(KGTV) -- Reopening guidance could be coming soon for California’s theme parks, which have been shut down since the onset of the coronavirus pandemic in March.A spokesperson for Gov. Newsom and the state’s Department of Public Health said guidelines for reopening theme parks, concerts, sporting events, and other mass gatherings could be issued this week.Some expect an announcement to be made as soon as Friday.Earlier this week, Disney announced 28,000 employees would be laid off at Disneyland and Disney World parks. Company officials placed part of the blame on Newsom for failing to issue reopening guidelines for theme parks sooner.When asked if he was giving in to pressure from Disney and other theme parks to reopen prematurely, Newsom said, “We are not putting the health and safety of people visiting the state or recreating the state at the parks at risk.”Michelle Steel, chairwoman of the Orange County Board of Supervisors, criticized the state for “dragging its feet” on issuing reopening guidelines for theme parks, specifically Disneyland in Anaheim and Knott's Berry Farm in Buena Park.“We need these parks to reopen not for our children and tourists but our businesses and communities that rely on them,” Steel said. “I am disappointed at the lack of progress California has made in this and every other area while other governments have made safe reopenings of their theme parks. California continues to delay and this has resulted in the loss of 28,000 jobs … All of this could have been avoided.”The California Attractions and Parks Association said they have seen a draft of the state reopening guidelines, but they are urging Newsom to make some changes.Downtown Disney and Universal CityWalk have reopened outside their respective theme parks with modifications.SeaWorld San Diego reopened in August on a limited basis, requiring reservations for visitors and limited access to exhibits. All of the park's coasters and rides are currently closed and some animal experiences are limited.The San Diego Zoo and Safari Park have also reopened in San Diego with limited offerings and modifications.City News Service contributed to this report 2172

(KGTV) – Military officials said search teams identified the location off San Clemente Island where an amphibious assault vehicle sank last week, resulting in the deaths of eight service members from a Camp Pendleton-based unit.I Marine Expeditionary Force said Tuesday the 15th Marine Expeditionary Unit and Makin Island Amphibious Ready Group “positively identified on Aug. 3 the location of the amphibious assault vehicle (AAV) that sunk off the coast of San Clemente Island on July 30.”Officials also said the Navy's Undersea Rescue Command “confirmed human remains were identified with remotely-operated video systems aboard HOS Dominator, an undersea search & rescue ship. The Navy has expedited the movement of assets to recover the remains of the Marines and Sailor, and raise the AAV.”Military officials said the AAV was participating in a training exercise when it started taking on water for unknown reasons at around 5:45 p.m. on July 30. Officials confirmed the AAV sunk 385 feet upon taking on water during a shore-to-ship manuever.Seven members of the Camp Pendleton-based crew survived the accident. Medics took two of them to Scripps Memorial Hospital La Jolla, where both were admitted in critical status. One was upgraded to stable condition as of Sunday night, Marine officials said.The other five rescued Marines received clean bills of health and returned to their units.Lance Cpl. Guillermo S. Perez of New Braunfels, Texas, was pronounced dead at the scene of the accident. Perez was a rifleman with Bravo Company, Battalion Landing Team 1/4, 15th Marine Expeditionary Unit.The 15th MEU, 1st Marine Expeditionary Force and Makin Island Amphibious Ready Group worked for nearly two days to locate more survivors, but they concluded the search-and-rescue operation Saturday after 40 hours of searching across 1,324 square miles.The other eight lost service members were identified as:-- Pfc. Bryan J. Baltierra, 18, of Corona, a rifleman with Bravo Company, BLT 1/4, 15th MEU-- Lance Cpl. Marco A. Barranco, 21, of Montebello, a rifleman with Bravo Company, BLT 1/4, 15th MEU-- Pfc. Evan A. Bath, 19, of Oak Creek, Wisconsin, a rifleman with Bravo Company, BLT 1/4, 15th MEU-- Christopher Gnem, 22, of Stockton, a Navy hospital corpsman with Bravo Company, BLT 1/4, 15th MEU-- Pfc. Jack Ryan Ostrovsky, 21, of Bend, Oregon, a rifleman with Bravo Company, BLT 1/4, 15th MEU-- Cpl. Wesley A. Rodd, 23, of Harris, Texas, a rifleman with Bravo Company, BLT 1/4, 15th MEU-- Lance Cpl. Chase D. Sweetwood, 19, of Portland, Oregon, a rifleman with Bravo Company, BLT 1/4, 15th MEU-- Cpl. Cesar A. Villanueva, 21, of Riverside, a rifleman with Bravo Company, BLT 1/4, 15th MEU"Our thoughts and prayers have been, and will continue to be with our Marines' and sailor's families during this difficult time," said Col. Christopher Bronzi, commanding officer of the 15th MEU. "The steadfast dedication of the Marines, sailors and Coast Guardsmen to the persistent rescue effort was tremendous."In a prepared statement released Monday, U.S. Secretary of Defense Mark Esper said "(a) grateful nation and the Department of Defense grieves the tragic loss ... of these brave young men.""Their service, commitment and courage will always be remembered by the nation they served," Esper said. (KGTV) -- The brother of San Diego hiker Paul Hanks is talking about his ordeal in Joshua Tree National Park. The best news they have to share with the public - Hanks is expected to make a full recovery. "Sunday was his birthday, he turned 54," said Dr. Steven Hanks, his brother. "He likes to take a hike on his birthday so he had gone out to Joshua Tree National Park after spending the morning with (our) mother."RELATED: Missing San Diego hiker found injured in Joshua TreeThe 54-year-old left San Diego on Sunday, March 11. His brother said he was reported missing on Tuesday, March 13 after he failed to show up to a meeting with his ex-wife in Las Vegas. Hanks' truck was found near the Maze Loop and Hanks was found by a member of the Joshua Tree Search and Rescue crew on Thursday, March 15. According to his son-in-law, Hanks broke his ankle and fractured his skull after falling 20 feet. He was missing for four days and buried himself in the sand to stay warm, drinking rainwater to stay hydrated until he was found."He had a very harrowing experience. It's a compelling story of survival and we were just stunned when they found him," Hanks' brother said. "I think he's just incredibly thankful to be alive." When asked if he thought the experience hiker would ever return to Joshua Tree National Park, his brother said:"I think he'll absolutely go back. I do know if he goes back, he won't be going back without a satellite phone...a flare gun," he said, smiling. "He really thought he was going on a minimal risk venture. It was just one of those unfortunate accidents that occurred."      1682

  

A 4-year-old girl was left alone inside a minivan overnight in a Milwaukee tow lot, Public Works Commissioner nominee Jeff Polenske said Tuesday at a news conference. Late Monday night, an impaired female driver was pulled over and arrested for an OWI when the vehicle was towed. Officers removed a 10-month-old child from the vehicle, but neglected to remove a 4-year-old girl from the backseat.Polenske said it wasn't until a tow lot employee heard the young girl crying that the girl was removed. Officials towed the car to the lot on around 12:30 a.m. The child was not discovered until around 8:30 a.m. Upon discovery, the child was checked by fire officials for immediate harm and later transported to the hospital for further review. Data from local meteorologists shows temperatures dipped as low as 19 degrees Monday night while the child was in the car.Milwaukee Public Works is reviewing more on the situation.   976

  

(KGTV) - Leave it to Hollywood professionals to come up with the best block party on Halloween.A group of Santa Monica homes along 16th St. is known for decorations so elaborate, they drew a crowd of 15,000 visitors Tuesday night.The Hollywood Reporter identified one of the homes as belonging to filmmaker Kenneth Carlson and singer-songwriter Katrina Carlson.A 10News viewer said local police cordoned off the street to provide a traffic-free zone. 478
