BEIJING, June 21 (Xinhua) -- China will launch a new icebreaker for use during an upcoming 2013 polar expedition, a senior oceanic official said on Tuesday.Both the new icebreaker and Xuelong ("Snow Dragon"), an icebreaker that operated in Antarctica, will form an Arctic-Antarctic maritime research team."China will have at least two icebreakers concurrently operating at both the north and south poles," Chen Lianzeng, deputy director of the State Oceanic Administration, told a national conference on polar research, which has been the first since 1984 when the country started expeditions in polar regions.The new icebreaker will boast facilities that will allow it to research the oceanic environment, integrate data for real-time oceanic monitoring, deploy and retrieve detectors and conduct aerial studies using helicopters, Chen said.The two icebreakers will conduct expeditions in polar regions for more than 200 days annually, he said.Fixed-wing aircraft will also be added to the expedition team before 2015, allowing researchers to be transported between China's Zhongshan and Kunlun research stations and Antarctica's Grove Mountains.The Kunlun station went into operation in early 2009 as the first Chinese research station on Antarctica's inland. The Zhongshan station, established in 1989, now serves as a supply base for the Kunlun station.A written comment by Vice Premier Li Keqiang sent to the conference said the polar research, a magnificent feat of the mankind, has great significance for China's oceanic work and sustainable development."Over the past two decades, China's polar research made great achievements and became influential globally," Li said.Li encouraged Chinese scientists to actively participate in international exchanges and cooperation, safeguard national interests and contribute to the peaceful use of polar regions.Since the early 1980s, China has sent 27 Antarctic expedition teams and completed four research missions to the Arctic Ocean.Besides the Xuelong icebreaker, China has built three Antarctic stations -- Changcheng (Great Wall), Zhongshan and Kunlun -- and one Arctic station -- Huanghe (Yellow River) Station.

BEIJING, Aug. 11 (Xinhuanet) -- Next year will bring a doubling in the size of the words that appear on cigarette packages to warn consumers of the dangers of smoking. Starting in April 2012, cigarettes produced and sold in China will bear a new warning label containing letters that will be no less than 4 millimeters in height. That will be twice the size of the current minimum, which stipulates that the letters be at least 2 mm from bottom to top, according to a notice written by the China National Tobacco Corp and published on the State Tobacco Monopoly Administration's website. Despite the intentions, many tobacco-control experts said the step is "minor" and that it fails to deal with the chief issue. "There is no use in making the font size even 100 times bigger if the warning is pointless," said Wu Yiqun, deputy director of the ThinkTank Research Center for Health Development, a Beijing-based non-governmental organization that advocates for the adoption of stronger smoking-control measures. Both Wu and Yang Gonghuan, director of the tobacco control office of the Chinese Center for Disease Control and Prevention, said the warning that now appears on cigarette packs is too weak. It says: "Smoking is harmful to your health. Quitting early is good for your health." "The package should inform consumers of the dangers of smoking in accordance with requirements adopted by the World Health Organization Framework Convention on Tobacco Control. (It should say that) smoking causes lung cancer, coronary disease and makes people grow old," Yang said. China decided in 2005 to ratify the convention, which also requires that tobacco warnings cover a third of the surface of cigarette packs. "Even if the size of the words is doubled, it still doesn't meet those standards," Yang said. "The Chinese practice is to draw a line to demarcate a third of a cigarette package, where the warning should be, but the words put on it are still very small." Experts said graphic health warnings could be printed on cigarette packs and used as a "scientific, direct and shocking" deterrent to smoking.Throughout the world, more than 1 billion people in 19 countries live under laws that require the packaging of various types of tobacco products to bear large, graphic health warnings. They often show pictures of black lungs and festering mouth sores, according to the World Health Organization. China, though, is excluded from those rules. Both Wu and Yang said the fundamental barrier to better control of tobacco use in the country is the fact that the China National Tobacco Corp, the country's largest cigarette-maker, is a subsidiary of the State Tobacco Monopoly Administration, China's tobacco regulatory body.

WASHINGTON, Sept. 15 (Xinhua) -- The rates of new lung cancer cases in the United States dropped among men in 35 states and among women in six states between 1999 and 2008, according to a report released Thursday by the Centers for Disease Control and Prevention (CDC).Among women, lung cancer incidence decreased nationwide between 2006 and 2008, after increasing steadily for decades.The decrease in lung cancer cases corresponds closely with smoking patterns across the nation, the report said. In the West, where smoking prevalence is lower among men and women than in other regions, lung cancer incidence is decreasing faster. Studies show declines in lung cancer rates can be seen as soon as five years after smoking rates decline.The report also noted that states that make greater investments in effective tobacco control strategies see larger reductions in smoking; and the longer they invest, the greater the savings in smoking -- related health care costs. Such strategies include higher tobacco prices, hard-hitting media campaigns, 100 percent smoke-free policies, and easily accessible quitting treatments and services for those who want to quit."Although lung cancer among men and women has decreased over the past few years," said CDC Director Thomas Frieden in a statement. "too many people continue to get sick and die from lung cancers, most of which are caused by smoking.
