SACRAMENTO, Calif. (AP) — Gov. Gavin Newsom's first act as governor Monday was to propose state-funded health coverage for 138,000 young people in the country illegally and a reinstatement of a mandate that everyone buy insurance or face fines.Newsom also proposed giving subsidies to middle-class families that make too much to qualify them under former President Barack Obama's health care law. He signed an order giving the state more bargaining power in negotiating prescription drug prices and sent a letter to President Donald Trump and congressional leaders seeking more authority over federal health care dollars.Newsom was elected following a campaign that leaned heavily on his promise to provide health coverage to everyone. His actions hours after he took the oath of office take a step in that direction but the 0 million price tag will require approval from the Democratically controlled Legislature. His proposals were a preview of his budget to be released later this week. They mirror ideas pushed last year by Democrats in the Assembly, who were unable to convince former Gov. Jerry Brown to embrace them.California has a projected surplus of billion.Obama's health law required everyone in the country to buy insurance or pay a penalty, a controversial policy meant to ensure that the insurance pool has a mix of healthy and sick people. The penalty was zeroed out in 2017 by the Republican Congress and President Donald Trump. Insurance companies, concerned that only people with expensive health problems would buy coverage, responded by raising premiums for people who buy their own coverage without going through an employer.California would join Massachusetts, New Jersey and Vermont as states with their own insurance mandates.Obama's health law also created subsidies to help people buy coverage if they don't get it from an employer or a government program such as Medicare or Medicaid. The subsidies cover a large share of the cost for people with modest incomes but phase out as incomes rise, topping out at about ,000 per year for an individual and 0,000 for a family of four. With high monthly premiums and large deductibles before insurance kicks in for many services, those plans can be too expensive for many, especially those who lack a federal subsidy. Newsom would use 0 million in state money to make the subsidies larger for 1.1 million families that already get them and provide new assistance to about 250,000 people who make too much.Newsom's plan would provide financial assistance for individuals who make up to about ,000 a year and families of four making up to 0,000.California's uninsured rate has dropped from 16 percent in 2013 to just over 7 percent four years later. Many of those who still lack coverage are ineligible for publicly funded programs, such as Medi-Cal and private insurance subsidies, because they're living in the country illegally.Medi-Cal, the state's version of Medicaid, is jointly funded by the state and federal government and provides coverage to one in three Californians.California uses state money to extend Medi-Cal coverage to people living in the country illegally up to age 19. Newsom proposes pushing back the cutoff to age 26, covering an additional 138,000 people at a cost of about 0 million a year, according to Newsom's spokesman, Nathan Click.Newsom signed an executive order directing state agencies to move toward purchasing drugs in bulk for all of the 13 million people on Medi-Cal. Purchasing for all but 2 million people is currently handled by the private insurers that serve as managed care organizations. Newsom hopes bulk purchasing drugs will give the state enormous bargaining power to negotiate lower prices. His order directs state agencies to explore letting others, including employers and private insurers — join the state's purchasing pool. 3877

Robert Mueller could soon roar back into the news with some big announcements later this week.Roger Stone is telling anyone who will listen that Robert Mueller has it wrong. Stone is saying he did not coordinate with WikiLeaks during the 2016 campaign or try to pressure a friend into lying to the special counsel. The Trump ally and veteran GOP dirty trickster made that case in a CNN interview the other day. He repeated it in what one friend described as "nervous energy" calls to friends and associates in recent days.Stone believes the special counsel's office will seek an indictment. CNN reporting details emails and other evidence that question whether Stone coordinated with WikiLeaks -- and perhaps the Trump campaign -- about Democratic emails hacked and released late in the 2016 campaign. The new reporting on Stone raises a bigger issue that has some of the President's friends and allies worried.Mueller has been quiet for weeks. Justice Department guidelines urge prosecutors to be cautious in the 60 days or so before an election, so not to be seen as trying to influence voters. But with the election Tuesday, Trump-related investigations could climb back into the news. That includes the work of the special counsel and separate federal investigations in New York. 1294

Russia is to expel 60 US diplomats and has ordered the closure of the US consulate in St. Petersburg, Foreign Minister Sergey Lavrov said Thursday, in retaliation for a similar move by Washington.Lavrov, making the announcement in Moscow, said the US ambassador Jon Huntsman had been summoned to the Foreign Ministry to be told of the decision. The US expelled 60 diplomats on Monday as part of a coordinated global response to the poisoning of a former Russian double agent, Sergei Skripal, and his daughter, Yulia Skripal, in Britain. The British government blames Russia for using a military-grade nerve agent for the poisoning, in the English city of Salisbury on March 4.More than 20 countries said they would expel more than 100 Russian diplomats over the case.Russia has firmly denied responsibility and President Vladimir Putin has dismissed it as "delirium." Russia had already been engaged in a tit-for-tat with Britain, with both countries expelling 23 diplomats.The-CNN-Wire 993

Right in the middle of America's opioid crisis, there’s a new wave of drug overdoses. This time it’s linked to synthetic marijuana, also known as K2.Joyce Grady has seen the impact the drug is having in D.C. Living in shelters and on the streets has given her a front row seat to the problem.“It's gotten to the point if you hear an ambulance, or police, you automatically put that together with a K2 overdose,” Grady said. The drug is often made to look like marijuana. A mix of chemicals is usually sprayed onto herb or plants, that is then smoked. It can be cheaper and more powerful than marijuana, which is part of its appeal. However, it comes with a high risk.“With marijuana, you can still take a puff and get a smile,” Grady said. “With this K2, you can take a puff and die.” 790

SACRAMENTO, Calif. (AP) — Attorney General Jeff Sessions will travel to California to make a major announcement about sanctuary policies that limit local and state cooperation with federal immigration authorities.Sessions is expected to speak Wednesday to law enforcement officials at an annual gathering of California law enforcement organizations in Sacramento.Trump administration officials have promised to crack down on policies that keep local law enforcement from advising federal agents when they release immigrants living in the country illegally. The administration has heavily criticized California, home to sanctuary cities such as San Francisco. In addition, Gov. Jerry Brown signed legislation last year imposing limits statewide on cooperation with federal immigration officials, although there are exceptions.ICE has said it will increase its presence in California, and Sessions wants to cut off funding to jurisdictions that won't cooperate. His announcement comes after Oakland Mayor Libby Schaaf warned of an immigration sweep in advance. U.S. Immigration and Customs Enforcement said hundreds of immigrants eluded detention because of her warning. Agents still arrested more than 200 people during a four-day sweep.White House spokesman Sarah Huckabee Sanders said Schaaf's tweet was an "outrageous" attempt to circumvent federal authorities and was under review by U.S. Justice officials.Sessions has blamed sanctuary city policies for crime and gang violence and announced in July that cities and states could only receive certain grants if they cooperate. California is suing to force the administration to release one such grant. His audience Wednesday includes members of the California Peace Officers' Association and groups representing police chiefs, sheriffs, district attorneys, narcotics investigators and the California Highway Patrol. The groups' members have often been split on sanctuary policies. None of the groups favored the state law restricting cooperation with immigration officials, but only the California State Sheriffs' Association was actively opposed and some individual officials voiced support.Protesters from labor unions, Democratic Party and immigrant rights organizations planned to rally along with some state and local elected officials outside the hotel where Sessions will speak.State Attorney General Xavier Becerra is speaking to the same law enforcement organizations later Wednesday.Becerra, a Democrat who is up for election in November, has been sharply critical of Republicans Trump and Sessions, particularly on immigration policies. He has said federal authorities need to have warrants before collecting information from state employers or entering nonpublic areas. He and other defenders say sanctuary policies increase public safety by promoting trust between immigrant communities and law enforcement, while allowing police resources to be used to fight other crimes. 2940
