SAN DIEGO (KGTV) - An effort is underway to crack down on illegal party boats and other charter vessels operating on San Diego Bay. The Port of San Diego wants to create new charter permit requirements to make it easier for those who want to operate legally to do so. Currently, legal charter vessel operators must obtain a Permit from a marina or sportishing landing where they board passengers, and according to the Port there are more charter vessel operators than there are available slips at the marinas and sportfishing landings on San Diego Bay.To address this problem, the Port proposes to issue all Charter Vessel Operation Permits (Permits) for all Charter Vessel Operations and collect license agreement fees from qualified Charter Vessel Operators who do not have an agreement to operate from a marina or sportfishing landing. “San Diego Bay great place to do charter business because it's almost entirely landlocked, not subject to swells, makes for great party boats, cruising,” says Captain John Valente of San Diego Bay Cruises. "It's not easy, the enforcement, but this does strengthen the rules and make it pretty clear who can and cannot be charter operators,” said Chief Mark Stainbrook, who added he would consider undercover operations if necessary. Stainbrook said the deadly diving boat fire off Santa Barbara's coast is another reminder at why getting this issue right is so important; they can't risk unsafe charters on the water. Valente says he's glad the Port is amending regulations, but isn't sure the current proposal goes far enough. SAN DIEGO (KGTV) — A San Diego Unified School Board Trustee is moving forward with a possible settlement over accusations of date-rape and other sexual advances.Kevin Beiser is facing accusations of date-rape, groping, and other sexual advances, brought forth by four men, including his former political consultant and former campaign manager. Beiser has denied all allegations since they surfaced in March.The settlement could indicate a preference to not allow a jury to decide whether Beiser is innocent of the accusations, according to political analyst John Dadian."The oldest rule in the book is if you go to trial, even if you are innocent, you never know what jury is going to do. That's exactly why people do settle," Dadian said.The victims' attorney told 10News he could not comment on the case to the media as part of the agreement. In March, Beiser was placed on leave from his teaching position in Chula Vista. SAN DIEGO (KGTV) - A Seattle man injured in an ATV accident in Mexico has died in a San Diego hospital, according to his family.Chad Carrico was on a cruise October 10 when he chose to leave the ship for a day trip in Ensenada.Carrico and friends rented ATV’s, according to his mother Theresa. While using the vehicles, Carrico hit something and lost control.“He flew over the handles and the ATV rolled on top of him and crushed him,” said Carrico.RELATED: San Diego woman celebrating birthday in Mexico?injured in parasailing crashCarrico suffered severe liver damage, a punctured lung, and internal bleeding. He had surgery at Velmar Hospital in Mexico and was placed on life support, his family said.The need to return Carrico to the United States became more pressing when his family learned he contracted a dangerous fungus on his nose that could spread to his brain.Carrico was brought back to the U.S. Tuesday night but died at a Scripps Mercy hospital hours later, his family told 10News.The family had started a GoFundMe account to raise money for Carrico's medical bills. SAN DIEGO (KGTV) - A small coffee shop in Carmel Mountain Ranch is now the world's best coffee roaster.Mostra Coffee just won Roast Magazine's top honor as the 2020 Roaster of the Year."It was a really far fetched, big dream of ours to one day achieve one day," said Mostra Coffee co-founder Jelynn Malone. "So the fact we were able to achieve it in six years is mind-blowing to us."Malone started the company with a few friends in a garage in 4S Ranch. They were looking for ways to help poor people in the Philippines and learned that buying coffee from local farmers can help provide money and jobs to the region."It was rooted in good and wanting to help," said Malone. "We just believed in our mission so much that we thought, you know, let's just go for it. What it's become now is just surreal and amazing."Right now, Mostra Coffee has one shop in Carmel Mountain Ranch, but they have plans to expand. They're opening a second location in 4S Ranch in March and just signed a lease for a spot in Mira Mesa.Malone said their passion for coffee is what's fueled their success."It's very similar to wine," she said. "It'll taste anywhere from peaches to chocolates, to tea leaf flavor notes to blueberry. There are so many different flavor notes you can get out of coffee that I don't think people realize, and you get to do that in specialty coffee."In addition to the new locations, Mostra is expanding into the instant coffee business. They just launched a line of single-serve instant coffee packs."Now you can enjoy Mostra coffee when you're flying or camping or at work or rushing in the morning and don't have time to come into the store," said Malone.Through all the expansion, Malone said they plan to keep the small-batch mentality that brought them this far."The community's been so supportive that I think people will really appreciate having more access to Mostra." 1889
