(KGTV) - California's nearly 3-year-old ban on single-use plastic bags may be having an unintended impact: a spike in shoplifting.In late June at Major Market in Escondido - just before closing time - two women are recorded sauntering down the liquor aisle, before they begin stuffing their bags. "They're putting in our high-end champagne. About a bottle," said night manager John Kuper.By the time they're done, they collect seven bottles of champagne and one bottle of vodka."They didn't establish eye contact when I said goodbye to them. Their purses looked awfully full," said Kuper.Kuper says when he later looked at the video, he saw them walk out without paying. "Makes me sick to my stomach. That's your profit coming out of the registers there ... We believe the same women may have come in a month before and stolen champagne," says Kuper.Kuper's market is not the only one feeling the pain, as these scenes become more and more common. The Neighborhood Market Association estimates shoplifting losses at local groceries has climbed from 25% to 30% since the ban became law in 2016. Kuper says with so many customers now bringing in their own bags, spotting shoplifters is a big challenge."If they walk out with their own bags, we can't check every bag," said Kuper.Hiring extra security at the door is pricey and risks alienating customers. Entertainment center Dave & Buster's is possibly facing bankruptcy if a deal with a lender isn't struck, the Wall Street Journal reports.According to the WSJ, in a cost-cutting measure, the company would layoff 1,300 employees.In a news release, Dave and Busters said that they saw its year-to-year revenue in its second-quarter fall 85%, from 4.6 million to .8 million.The coronavirus pandemic forced Dave & Buster's to shut down most of their locations nationwide.The company said as of Sept. 9, the company had reopened 89 of its 137 stores. 566

ENCINITAS, Calif. (KGTV) - Construction is underway on bike and pedestrian improvement projects in North San Diego County.Paths will be built beneath the Interstate 5 overpasses at Santa Fe Drive and Encinitas Blvd.The work, which will cost .5 million, should be finished in late summer 2019.During construction, drivers can expect traffic delays. There will also be periodic noise and lights.“Construction activities have been designed to reduce impacts to anyone using these intersections,” said Caltrans Project Manager Arturo Jacobo. “While there will be narrowed lanes, we do not anticipate any lane closures during construction. Additionally, we are installing a temporary protected path for pedestrians and people on bikes, which now only exists along westbound Santa Fe Drive.”The projects are part of the North Coast Corridor Program, which will eventually add carpool lanes to I-5, double track the coastal rail corridor, provide walking and biking trails, and complete environmental restoration. 1017
