BEIJING, Jan. 2 (Xinhua) -- A cold front is forecast to sweep across northwest and central China over the next few days, as thousands of stranded motorists wait for highways in southwest China to reopen after freezing rain prompted their closure.A cold front will sweep across northwestern China Sunday and Monday, bringing temperature drops and strong winds, the China Meteorological Administration forecast in a statement on its website Sunday.Temperatures will fall 6 to 8 degrees Celsius in northwestern China and eastern parts of the Qinghai-Tibetan Plateau, with some parts seeing a drop of over 10 degrees Celsius.The cold front will move eastward and affect most of central and eastern China on Tuesday and Wednesday, according to the statement.A worker clears snow on the ancient city wall of Xi'an, capital of northwest China's Shaanxi Province, Jan. 2, 2011.Northern regions will see temperature drops of 4 to 8 degrees Celsius, with temperatures in some parts dropping 10 degrees Celsius, the statement said.Light to moderate snow or sleet will fall on the eastern Qinghai-Tibetan Plateau, in northwestern China, and in regions along the Yellow, Huaihe and Yangtze rivers over the coming three days.Both southwest Guizhou and central Hunan provinces will see heavy snowfalls and some parts of the two provinces will experience freezing rain, according to the forecast.In the last 24 hours as of 8 a.m. Sunday, freezing rain had lashed 62 counties and cities in Guizhou.Most expressways in Guizhou were closed Sunday due to freezing rain that has stranded some 6,200 people on highways and some 11,800 others in transportation stations, according to provincial transportation authorities.Transportation authorities have initiated an emergency response, dispatching 545 emergency vehicles and 4,200 personnel since Saturday afternoon to save people from the freezing rain.The rescuers are trying to evacuate the trapped passengers and drivers to nearby villages, service stations and the office buildings of the province's transportation department, said Chen Mengren, director of the department.The local civil affairs department has delivered food, 550 quilts, 800 coats and 4,000 bottles of water to the relief sites set up along the closed highways.The closing of a section of China National Highway 210 in Guizhou at 7 p.m. Saturday had stranded some 1,500 vehicles as of 5 p.m., leaving more than 7,000 occupants trapped in Nandan County in neighboring Guangxi Zhuang Autonomous Region, according to Nandan's publicity department.Highway closing in Guizhou also incurred traffic jam in neighboring Hunan Province, trapping more than 6,000 passengers on a highway leading to Guizhou. As of 8.p.m., most of the stranded passengers had been relocated to the nearby Xinhuang County.According to Guizhou's transportation department, the highway is unlikely to open until Monday and the transportation conditions in the next few days will not be optimistic as more cold fronts are forecast to hit the province from Wednesday to Saturday.Snow and freezing rain have also hit Hunan Province. But meteorological authorities said the possibility of the province suffering from harsh conditions similar to those in the winter of 2008 is small.

BEIJING, Jan. 12 (Xinhua) -- The Chinese yuan strengthened to a record high against the U.S. dollar on Wednesday to reach 6.6128 per dollar.The central parity rate of the Chinese currency, also known as the renminbi (RMB), was set 88 basis points lower than Tuesday's 6.6216, according to the China Foreign Exchange Trading System.China's central bank announced on June 19, 2010, it would further reform the yuan exchange rate formation mechanism to improve its flexibility.On China's foreign exchange spot market, the yuan can rise or fall 0.5 percent from the central parity rate each trading day.The central parity rate of the RMB against the U.S. dollar is based on a weighted average of enquired prices from all market makers before the opening of the market each business day.

BEIJING, Dec. 21 (Xinhua) -- Chinese lawmakers on Tuesday continued discussing a draft amendment to the country's Criminal Law which, if passed, could criminalize the act of "drunk driving".The draft amendment, which was tabled during a bimonthly session of China's top legislature on Monday for the second reading, stipulates that the act of car racing, which has caused "serious consequences", or drunk driving, are violations of the Criminal Law and convicted car racers or drunk drivers would be detained and fined.Currently, those suspected of drunk driving or street racing, if no serious consequences such as road accidents are caused, are not charged with criminal offences and are only subject to administrative or civil penalties.According to the road traffic safety law, drunk drivers will face up to 15 days in detention and their driving licenses will be suspended from one to six months. Meanwhile, drivers will have to pay a fine ranging from 200 yuan (30 U.S. dollars) to 2,000 yuan.On the other hand, when drunk driving has become vital or has caused "serious consequences", drivers are ruled to be committing traffic crimes or crimes against public security and receive jail terms ranging from no more than three years detention or more than seven years imprisonment.The latest amendment stipulates that drunk driving, even if it has caused no road accidents or other serious consequences, would constitute a criminal offence.According to China's current standard, drunk drivers refer to those having 80 milligrams of alcohol in 100 milliliters of blood.Xia Ji'en, a member of the Standing Committee of the National People's Congress (NPC), China's top legislature, hails the proposal to criminalize the act of drunk driving as "progress" that would better protect people's safety and reduce the frequency of drunk driving.Xia proposed imposing harsher penalties for drunk drivers who caused road accidents.Member Lang Sheng said administrative detention for drunk drivers is having little effect on quelling the practice of drunk driving, and criminalizing the act of drunk driving would work more effectively.However, NPC Standing Committee member Fang Xin proposed to fully consider the consequences of criminalizing drunk driving.A civil servant could no longer keep his post if he commits a crime, even if its drunk driving and no one was hurt, according to Fang.Member Li Lianning suggested authorities mete out punishment for drunk drivers based upon the severity of their cases and take a cautious approach in legislation.In most cases, a draft law will be read two or three times before being passed.China's fast economic development has enabled a growing number of Chinese to realize their middle class dream of owning a car.China' s auto sales jumped past the United States to reach record levels in 2009. China had 199 million motor vehicles on its roads as of September, including 85 million cars, according to the Ministry of Public Security.However, in a country where drinking liquor is an important part of the dining ritual, the pleasures of drinking alcohol have made drunk driving sometimes an unavoidable practice.In 2009, Chinese police apprehended 313,000 drunk drivers.Earlier this month, Gu Qingyang, a post office official in Luoning County of central China' s Henan Province, was arrested after he, under the influence of alcohol, drove his car into five teenagers before trying to escape.More fatal car accidents in big cities such as Chengdu, Nanjing and Hangzhou have triggered heated public complaints and calls for stricter penalties for drunk driving.

  

BEIJING, Jan. 5 (Xinhua) -- China vowed Wednesday that it would continue efforts to expand and upgrade its rural power grid networks in the next five years to meet the increasing demand.Safe, environmentally-friendly, and technologically-advanced rural power networks are expected to cover most of the nation's rural areas to ensure better electricity use for rural residents during the country's 12th Five-Year Plan period (2011-2015), according to a statement issued after a State Council executive meeting chaired by Premier Wen Jiabao.Full-fledged power networks are still beyond reach for some rural residents in China's central and western rural regions, despite government moves to expand rural networks beginning in 1998, the statement said.Relevant departments should step up efforts to improve power generation facilities for irrigation and farm produce processing to ensure power consumption of agriculture production, the statement said.Further, participants at the meeting also pledged to slash rural power prices.

  

ADDIS ABABA, Dec. 13 (Xinhua) -- Ethiopian Minister of Finance and Economic Development Sufian Ahmed and a Chinese delegation led by Liu Liange, deputy president of Export-Import Bank of China (China Eximbank), on Monday discussed projects financed by the EximBank here in Addis Ababa, Ethiopia.The two sides exchanged ideas on ways of enhancing cooperation in infrastructure development and other sectors. Speaking at the discussion, Sufian said the two countries have been enjoying good relations in all sectors.He said China has forged good relations with the African continent in general and Ethiopia in particular."Particularly the relations between the two countries are increasing from time to time...We also thank the supporting hand of the Chinese government and the Chinese institutions. Exim Bank is one of the Chinese institutions we are working closely with," said Sufian.Liu Liange, on his part, said China has attached great importance to the China-Africa relations.He also said the state-owned China Eximbank would continue working in cooperation with Ethiopia.Sufian Ahmed told Xinhua after the discussion that they had fruitful talks with the Chinese delegation.He said they had agreed to further enhance cooperation between the two sides.
