SAN DIEGO (KGTV) — Residents in Ocean Beach are taking their concerns over what they say is a dangerous intersection to the OB Planning Board.Isaac Darby, Vice President of the OB Neighborhood Watch, says the intersection in question is Saratoga Ave. and Ebers St., situated near a children’s park and blocks away from Ocean Beach Elementary.The OB Neighborhood Watch group wants to see a four-way stop sign at the intersection. “People kind of pick up momentum seeing that the stop sign on Santa Monica is the last one all the way before the stoplight at Voltaire, so it’s kind of the last stop before you just can bonsai out of town,” said Darby.In addition to speeding, he says large trucks are often parked on the street causing blind spots. Darby says the intersection is most dangerous during the morning and evening commutes, for both drivers and pedestrians.Darby’s initial application to the city for a four-way stop sign was denied; he was told it didn’t meet city requirements. Now he and other residents are taking their concerns to the OB Planning Board in hopes of building a stronger case.The OB Planning Board Chair says the board can request a traffic study. Once it's complete, the city will review it and make a recommendation. “My plea is do something proactive before we have to be reactive and someone gets hurt or worse,” said Darby. “A lot of the little accidents and fender benders aren’t reported.”Darby says the community is only growing and that they hope to get ahead of problems. 1518

SAN DIEGO (KGTV) - San Diego Police have located a woman who disappeared from a Hillcrest bar in October. Lindsey Snider separated from her friends at Urban Mo's on October 28 just after midnight, police said. Officers found her cell phone on November 6.Police said Tuesday in a report that Snider is from Michigan and is not familiar with the San Diego area.Police said Snider has a history of disappearing when she uses heavy amounts of alcohol. 460

SAN DIEGO (KGTV) - Republicans in Congress have one final option to challenge the 2020 presidential election outcome. Still, an expert from UC San Diego says it's "entirely impossible" that it would succeed.On Jan. 6, both houses of Congress will meet to vote on the Electoral College results. It's a Constitutional formality that gives Congress the ultimate, final say in who will be the next president."Normally, this is what marks an election as over," says UC San Diego Political Science Department Chair Thad Kousser. "But with this year, everything is different."If one Representative and one Senator object to the Electoral College results during that vote, both houses have to go to their separate chambers and vote on the objection. If both agree to the objection, electoral votes can be thrown out.Alabama Republican Rep. Mo Brooks has already said he will object. He's looking for a Senator to join him."In my judgment, if only lawful votes cast by eligible American citizens are counted, President Trump handily won the electoral college and a second term as president," Brooks said in a speech to the House of Representatives on Dec 3.In that speech, he claimed, without presenting evidence, that millions of non-citizens voted in the election in several states."As such, it is my duty, under the U.S. Constitution, on January 6th, if the required one Senator will join me, to object to and later vote to reject electoral college submissions from states whose election systems are so badly flawed as to render their vote submissions unreliable, untrustworthy, and unworthy of acceptance," he said.Even if he files the objection, Kousser says it's just a political stunt."It's entirely impossible that the Democratic-controlled House will object to (electoral votes)," says Kousser. "And it's very unlikely the Republican-held Senate will as well."Kousser says moderate Republicans in the Senate, like Lisa Murkowski, Mitt Romney, and Susan Collins, have already said they won't vote to reject electoral results.Kousser believes Brooks' objection and any support it receives is a way to pander to outgoing President Trump, who still has control over a large following and can impact future Republican elections.Kousser says it would also lay the groundwork for another four years of political divisiveness in Washington, D.C."It's really about partisan gain," he says. "I think you have one side that wants to use every tool in its toolbox to de-legitimize the winner of this election, no matter what the costs."Democrats in the House filed similar objections in 2001, 2005, and 2017. SAN DIEGO (KGTV) - San Diego County homebuyers could be gaining an upper hand in negotiations as the region's housing market slows.A new report from real-estate tracker CoreLogic says 2,936 homes changed hands in San Diego County in November, an 11 percent drop from November 2017. Meanwhile, the rate of home-price appreciation slowed to 4.6 percent year-over-year. The median home price was 5,000 in November."It's a good time to get in there," said Mark Goldman, a San Diego loan officer with C-2 Financial. "There's more selection of homes to purchase, and there's probably sellers who are more willing to consider offers maybe a little bit below their list price, and so forth."CoreLogic says Southern California as a whole has seen its biggest sales drop in three years. The company says higher interest rates and the volatile stock market could be contributing to buyer pullback. The average rate for a 30-year-fixed is now 4.55 percent, up about a half percent from a year ago. Goldman said qualifying families, even with a few percent cash down, should be able to get an offer accepted in this market."Be cautious, make an offer at a good price, work with a professional realtor who can guide you to a reasonable price, but if you're going to be in that house five years or so, I think you'll be happy," Goldman said.Goldman said the market is coasting at a rate of appreciation that is more sustainable. He said the 6 to 8 percent annual price growth could not last with wages not growing nearly as fast, he said. SAN DIEGO (KGTV) – San Diego businesses are still waiting for any information on the resumption of indoor services, such as indoor dining, and the long wait has some frustrated and at a breaking point.“The first five years were hard, but I never thought it would be a pandemic that brought me to my knees,” said Yuda Phia, who has owned Time Out Sports Tavern in downtown San Diego for 10 years.Piha and wife Sarah got married days before the pandemic forced the shutdown, and the restaurant's first closure.Sarah Phia explained the extra measures they've taken to meet or exceed the guidelines laid out the first time they reopened, including Plexiglas dividers and staff retraining.Sarah, a graphic designer, made the signage throughout the establishment that enforced mask wearing and social distancing.Setting up tables on the sidewalk isn't really an option for Time Out, which is located downtown on Broadway near 7th Avenue along a busy two-way street that gets constant bus and truck traffic and has narrow room for patrons.County officials have said they expect new state-directed timelines in the coming days for reopening businesses, but Supervisor Jim Desmond said Tuesday that he doesn't know what they will be.Desmond has advocated for the safe reopening of businesses, but he said the county’s hands are tied as control lies in the governor's hands. The decision is also entirely independent from the state’s watch list, which San Diego County was removed from on Tuesday.The orders were issued concurrently, but not together, so there is no automatic trigger point when businesses would reopen.Desmond wishes the state would reauthorize local control so that the county could make some reopening decisions independently going forward. 1758
