SAN DIEGO (CNS) - The wife of an active-duty Marine stationed at Camp Pendleton is due in court Thursday on charges of sexually abusing a 15-year-old foreign exchange student who was living with her family on the base.Nicole Marie Wilson, 22, is accused of engaging in sex acts with the unidentified teen on Sept. 20 against his wishes, according to court documents.A detention hearing is scheduled Thursday morning for Wilson, who pleaded not guilty Tuesday to a single count of sexual abuse of a minor in San Diego federal court.Court documents allege Wilson sat next to the boy on the living room couch and asked him to promise that he wouldn't tell her husband, no matter "whatever happens tonight."After their initial encounter made him uncomfortable, the boy told investigators he went to sleep and awoke to Wilson touching him, then performing oral sex on him. She asked him twice whether she should continue, and one time he said, "No," yet she continued anyway, then later had sexual intercourse with him, according to the criminal complaint.She later "apologized" to him "and acknowledged" that it was not consensual, the documents allege.Wilson allegedly told Naval Criminal Investigative Service investigators she had been drinking on Sept. 20 and "blacked out" while watching television with the boy, but denied anything sexual occurred. But a search of her cell phone revealed WhatsApp messages between herself and the teen that confirmed the sexual encounter, court documents allege.It was not clear how long the teen had been living with the family, nor what country he traveled from as part of the foreign exchange program. 1648

SAN DIEGO (KGTV) — A girl was killed while walking across Interstate 5 near the San Clemente Border Patrol facility Thursday.It's unclear how the young girl made it onto the roadway. CHP officials said the unaccompanied Hispanic girl was walking northbound on I-5, just south of the border inspection station before 10 a.m.The girl then crossed the freeway, walking westbound through traffic, the CHP said. She was in the number two lane when she was struck by a 2008 Chevrolet driven by a 21-year-old man from San Diego.CHP said the man was driving at about 30 miles per hour when he struck the girl. He tried to avoid her but was not able to apply the brakes in time. He remained at the scene for troopers to arrive.The girl was flown to Scripps Memorial Hospital La Jolla but died of her injuries.CHP officials did not release a name or age of the girl. SAN DIEGO (KGTV) - A broken water line in Tijuana sent a mixture of potable water and untreated sewage across the U.S.-Mexico border. The 7.8 million gallon spill, which started Sunday night at 7:30 p.m., was stopped Monday afternoon, according to a spokesperson from the International Boundary Water Commission.A spokesperson for the IBWC said the 16-inch potable water line broke near Agua Caliente Blvd. in Tijuana. The ruptured portion of the pipe has been repaired.Mexican water officials shut down Tijuana’s pump station because the water flow exceeded the station’s capacity, the IBWC said. “Water and untreated waste water continues to flow into the United States,” said IBWC officials.County Beach and Bay Monitoring Program staff members tell 10News the flow was stopped before it could impact local beaches and there is no risk at this time. 860

SAN DIEGO (CNS) - The San Diego-based Institute of Public Strategies reminded residents Tuesday that reduced alcohol usage plays a large part in suicide prevention and increased mental health, especially among teenagers and young adults.According to the San Diego County Medical Examiner, alcohol use was a factor in 30.8 percent of county suicides in 2016. Data from the National Alliance on Mental Health shows that roughly 29 percent of people with a diagnosed mental illness abuse drugs and/or alcohol. The abuse of alcohol can mask conditions like anxiety and depression, and can also impair judgment and spur impulsive behavior -- two factors that lead to suicidal tendencies, according to IPS.The risk for teenagers and young adults is especially high because alcohol and drug abuse can hamper mental and physical development. California school districts with students in grades 7-12 are required to develop policies that aid in preventing suicide and reducing the risk of suicide. Teachers are also trained to recognize the signs of drug and alcohol abuse among teens and young adults.According to IPS, which focuses on public health and safety issues, and the San Diego County Office of Education, helping youth learn about the dangers of alcohol abuse is one of the most important suicide prevention tools educators can use."It is common to see substance use disorder coupled with mental disorders,'' said Heather Nemour, project specialist for the SDCOE's Student Support Services department. "Understanding the role of substance use in suicidal behavior and how to intervene early is a critical component of school staff training in reducing youth suicides.''Local policy can also help reduce alcohol abuse in all demographics, according to the nonprofit, which advocates taking steps to increase alcohol taxes, limit alcohol sales to a certain number of outlets and enforce limits on when alcohol can be sold, using tools like blue laws, to promote healthy lifestyle choices and reduce the risks of abuse and suicide. 2038
