NATIONAL CITY (CNS) - Authorities today identified a motorcyclist who was killed in a collision at a South Bay intersection.Andrew Balderas, 21, of San Ysidro, was riding a Yamaha motorcycle eastbound in the 100 block of Mile of Cars Way just before 7 a.m. Thursday when a Toyota minivan made a left turn directly into his path at Transportation Avenue, according to the San Diego County Medical Examiner's Office.Balderas, who was wearing a helmet, struck the minivan and was ejected onto the roadway, according to a Medical Examiner's Office statement.An off-duty emergency medical technician arrived shortly after the collision, called 911 and began performing CPR on Balderas, the Medical Examiner's Office said. When paramedics arrived, Balderas was unresponsive and had no pulse. He was transported to UCSD Medical Center in Hillcrest, but doctors were unable to revive him.The minivan driver remained at the scene and cooperated with investigators, National City police Sgt. Jeffrey Meeks said.Intoxication was not believed to have been a factor in the collision, Meeks said. 1090

(KGTV) -- A National City Police Officer has been placed on administrative leave for allegedly using racist and insensitive language during text conversations that surfaced online.The comments were reportedly made during a private text message conversation between the officer and a member of his family. We are extremely disappointed that we have to conduct an investigation into one of our officer’s alleged misconduct. NASHVILLE, Tennessee — Individuals convicted of a felony can't vote while incarcerated, on parole, or on probation in the State of Tennessee, and Terrancé Akins was one of those people — until this week.Akins will get to vote for the first time after serving 17 years in prison.When he was 17-years-old, Akins went to prison for especially aggravated robbery."I lost my family, I lost my freedom, and then I lost my right to vote," Akins said.He has started a non-profit called 'Blessed Incorporated' where he helps inner city kids stay out of trouble. It took four years, but now that he is on a steady path, he's excited to be able to vote for the first time. "It feels great. It feels wonderful," he said.In Tennessee, voting rights are restored when ex-felons complete their supervised release. Akins hopes his example will help encourage others to re-register to vote. "They give up on themselves, they give up on their lives, they figure that they can never really amount to anything, but that's not true. You have to believe in yourself and you have to believe that you matter and that your vote matter, and that's one thing that I did, I took the initiative to not just do this for me, but to do it for those that are coming behind me," said Akins.The voter registration deadline is on Tuesday, you can fill out a form online or sign up in person.Akins is now renting an apartment in Montgomery County. Early voting there starts Oct. 17 and runs through Nov. 1. Election Day is Tuesday, Nov. 6. 1575

MINERAL WELLS, Texas – A young bull rider has died after being bucked off a bull during a competition in Texas.Rowdy Lee Swanson of Duncan, Oklahoma, passed away Thursday due to injuries sustained while competing at the Palo Pinto County Livestock Association’s PRCA Rodeo in Mineral Wells, according to the Professional Rodeo Cowboys Association.“We are deeply saddened by the passing of Rowdy Swanson at the ProRodeo in Mineral Wells, Texas,” PRCA CEO George Taylor said. “The hearts of the entire rodeo community go out to Rowdy’s family in this tragic time. (AP) — A Southern California school district will pay million to the parents of a 13-year-old boy who drowned in a high school pool.A lawsuit settlement between the family of Alex Pierce and the Murrieta Valley Unified High School District was announced Tuesday.Alex was at a 2016 pool party at Vista Murrieta High School when he got into trouble and was underwater for several minutes.Classmates pulled him out but the student lifeguards didn't perform CPR. The comatose teen was removed from life support a month later.The lawsuit said the school district lacked proper safety policies.The district didn't acknowledge any wrongdoing but agreed to change its safety plan and train all faculty in CPR.
