SAN DIEGO (KGTV) - Only 92.5 percent of San Diego County’s kindergartners were up to date on all of their vaccinations during the 2018-2019 school year, below the recommended rate.It was a slight .7 decrease from the previous year’s 93.2 percent, according to a report released by the California Department of Public Health. California as a whole also slightly fell below the 95 percent vaccination rate recommended by health experts. “We know that there are individuals that don’t believe in vaccinations and people that homeschool their kids, that’s a population,” said Dr. Wilma Wooten with the San Diego County Health and Human Services Agency. Wooten says the drop shouldn’t cause panic, but should make families more aware of the importance of vaccinating their children. She said the county is doing its part by responding in three different ways: policies, practices and programs. That includes legislation like the state ban on personal belief exemptions and also CDC recommendations. Wooten says the most important thing is to make sure all parents are aware of the age appropriate vaccines that not only their children, but all family members should have. Wooten says education is key to avoid the risk of contracting and spreading serious illnesses, like the highly contagious measles outbreak across the United States. She said the county has been doing community outreach about the importance of being vaccinated, especially as more people travel overseas during the summer months.“If an individual with measles is put into a room with ten other individuals, 9 out of 10 individuals will contract the illness, it is that contagious,” said Wooten. “It’s very important that all individuals, children, adults, as well as our seniors get the age appropriate vaccinations.” 1791

SAN DIEGO (KGTV) — More than 400,000 people in San Diego County have already cast their ballot for the November election."We are unprecedented, unchartered, in so many different ways in historic numbers of mail-in ballots that are coming back to our office," said Michael Vu with the San Diego Registrar of Voters. Saturday, Vu said the registrar had received 432,000 ballots have been cast. SAN DIEGO (KGTV) -- Over the last year, thousands of San Diegans received incorrect water bills, but as the city recently discovered, thousands of customers received no bills at all.Officials said at a news conference Thursday afternoon that as many as 2,500 customers may have been affected over the last three to six months. In a press release sent to 10News Thursday, the city blamed a backlog of work orders and additional training for staff on a gap between meters and the public utilities department billing system.RELATED: Audit shows City sent thousands of faulty water bills?The city says meters were still collecting usage data, but the information wasn't being generated into a bill.Earlier this year, Mayor Kevin Faulconer asked the department to re-read every meter in the city. After the project was complete, workers found 10,000 meters broken, damaged or in need of replacement. The city is working to notify customers of the amounts they may owe and says that no water service will be affected. The city also promised that payment plans will be made available for customers.The issue comes on the heels of another problem with the department. SAN DIEGO (KGTV) - Officials from Mexico and the United States held a joint meeting Friday to discuss binational relations, legislation, and urban mobility strategies. At the discussion, officials from both sides of the border discussed solutions to the Tijuana River contamination issue and the concept of a new port of entry. Board member Mario Lopez was joining the group from Tecate and he was very supportive of the new port of entry. He supports the initial plans to have an additional border crossing at Jacumba and Tecate. Lopez says that the wait time at San Ysidro is hurting the economic growth, “10 billion dollars lost because of border wait time” he tells 10News. About 20 years ago, SANDAG did a study and it showed the necessity of another port of entry. The Mayor of Imperial Beach, Serge Dedina tells 10News, “on of our biggest source of air pollution comes from the trucks and cars waiting to cross the border”. Right now, the Jacumba Port of Entry is a concept, “these projects take many years” Lopez tells 10News it will take another 10 years but in the meantime they’re hoping to get the funding to purchase the land within the next five years. Aside from economic and environmental impacts, supporters of the port of entry say it’ll also be beneficial for trade relations between California and Mexico. Another topic discussed at the binational meeting was the Tijuana River contamination issue. Mayor Dedina tells 10News the new president in Mexico is “looking at more public-private partnerships for public water reuse”. In fact, last year they passed a partnership with an Israeli company, Odis. It’s a filtration plant that will help lead a water reuse project south of the border. Dedina says, “the project could clean up 30 million gallons of sewage a day”. Compared to previous years, Dedina is more optimistic seeing steps being made to solve a major problem that continues to threaten our southern beaches. She's a local music teacher at elementary, middle and high schools who applauds the President's idea. "It's a good idea because we're going against violence people doing violent things.
