SAN DIEGO (KGTV) — The 19th annual True Blue Luncheon celebrated the bravery shown by three officers who shared their experience in the Rolando shooting almost a year later.The very shield that protected Officers Francisco Roman and Dan Bihum was at the luncheon, helping SD Police Foundation donors understand what their money is going toward. The shield is hefty, with a steel plate inside, according to Officer Trevor Philip.Bihum said he saw two bright flashes, "two of the rounds struck me." Both officers struggled to share, as they relived the moments on that day."The shield absolutely saved our life," Roman said tearing up. He looked away, clenched his jaw and continued, "it definitely saved us for sure."Thursday, they shared their story with a room full of donors in the Harbor Island Sheraton. Their goal is in sharing their trauma, they hoped to inspire San Diegans to open their wallets and help them buy 758 more shields so that their brothers and sisters in blue are protected. The money raised by the luncheon goes to the San Diego Police Foundation, who helps buy whatever the department needs. In 2018, the luncheon raised 0,000. This year they hope to raise 5,000.The 19-year tradition has a new name and has been filling the gap between city funds and SDPD's needs. 1957

SAN DIEGO (KGTV) — The man accused of driving into a bicyclist and taking off will have to face a jury. The Oct. 2 crash on State route 67 in Ramona left the victim, Michelle Scott, on life support. Police say the man behind the wheel was Chase Richards, who allegedly kept driving for two miles with the bike lodged in his car. Prosecutors say he dismantled and disguised parts of his car to conceal the evidence. "Her condition has not really improved greatly in any way. However, its very, very small changes and we’re continuing to be hopeful and provide the best care that we can." SAN DIEGO (KGTV) - The County of San Diego released a 200-page report on Thursday that examines its handling of the recent Hepatitis A outbreak that infected almost 600 people and caused 20 deaths.The report details the county’s successes and what recommendations it has for the future. County officials have been criticized by some people who believe there was not enough action taken at the time.“The county seems to be more interested in its [own image] rather than solving problems,” prominent homeless advocate Michael McConnell told 10News by phone Thursday. SAN DIEGO (KGTV) — The heads of several of California's major theme parks voiced their disapproval on Wednesday with California's recently release theme park guidance. Any open theme parks must implement a reservations system, screen guests for COVID-19 symptoms, and require face coverings throughout the park unless eating or drinking.In a statement Wednesday, Dr. Mark Ghaly, California Health and Human Services Secretary, said the rules are intentionally slow and stringent to stop the coronavirus spread."Theme parks are a high-risk setting where large scale, random mixing occurs. Theme parks draw regional, national and international attendees that may spend days mixing with others outside their own household," said Ghaly. "The state's public health guidelines have always been driven by data and science. This will continue. As the data evolves and science evolves we will update the guidelines and Blueprint accordingly as we did yesterday to allow all personal care services to operate statewide with modifications." 2627
