BEIJING, Oct. 19 (Xinhua) -- The Communist Party of China (CPC) Central Committee recently held a meeting to solicit opinions and recommendations of non-Communist party members about the national development plan for the next half-decade, according to a statement Xinhua received Tuesday.At the meeting, Chinese President Hu Jintao, also General Secretary of the CPC Central Committee, briefed leaders of the non-Communist parties and the All-China Federation of Industry and Commerce, as well as other celebrities without party affiliations, on the drawing up of the documents of the Fifth Plenum of the 17th CPC Central Committee.In the communique, issued after the four-day plenum concluded Monday, the CPC set the development agenda for the next five years with key objectives to achieve breakthroughs in economic restructuring and improve living standards nationwide.Chairpersons of the eight non-Communist parties, the All-China Federation of Industry and Commerce, and Chen Zhu, the health minister who is not a member of any political party, said they agreed with the CPC Central Committee's overall concept and arrangement of the development plan for the next five years.They also made suggestions on issues, including the transformation of the economic growth mode, fostering emerging industries with strategic importance and improving China's innovative edge.After hearing their speeches, Hu said the CPC would earnestly study and adopt these opinions, and it would continue to expand and consolidate the patriotic united front to pool all forces that can be united to build a moderately prosperous society in an all-round way.In a separate meeting Tuesday, Du Qinglin, head of the United Front Work Department of the CPC Central Committee, explained the key points of the speeches by CPC General Secretary Hu Jintao and Chinese Premier Wen Jiabao at the plenum to leaders of the non-Communist parties and the All-China Federation of Industry and Commerce, as well as other celebrities without party affiliations.

BEIJING, Oct. 28 (Xinhua) -- The Chinese government on Thursday issued the full text of Premier Wen Jiabao's explanation on a proposal that will play a crucial role in shaping the country's development over the next five years.The Communist Party of China (CPC) Central Committee's Proposal on Formulating the Twelfth Five-year Program (2011-2015) on National Economic and Social Development was adopted at the Fifth Plenum of the 17th CPC Central Committee that ended Oct. 18.Wen's explanation focused on five parts, including China's social and economic development over the past five years, the guiding principle and goals for development in next five years, major tasks in economic development, major tasks in improving social undertakings and people's livelihoods, and major tasks in deepening reform and opening-up.Wen made the explanation on Oct. 15 when the CPC Central Committee session began.The proposal stipulated scientific development as the theme of the 12th Five-year Program, said Wen, noting this is also the first time for a five-year program to include scientific development as its theme.The Scientific Outlook on Development shall be implemented in all sectors of reform and opening-up and the modernization drive, he said.According to Wen, the State Council will make the draft of the 12th Five-year Program based on the proposal. The draft will be submitted to the National People's Congress session next March for deliberation and approval.

TOKYO, Oct. 5 (Xinhua) -- Japanese Foreign Minister Seiji Maehara said Tuesday that he will try hard to rebuild a "strategic, mutually beneficial relationship" with China.During a luncheon meeting at the Foreign Correspondents' Club of Japan, Maehara said he will strive to mend ties with China as foreign minister.He also welcomed the agreement between Prime Minister Naoto Kan and Chinese Premier Wen Jiabao in Belgium Monday to resume talks between high-level officials of the two countries.Earlier in the day Chief Cabinet Secretary Yoshito Sengoku expressed his hope for the improvement of Japan's relations with China."Promoting a strategic, mutually beneficial relationship and improving ties between Japan and China will be positive not only for the two countries but also for other Asian countries or countries around the world, especially for their economies," said Sengoku at a regular press conference in Tokyo.China-Japan relations have been soured recently after the Japanese Coast Guard illegally seized a Chinese fishing boat and detained the crew on Sept. 8 in waters off the Diaoyu Islands in the East China Sea.Japanese authorities insisted on performing a so-called domestic judicial procedure against the crew despite strong protests from the Chinese government and public. The crew and the boat were released later.
