SAN DIEGO (KGTV) - A San Diego man is accused of having and distributing explicit images of minors.According to a federal complaint that was just unsealed authorities allege Gilad Daniel Reifler knowingly distributed visual depictions of a minor engaging in sexually explicit conduct and possessed images of minors engaged in sexually explicit conduct.The federal documents say agents used peer-to-peer file sharing software to connect to his computer in January 2017 and obtain more than four thousand images. Agents say they were able to connect to the computer on two other dates and obtain more sexually explicit files.According to the complaint in June of 2017 agents searched Reifler’s home where they claim he admitted to obtaining and distributing child pornography via the same P2P file-sharing program that they used to obtain the images from a device in his residence.Court documents say, “following the execution of the search warrant I reviewed media seized from Reifler’s residents. The results showed over 170,000 images and over 10,000 videos depicting minors engaging in sexually explicit conduct on media seized.”A man who identified himself has Gilad Reifler told Team 10 investigator Adam Racusin he had no comment about the allegations.10News tried to get a hold of Reifler’s attorney, but as of this writing have not heard back.The FBI tells Team 10 they can’t comment on anything outside of what’s already in the public documents. 1466

SAN DIEGO (KGTV) - A San Diego law student is making parking less expensive downtown. The city approved to lower rates and extend parking hours along Third Avenue and Cedar Street on Thursday. It's no secret downtown parking is tough. "Sometimes it’s just hard to find one," said Oday Yousif. "That’s the problem. It’s never guaranteed."For students at Cal Western Law School, it's not any easier. "8 o'clock in the morning, that’s when the meters start running. That’s when most classes start; they’re already full," said Yousif. There are 26 metered spots on Third Avenue and Cedar Street right next to the school. "My bank statement is just filed 'City of San Diego parking'. .25 an hour for a max of two hours. So, after those two hours, you have to move your car or you’ll get a ticket," said Yousif.He got three tickets in one year. "They’re about 60 to 70 dollars, and then there’s a fee. I've appealed every single one I've got."Yousif wrote an email to the city to try to fix the situation. He worked on a resolution with the Downtown Parking Management Group for ten months. They proposed lowering the rate to 50 cents per hour for up to four hours of parking. "Giving us 50 cents an hour is not only beneficial to help students, but doing it at four hours is the perfect combination to help students who are just trying to have an ideal parking scenario," said Yousif. That proposal was approved unanimously by the City Transportation Engineering Division on Thursday. SAN DIEGO (KGTV) - A new study released Wednesday by a University of California San Diego professor is making claims about inhumane treatment of asylum seekers in detention centers along the border."Over 1 out of every 3, or 34.7%, of the asylum-seeking heads of households reported issues related to conditions in immigration detention, treatment in detention, or medical issues," the report headed by Tom K. Wong, PhD, said. He is an Associate Professor of Political Science at UC San Diego.The study was conducted from October 2018 through June of 2019, with 7,300 migrants.Here are some of the findings:Among those who reported issues in immigration detention, 61.8% reported issues related to food and water, including being fed frozen or spoiled food, not having enough to eat, not being given formula for infants, not being given water, and having to drink dirty water, among others;Among those who reported issues in immigration detention, 34.5% reported issues related to hygiene, including not being able to shower, dirty bathrooms, and not having a toothbrush or toothpaste to brush their teeth, among others;Among those who reported issues in immigration detention, 45.6% reported issues related to not being able to sleep, overcrowded conditions, confinement, and the temperature being too cold in la hielera (ice box);232 asylum-seeking heads of households reported verbal abuse, including being told “go back to your f****** country” and “you’re an ape,” among other examples;40 asylum-seeking heads of households reported physical abuse, including being thrown against a wall, among other examples; and18 asylum-seeking heads of households reported having their physical property taken, including their passports and travel documents, among other examplesCustoms and Border Protection's Transport, Escort, Detention and Search (TEDS) Directive is outlined as follows:"Regular hold room checks should be conducted and recorded to ensure proper occupancy levels, safety, hygiene, and the availability of drinking water. SAN DIEGO (KGTV) - A San Diego Immigration and Customs Enforcement Agent accused of pointing a gun at a man in East County was charged Tuesday.Investigators said Agent Ed Zuchelli waved the gun at a young man who was riding a dirt bike in Lake Murray on February 16.Zuchelli is also accused of driving drunk. San Diego Police confirm he was in a government-issued vehicle at the time of the arrest. SAN DIEGO (KGTV) — A powerful 7.5-magnitude earthquake along Mexico’s southern coastline Tuesday was felt hundreds of miles away.Thousands of people ran into the streets as buildings swayed back and forth. A hospital in Mexico City was evacuated; patients were sent to wait outside until they were given the all-clear.According to Mexico’s civil protection agency, four people were confirmed dead.The earthquake was centered just east of the popular tourist destination Huatulco, Oaxaca. According to Mexican officials, the damage was not widespread.“Right now, we’re working together with the Mexican Army, the Mexican Marines, and the National Guard,” said Ricardo Gamez, personal secretary to the mayor of Huatulco.“The Mayor, Giovanne González García, has visited hospitals, checking buildings, homes,” he said. “We have a lot of damage. We are doing evaluations of the houses and the buildings.”Gamez said shelters were set up for anyone in need.In San Diego County, Imperial Beach Mayor Serge Dedina was left with concerns as he has close ties to the coastal town.“There’s a strong Oaxacan community in southern California, especially San Diego,” said Dedina. “Most hardcore surfers in San Diego know that coast really well.”Outside of his duties as mayor, Dedina runs Wildcoast, an international team that conserves coastal marine ecosystems and wildlife, including sea turtles in Mexico.“We have an office in Huatulco, our office received some damage I talked to our staff member there who was shaken up and in the office when the earthquake happened,” he said. “Talked to our interns, we have two paid interns that come from an indigenous community where they work to protect sea turtles; they were on the road near the epicenter when it happened.”Dedina said all three people were not injured.“It’s really a remarkable place in Mexico and probably some of the warmest, friendliest people on the planet,” he said. “Very shocked when we heard this happened and wishing our best to all our friends in Oaxaca.” 2024
