BEIJING, Oct. 26 (Xinhua) -- The State Council, or China's cabinet, has decided to create a food allowance for about 26 million needy students nationwide, according to a statement issued on Wednesday.Each student will receive an average of three yuan (47 cents) daily from the central budget, said a statement issued after a State Council meeting presided over by Premier Wen Jiabao.The policy will be implemented on a trial basis in 680 less-developed counties, the statement said.Authorities will have to allocate a total of 16 billion yuan annually from the central budget to meet the policy's requirements, it said.The money will be given to schools instead of directly to the students' families, allowing the schools to provide more and better food in their canteens, the statement said.Efforts will be made to build better canteens in rural primary and middle schools, the statement said.The statement added that daily allowances for needy students at primary boarding schools will also be increased from three to four yuan, while those for students at middle boarding schools will rise from four to five yuan.

BEIJING, Dec. 29 (Xinhua) -- Chinese authorities broke up more than 1,800 dens that made or sold counterfeit drugs in cases that involved 3.35 billion yuan (530 million U.S. dollars) in a two-year crackdown, according to the State Food and Drug Administration (SFDA).During the campaign, 13 government departments mobilized more than one million law enforcement workers to combat the sale of fake drugs via online advertising or consignment, seizing more than 5,000 kinds of illegal products, said SFDA deputy head Bian Zhenjia Thursday at a meeting.According to Bian, the action also targeted malpractice during the manufacturing process as well as selling non-pharmaceutical products as drugs.In the operation, authorities conducted more than 28,000 on-site inspections in medicine production factories and halted the production of 98 varieties of drugs, Bian said.However, Bian noted that problems still exist, including rampant illegal drug advertising and online sales of fake drugs, improper manufacturing practices and outdated laws and regulations concerning drug safety.Bian said the SFDA will continue to cooperate with other government departments and step up supervision and crackdowns on the online sale of fake drugs.

BEIJING, Dec. 2 (Xinhua) -- China cannot use its 3.2 trillion U.S. dollars in foreign exchange reserves to rescue other countries, a senior diplomat said on Friday."The argument that China should rescue Europe does not stand, as reserves are not managed that way," Vice Foreign Minister Fu Ying said at the Lanting forum, a gathering of Chinese officials, scholars and social groups held by the Ministry of Foreign Affairs to discuss international issues and foreign policy."China is not absent from international efforts to rescue Europe; it has been a positive and healthy participant," Fu said.Since the outbreak of the European financial crisis, China has dispatched more than 30 procurement delegations to Europe, helping to boost imports from the continent, Fu said.Fu added that there are many misunderstandings about the use of China's foreign reserves. "Foreign reserves are not domestic income or money that can be disposed of by the premier or finance minister," she said."Foreign reserves are akin to savings, and their liquidity should be ensured," Fu said."Foreign reserves are not revenue and cannot be relocated randomly. Under this circumstance, China should take the prospect of yields into consideration if it invests its foreign reserves," said Tian Dewen, an analyst at the Institute of European Studies at the Chinese Academy of Social Sciences.However, the outlook for the economic situation in the eurozone is currently uncertain, Tian said.Fu said China learned a lesson about the importance of foreign reserves during the Asian financial crisis of the late 1990s. BEIJING, Dec. 27 (Xinhua) -- The People's Bank of China (PBOC), China's central bank, announced Tuesday that it is banning local regions, institutions or individuals from setting up gold exchanges apart from the existing Shanghai Gold Exchange and Shanghai Futures Exchange.The country also bans the establishment of any gold trading platforms in other exchanges, a statement on the PBOC website said.The statement said the country has ordered a cease to the building of any new gold exchanges or trading platforms. Those which have opened for business must cease operations.The ban came amid bigger risks in gold trading after some local regions, institutions and individuals grew enthusiastic in setting up gold exchanges and trading platforms in recent years as gold prices soared, which led to a surge of illegal practices due to inadequate management, the statement said.It added the central bank will work with the Shanghai Gold Exchange and Shanghai Futures Exchange to boost the healthy development of the country's gold trading market.
