(KGTV) -- The man caught on video being arrested outside a La Mesa trolley stop has filed a lawsuit against the City of La Mesa.The lawsuit was filed by Amaurie Johnson against the City of La Mesa, Matt Dages, and six John Does.The lawsuit alleges arrest without a probable cause, negligence, excessive force, and violence because of race.The suit comes after viral video showed Johnson’s controversial arrest outside a La Mesa trolley stop in June. In the video, an officer is seen pushing Johnson into a sitting position on a bench. Mr. Johnson and I are discussing our options as far as moving forward with a complaint with the city of la mesa and potentially taking this to state or federal court," Johnson's attorney Troy Owens said in a previous news release. Troy Owens, Johnson's attorney, told ABC 10News, "Mr. Johnson does not feel that his situation or his experience is unique. And we're seeing a pattern of behavior specifically coming from the City of La Mesa and the La Mesa police department, and that is upsetting to everyone."Owens added, "The City of La Mesa pledged transparency and pledged accountability, and we are seeing the exact opposite of that. We're seeing closed investigations. We're seeing no action being taken we're not being given any information, and it's upsetting ... LEE COUNTY, Fla. -- A young girl born without an arm now has a prosthetic one after teachers at Sunshine Elementary in Lehigh Acres made an arm just for her.It's a dream come true for student Dulce Jaimes.  "I didn't know what was happening until Mr. Demeri showed up," Dulce said. The third grader was born without half an arm, but recently received a prosthetic one after her teacher decided to use a 3-D printer to make one. "She was perfect before the arm," teacher Rachel Canino said.  "Now that she has the arm, she's a celebrity."A celebrity who's an extra helping hand for her family.  "I can help my mom out with my brother," Dulce said. "When I get two yogurts because they're small, I let the other one carry it and I hold the other one." Eric Demeri, who made Dulce's arm, started the 3-D printing lab back in the fall. He said originally the lab was for printing things like pencil holders. But after getting word of Dulce's situation he was up for the challenge of something bigger.Demeri said he had never printed something that took more than six hours. But Dulce's arm took nearly 40 hours, with some failed attempts. Eventually, he got it right.  "When I actually got it to work and I had my daughter testing it out, I'm like, ‘This is going to be, this is going to be pretty big for Dulce,’" he said.Now she's lifting water bottles, pencils and pretty much anything she can get her hands on.She said she was thankful."It was really nice of you," she said.  "I was excited, and thank you Mr. Demeri."   1638

Lawmakers emerged from a classified administration briefing expressing concern about administration policy on Syria and the legal justification for last week's military strikes against the regime of Bashar al-Assad."I am very unnerved by what I'm hearing and seeing," said Sen. Lindsay Graham, a South Carolina Republican, who said the briefing on the strikes made him more worried, not less. The administration is "going down a dangerous path" with regards to Syria, he said, without offering details.Washington, along with London and Paris, launched airstrikes in the wee hours of Syria's Saturday morning in response for an April 7 attack on the rebel stronghold of Douma that killed about 75 people, including children, and left another 500 in need of treatment for symptoms consistent with chemical weapons exposure.The strike came just 10 days after President Donald Trump had said he wanted to get out of Syria, raising confusion about administration policy."I want to get out," Trump said during an April 3 news conference. "I want to bring our troops back home. It's time."But on April 13, when he announced the strikes, Trump said the US would be undertaking a sustained diplomatic, military and economic response to stop the use of chemical weapons, and officials said the US would remain focused on defeating ISIS.Senators leaving Tuesday's briefing seemed to indicate that Trump's isolationist impulses are going to win out, regardless of the consequences for US global influence, American national security interests or the fate of the region, where Iran is vying for larger influence and Russia has established itself as a power broker, edging out the US.Democratic Sen. Moscow, meanwhile, has said that the devastation in Douma was faked by foreign intelligence agencies looking for a rationale to attack Syria.On Tuesday, Russian state media reported that Russian military had discovered a chemical laboratory and warehouse in Douma that they claimed belonged to "militants."Russian and Syrian control of the site has raised concerns, and on Tuesday, the French foreign ministry said it is "very likely" that evidence could "disappear" from the site of the alleged attack as OPCW inspectors still have not made it?to the site."To date, Russia and Syria still refuse access?to the site of the attack even though the investigators arrived in Syria on April 14," the French foreign ministry said in a statement.Russian Foreign Minister Sergei Lavrov has denied that the Douma site had been tampered with, while a representative of Russia's military said on Monday that the OPCW inspectors will reach Douma on Wednesday. 6683

La Mesa (KGTV)- It’s being called one of the most progressive marijuana ordinances in the county. The city of La Mesa plans to unveil its proposed rules this week. City leaders believe lifting limits is the key to defeating illegal pot shops. If passed, the City of La Mesa would be the first in the county to put forth an ordinance without a hard cap on the number of dispensaries within city limits. “We didn’t play that game,” says La Mesa City Council Member Bill Baber. “We’re basically saying they’re in our commercial areas, they have to be regulated, and the market itself will flush out how many get to exist.” Councilmember Bill Baber says the proposed ordinance would weed out illegal pot shops by operating a path to run a legitimate business. It’s a different approach than the one in Chula Vista. City leaders hope a limited number of legal dispensaries will drive customers away from illegal pot shops. Currently, there is only one legally operating dispensary within La Mesa city limits. “We’re proposing our dispensaries that have legally been selling medicinal marijuana to also move one step forward and to sell recreational. It’s the same product.”Under the new laws, the dispensaries will be taxed. The money will go to the city’s general fund. It will help with putting more officers on the street and shutting down illegal operations. Councilman Baber says the city estimates the new ordinance will bring in nearly million a year in city taxes. The funds will also be used to clean up old run-down buildings that once housed illegal dispensaries. “In 4 years our city attorney and our police have shut down 26 of these,” says Baber. West La Mesa Resident, Erik Egelko, says the boarded-up businesses are now bringing in squatters. Behind an old, illegal pot shop on El Cajon Boulevard sits old furniture, trash and the rancid smell of urine. “It just really turned into a slum,” says Egelko. “I see west la Mesa as having this incredible potential.” The La Mesa City Council will be reviewing the ordinance during tomorrow’s city council meeting.
