March, when Florida Gov. Ron DeSantis and Texas Gov. Greg Abbott, both Republicans, separately issued orders requiring people flying in from the New York tri-state area, where cases were surging, to quarantine for 14 days. Now, Florida and Texas are among the struggling states being eyed warily by the three northern governors.“As Governor DeSantis said on Saturday, Governors have a prerogative to do what they need to do,” press secretary Cody McCloud said. “He just asks that Floridians not be quarantined in the nursing homes in New York.”Murphy called a quarantine the smart thing.“We have taken our people, the three of us, these three states, to hell and back,” Murphy said. “The last thing we need to do right now is subject our folks to another round.”The states will relay the quarantine message on highways, at airports, and through websites and social media. Lamont signed an executive order on Wednesday evening requiring such messages be posted at all major points of entry into the state and at the state’s airports. He said the governors plan to also ask hotels and vacation rental companies to tell guests from affected states.Lamont’s order also allows the state’s public health commissioner to make exceptions for essential workers and for “other extraordinary circumstances” when a quarantine is not possible.Enforcement will vary by state. The Cuomo administration said violators in New York will be subject to mandatory quarantine and face fines from ,000 to ,000. Violators could be discovered at business meetings or during a traffic stop, he said.It was not clear what, if any, penalties violators in New Jersey and Connecticut will face.Lamont described the quarantine as “urgent guidance.” Murphy called it a “strong advisory ... to do the right thing.”The quarantine applies to people coming from states with a positive test rate higher than 10 per 100,000 residents on a seven-day average, or with a 10% or higher positivity rate over seven days.As of Wednesday, states over the threshold were Alabama, Arkansas, Arizona, Florida, North Carolina, South Carolina, Washington, Utah and Texas, Cuomo said.Washington Gov. Jay Inslee said later Wednesday that his state was erroneously included on the list.A spokeswoman for Cuomo, Caitlin Girouard, said there had been an initial discrepancy with Washington’s reporting, but “they have since corrected it and we have removed them from the list of states under travel advisory.”The order appears to apply to President Donald Trump, who was in Arizona on Tuesday and is slated to go to Bedminster, New Jersey, this weekend.White House spokesman Judd Deere said in an email Wednesday that standard procedures were in place in Arizona to ensure the president did not come into contact with anyone who was symptomatic or had not been tested.“It could come back and we can have a second wave arriving by jet airplane a second time,” Lamont said. “And right now, they wouldn’t necessarily be coming from China. They could be coming from one of six or seven or eight states that have a very high positivity rate.”___Contributing to this report were Associated Press writers Marina Villeneuve in Albany, N.Y.; Susan Haigh in Hartford, Connecticut; and Mike Catalini in Trenton, N.J. 4421

NEW YORK (AP) — An annual tribute to John Lennon held in his adopted city of New York will go online like so many other events during the coronavirus pandemic. Organizers said there was no way they'd miss it, not on what would have been the former Beatle's 80th birthday and their 40th year of gathering to pay homage. The five-hour event will be streamed for free on Lennon's birthday, October 9, starting at 7 p.m. Eastern time on the LennonTribute.org website. “For 40 years, Theatre Within has remembered John with its heartfelt annual tribute, while having a powerful positive impact with its John Lennon Real Love Project music program for those impacted cancer," Yoko Ono said on the event's website. "What a wonderful way to honor John and his highest values!” It will feature recorded performances from Patti Smith, Rosanne Cash, Natalie Merchant, Jackson Browne, Jorma Kaukonen and others.Since there aren't any tickets being sold, contributions are being accepted for programs that benefit people affected by cancer. 1035

New cars sold in the United States must now be outfitted with rearview cameras to try and reduce the number of deaths and injuries that happen when vehicles back over people. The federal safety requirement took effect on May 1, about four years after it was first announced by the National Highway Traffic Safety Administration."NHTSA prioritizes safety on US roads, and yesterday we reached an important milestone," said NHTSA administrator Heidi King, in a statement on Wednesday. "This technology helps drivers see behind the vehicle, which we anticipate will help save lives and prevent injuries."The rule applies to all new vehicles weighing fewer than 10,000 pounds, whether they're manufactured in the US or imported. Most models of cars, SUVs and trucks weigh less than 10,000 pounds. Most new cars are already in compliance with the rule. According to the Insurance Institute for Highway Safety, 97 percent of 2018 models have rearview cameras, compared to 8 percent in 2006.This is a victory for organizations like Consumers Union and Advocates for Highway & Auto Safety, both of which had long advocated for the requirements."This regulation by the US Department of Transportation will save lives and save consumers money," said Advocates for Highway & Auto Safety, in a statement. "No longer will consumers need to pay for a rearview camera as an expensive option."According to the most recent numbers available from the NHTSA, these types of accidents cause 210 fatalities and 15,000 injuries per year in the United States. More than 30 percent of the people who die are children younger than 5, and more than a quarter are seniors 70 or older.Consumer Reports has conducted studies, using traffic cones in place of children, showing that the use of rearview mirrors without cameras can have blind spots that range from as little as six feet behind small sedans to 44 feet or more behind full size SUVs. The introduction of rearview cameras allow drivers to see what was in that blind zone. 2042

NIPAWIN, Saskatchewan (AP) — Canadian police said early Saturday 14 people were killed and 14 people were injured after a truck collided with a bus carrying a junior hockey team to a playoff game in Western Canada.Police say there were 28 people, including the driver, on board the bus of the Humboldt Broncos team when the crash occurred around 5 p.m. Friday on Highway 35 in Saskatchewan."We can now confirm fourteen people have died as a result of this collision," The Royal Canadian Mounted Police said in a release early Saturday."The other fourteen people were sent to hospitals with a variety of injuries; three of these people have injuries that are critical in nature."No names were released, and police would not say whether players or coaches were among the dead. There was no mention of the truck driver. The team president said parents from across Western Canada were rushing to the scene as they struggled to cope with the tragedy."It's one of the hardest days of my life," said Kevin Garinger. "There have been multiple fatalities — our whole community is in shock, we are grieving and we will continue to grieve throughout this ordeal as we try to work toward supporting each other."Michelle Straschnitzki, who lives in Airdrie, said her 18-year old son Ryan had been taken to a hospital in Saskatoon, Saskatchewan."We talked to him, but he said he couldn't feel his lower extremities so I don't know what's going on," she said. "I am freaking out. I am so sad for all of the teammates and I am losing my mind."The team was on its way to play in Game 5 of a semi-final against the Nipawin Hawks.Darren Opp, president of the Hawks, said a semi T-boned the players' bus."It's a horrible accident, my God," he said. "It's very, very bad."Opp said the coaching staff and players from the Hawks were waiting to help."They are sitting in the church just waiting to hear any good news," he said. "I've got 50 phone calls at least saying 'what do you want?'"There's uncles and moms and dads waiting to hear whether their sons and nephews are OK."It's terrible. It's absolutely terrible."Pastor Jordan Gadsby at the Apostolic Church in Nipawin said more than a hundred people had gathered at the church — including parents and grandparents of the players who were on the bus."Lots of them are waiting for information," he said. "Some of the families have gotten information and have gone to be with their kids. Some of them are waiting to hear if their kids are alive."Garinger said the Broncos are a close-knit team from the small city of Humboldt, Saskatchewan, which has a population of about 6,000.Garinger said he still didn't know the fate of one of the players living in his home."We don't know who has passed and we don't expect to know right away," he said. "We know that the coroner and their office needs to do their work and let families know."Garinger said all the team can do now is help the players and their families any way they can."We just need to try to support each other as we deal with this incredible loss to our community, to our province, to our hockey world."Kevin Henry, a coach who runs a hockey school in Prince Albert, said he knows players on the team."This is I would think one of the darkest days in the history of Saskatchewan, especially because hockey is so ingrained in how we grow up here," he said.STARS air ambulance said it sent three helicopters to the scene. The Saskatchewan Junior Hockey League is a junior 'A' hockey league under Hockey Canada, which is part of the Canadian Junior Hockey League. It's open to North American-born players between the ages of 16 and 20."I cannot imagine what these parents are going through, and my heart goes out to everyone affected by this terrible tragedy, in the Humboldt community and beyond," Canadian Prime Minister Justin Trudeau tweeted.  3845

North Korea's foreign minister hinted Thursday that Pyongyang could test a powerful nuclear weapon over the Pacific Ocean in response to US President Donald Trump's threats of military action. The country's Foreign Minister Ri Yong Ho, who was due to address the United Nations General Assembly on Friday but has since dropped out, told reporters in New York that the ultimate decision, however, was up to his boss, Kim Jong Un.Ri's comments came just hours after Kim said that Trump would "pay dearly" for threatening to "totally destroy" North Korea. In a rare direct statement, Kim said he "will consider with seriousness exercising of a corresponding, highest level of hard-line countermeasure in history." 716
