NATIONAL CITY (CNS) - Stephen Manganiello will take over as acting city manager of National City in April, retiring city manager Leslie Deese announced Wednesday.Manganiello will begin his new role on April 2, when Deese is set to retire after serving in the National City government for 33 years. She has served as city manager since 2012, when the City Council unanimously appointed her to the post.According to Deese's office, some of her chief accomplishments in office include establishing a pension fund, helping the city reach an A+ bond rating and securing several multi-million dollar grants.Manganiello has served in the National City government for 12 years and has served in a dual role as the director of public works/city engineer since 2012."The City Council and I wish the very best for Leslie (Deese) on her retirement and are excited to have Acting City Manager Steve Manganiello, who is a familiar voice at the table, to help us continue to move city business forward," National City Mayor Alejandra Sotelo-Solis said in a statement.Manganiello will serve as acting city manager until a permanent city manager is chosen, according to the city. MILWAUKEE — Milwaukee’s top cop has been demoted. Milwaukee Police Chief Alfonso Morales is now Captain Morales. The Fire and Police Commission could have taken a number of actions against Morales as they voted on his discipline Thursday night including firing him. Instead, they chose a demotion.“The chief, effective immediately, is demoted to the rank of captain,” said Steve DeVougas, chair of the Fire and Police Commission.Morales listened in virtually as every member voted for his demotion. He never made a comment. However, some of the commissioners weighed in.“I feel you have personally not worked with us as the oversight board,” said Nelson Soler, a commissioner with the Fire and Police Commission.Over a month ago, the FPC issued 11 directives to Morales in order for him to keep his job. They included things like increased transparency around investigations and reviewing the policy on using teargas and pepper spray against demonstrators following recent incidents in Milwaukee.Several other directives are meant to create more communication between Morales and the civilian panel. Morales will be required to attend all FPC meetings and allow commissioners to visit his office at their discretion. The FPC also demands police respond to all of its open records requests.“His conduct is unbecoming filled with ethical lapses and flawed decision. Making it inconsistent with some charged with leading the Milwaukee Police Department,” said Ray Robakowski, a commissioner with the Fire and Police Commission.The last few days exposed a deep rift between Morales and FPC Chair Steven DeVougas. NATIONAL CITY (CNS) - Authorities are offering a ,000 reward for information that could help solve the murder of an 18-year-old man killed in National City three years ago Thursday. Juan Carlos Munoz Jr. was fatally shot on Oct. 11, 2015 after a gunman walked up to his vehicle, asked Munoz Jr. and his friend where they were from and fired five shots from a handgun into the vehicle. The attack, which killed Munoz Jr. and injured the 17-year-old passenger in the car, occurred around 7:50 p.m. near 16th Street and Prospect Avenue in National City.The shooter has been described as a Hispanic man in his 20s, with a heavy build and a shaved head. He was last seen driving east on 16th Street in a four-door Nissan Altima.The ,000 reward will go to anyone with information that leads to an arrest in the case. NASHVILLE, Tennessee — Individuals convicted of a felony can't vote while incarcerated, on parole, or on probation in the State of Tennessee, and Terrancé Akins was one of those people — until this week.Akins will get to vote for the first time after serving 17 years in prison.When he was 17-years-old, Akins went to prison for especially aggravated robbery."I lost my family, I lost my freedom, and then I lost my right to vote," Akins said.He has started a non-profit called 'Blessed Incorporated' where he helps inner city kids stay out of trouble. It took four years, but now that he is on a steady path, he's excited to be able to vote for the first time. "It feels great. It feels wonderful," he said.In Tennessee, voting rights are restored when ex-felons complete their supervised release. Akins hopes his example will help encourage others to re-register to vote. "They give up on themselves, they give up on their lives, they figure that they can never really amount to anything, but that's not true. You have to believe in yourself and you have to believe that you matter and that your vote matter, and that's one thing that I did, I took the initiative to not just do this for me, but to do it for those that are coming behind me," said Akins.The voter registration deadline is on Tuesday, you can fill out a form online or sign up in person.Akins is now renting an apartment in Montgomery County. Early voting there starts Oct. 17 and runs through Nov. 1. Election Day is Tuesday, Nov. 6. 1575
