BEIJING, Sept. 28 (Xinhua) -- Chinese banks have extended more loans to small firms to ease their financial predicaments as the government tightens monetary supply, a banking regulator said Wednesday.Outstanding loans to small firms grew 26.6 percent year-on-year to hit 9.85 trillion yuan (1.55 trillion U.S. dollars) at the end of July, said Xiao Yuanqi, an official in charge of financial services for small enterprises at the China Banking Regulatory Commission.The growth was 10 percentage points higher than that of the banks' total outstanding loans, Xiao told Xinhua.More than 100 commercial banks have set up special operations to ease small firms' difficulties getting access to bank credit, he noted.The figures came at a time when China is trying to balance the missions of countering inflation and sustaining the growth of small enterprises.The People's Bank of China, or the central bank, has raised the benchmark interest rate three times this year and increased the reserve requirement ratio six times.The measures bit into small, cash-strapped companies, which are already disadvantaged in seeking bank support due to insufficient collateral.Only 15 percent of China's small enterprises could get loans from banks and half of them had to resort to private lenders, according to a report by the National School of Development with Peking University in July.With tighter liquidity and stricter regulatory requirements on capital-adequacy ratios and loan-deposit ratios, banks are more reluctant to lend to small firms, said Ai Min, a retail banking general manager with China Minsheng Banking Corp., Ltd.Besides, the expanding size of lending to small firms may lead to higher risks, said Ai.He suggested banks improve the risk evaluation and collateral system for loans to small firms.

SAN FRANCISCO, June 14 (Xinhua) -- Google on Tuesday introduced several new features of its search services on desktops and smartphones, which the Internet search giant said could help users get to their search results faster.SEARCH BY VOICE, IMAGESpeaking at Google's Inside Search event in San Francisco, Mike Cohen, head of the company's speech technology efforts, said its voice search is now available in 27 languages and dialects, an estimated coverage of around 5 billion people or two-thirds of world population.Voice search has already been available in Google's mobile search application from 2008. Adding the feature to desktops is part of Google's strategy to bring mobile innovations to its desktop search.The voice search on desktop performs similarly to voice search on smartphones -- users can click the microphone button and speak the query. It is only available via Google's Chrome browser for now.Cohen noted that the volume of Google mobile speech inputs has increased by six times in the last year.Also at the event, Google introduced search-by-image, which enables users to drag-and-drop, copy-and-paste image URL, or upload the image from the desktop into the search box. They can also use a Chrome or FireFox software extension to add images to the search.Google said the search-by-image feature will be available in most countries and regions over the next few days to Chrome users, noting that it will not collect and store any images that users use.

JOHANNESBURG, June 1 (Xinhua) -- An estimated 2 million adolescents ages 10 to 19 are living with HIV, with 86 percent of them from sub-Saharan Africa, according to a global report on HIV prevention launched in Johannesburg on Wednesday.For the first time, the world gets to see the number of adolescents between the ages of 10 to 19 living with HIV in the report named Opportunity in Crisis: Preventing HIV from early adolescence to young adulthood.The report is a jointly publication by the United Nations Children's Fund (UNICEF), UNAIDS, the United Nations Educational, Scientific and Cultural Organization (UNESCO), the United Nations Population Fund (UNFPA), the International Labor Organization (ILO) , the World Health Organization (WHO) and World Bank.According to the report, people aged 15-24 accounted for 41 percent of new infections over the age of 15 in 2009. Worldwide, an estimated 5 million young people in that age group were living with HIV in 2009. Most of them live in sub-Saharan Africa. Globally, young women make up more than 60 percent of all young people living with HIV. In sub-Saharan Africa that rate jumped to 72 percent.Despite these challenges, the report acknowledges that some progress has been made in preventing new infections among young people."In many high-burden countries, HIV prevalence and incidence have declined among young people. While in 2001 there were 5.7 million young people living with HIV, the figure stands at 5 million (in 2009)," said the UNICEF eastern and southern Africa regional director, Elhadj As Sy, at the media briefing.He pointed that sexual transmission and injection drug use remain the major modes of transmission of HIV among young people. Early sexual debut, early pregnancy and early experiences with drug use all raise risks for HIV infection.The report reveals that unemployment and poverty are reported as the main reasons young people enter the sex trade. Worldwide, many young people driven by economic pressure, exploitation, social exclusion and lack of family support turn to commercial sex and injecting drug use.In 2001, the world made a commitment to reduce the prevalence of HIV among young people by 25 percent by 2010. LOS ANGELES, July 19 (Xinhua) -- Obesity prevalence was 30 percent or higher in 12 states of the United States last year, compared to nine states in 2009, the Centers for Disease Control and Prevention (CDC) said on Tuesday.In 2000, no states in the country had obesity rates that high, and now obesity is a problem in all 50 states, the agency said in a report based on telephone interviews with 400,000 people.Obesity rates vary by region, led by the South at 29.4 percent, followed by the Midwest at 28.7 percent, the Northeast at 24.9 percent, and the West at 24.1 percent, the report said.Mississippi had the nation's highest obesity prevalence at 34 percent, and Colorado the lowest at 21 percent, according to the report.Alabama, Arkansas, Kentucky, Louisiana, Michigan, Mississippi, Missouri, Oklahoma, South Carolina, Tennessee, Texas, and West Virginia all had obesity rates of 30 percent or higher in 2010, said the report.No state met the federal Healthy People 2010 goal of a 15 percent obesity rate. In fact, no state had a rate lower than 20 percent, the CDC said.Obesity rates have kept rising despite a steady drumbeat of warnings that obesity causes serious health problems and increases the risk of premature death, CDC officials said.An adult is considered obese if he or she has a body mass index (BMI) of 30 or greater.
