SAN DIEGO (KGTV) - San Diego County is taking another jab at tackling the housing crisis. In a press conference Wednesday, Supervisor Dianne Jacob revealed a set of pre-approved plans to build granny flats throughout the county. Homeowners can choose between plans for a 600 or 1,200 square foot designs. The program can help homeowners save up to ,000 in design and permit fees. Tom Tanner recently built a granny flat on his home in Lakeside. "I was looking for that additional income to offset the cost of everything," said Tanner. "If it’s doable, yea, do it it all comes down to the numbers, how much they can afford what they’re going to get back."The county is currently working on developing four other designs for homeowners to choose from. SAN DIEGO (KGTV) - San Diego Police investigated in Little Italy Saturday the suspicious death of a woman who appeared to be homeless.Officers received a 911 call at 3:42 a.m. reporting a body found at West Hawthorn and State streets, just west of Interstate 5.The woman appeared to have traumatic injuries but investigators could not immediately determine the source of them.The victim, who has not been identified, was in her 40's or 50's.Anyone with information regarding this incident is asked to call the Homicide Unit at (619) 531-2293 or Crime Stoppers at (888) 580-8477. 586

SAN DIEGO (KGTV) -- San Diego Police are investigating following a deadly hit-and-run in Clairemont Wednesday night. According to police, the incident happened around 7:30 p.m. on the 5500 block of Clairemont Mesa Boulevard. Police say a 44-year-old man was found dead on the eastbound lanes of traffic. They say he was struck by a car, which fled the scene. Then the man was hit by two other vehicles as he was lying on the road. Both also fled the scene.Clairemont Mesa Boulevard near Dubois Street was closed for several hours during the investigation. 563

SAN DIEGO (KGTV) - Raw emotion filled a San Diego courtroom Tuesday as the friends and family members of those killed and injured in a crash faced the drunk driver responsible at her sentencing. Thirteen people flew in from San Francisco to speak during victim impact statements. The most powerful words came from Giao Pham's life partner, John Lawhead. Pham was killed in the March 23rd crash."We were together for eleven years, until your actions that night took my partner, my world, my everything. You still don't have any remorse in your heart, you're a very shallow, person aren't you!?" At one point, the defendant, Alondra Marquez, interrupted, saying "You don't know me," Lawhead shouted back, " I don't care to know you, the only reason I know you is because you murdered my partner!" Marquez, 22, rear-ended a Lyft car on Highway 163 in Balboa Park, killing Pham and leaving his friend, Andy Lynn with a traumatic brain injury. Prosecutors said Marquez had a blood alcohol level more than three times the legal limit and was driving more than 100 miles an hour. In a bizarre coincidence, Marquez and the two victims were at the same Hillcrest bar the night of the crash. While Pham and Lynn chose to hire a Lyft, Marquez chose to drive, even though several people offered to give her a ride. "You had five chances not to drive your car, you chose to drive, at your fastest speed of 109 miles an hour, but that wasn't fast enough or good enough for you," shouted Lawhead Pham and Lynn were visiting from San Francisco for a wedding. The impact sent the car flying into a ravine. The Lyft driver suffered minor injuries. " The last place that I seen him go in the ground is where I find comfort, this is what I see when I go to see him now, do you understand your actions now?!" "Physically, it's my fault, but spiritually and emotionally, I don't know where I was, but I wasn't there," she said from behind the glass. Lawhead told her she is the first person he truly hates. " I never thought I could truly hate someone. I hate your heart. I hate your soul. I hate your being, your spirit, I hate all of you." Marquez said she isn't a bad person. " Just know that I am not a bad or evil girl, my brain is processing this. It's a hard pill to swallow." Marquez asked for forgiveness. "I'm real sorry. I can't do nothing about it, but I'm locked up if that makes you guys feel better."She pleaded guilty and faces a maximum sentence of 13 years, four months in prison when the judge announces her sentence next week. 2794

SAN DIEGO (KGTV) — Restaurant workers across San Diego County returned to work Friday, after a Superior Court judge ruled restaurants could serve on-site.Martin Cardenas was right back on the job Friday morning, prepping Chula Vista's El Cruce 241 for what he hoped was a sizable lunch crowd.“You have to understand, it is around the holidays, we're social distancing, we're sanitizing everything, we're doing everything in our capacity to stay safe,” he said.But the governor's office says those precautions are still not enough, with ICU capacity at 0% in Southern California due to the coronavirus spread.In early December, the state reduced county restaurants to takeout only, eliminating thousands of jobs. The state reported Friday that nearly 110,000 San Diegans worked in restaurants in November before the latest shutdown order took effect.But this week, a San Diego Superior Court judge gave restaurants the green light to serve on-site.El Cruce 241 is still outdoor only, but other restaurants are now serving inside, which had been disallowed even before this latest shutdown.Little Italy's Nolita Hall will reopen for dinner Friday, outdoors and inside with its Plexiglas-separated tables.“Just being back to a full indoor/outdoor dining allows us to get to our full schedule that we had prior to the shutdown, which obviously is going to help everybody pay their bills and have some type of Merry Christmas,” said Dean Trombino, the restaurant’s prep lead.But the opportunity to stay open could be short-lived, with the state already appealing the ruling.“It could happen and hopefully it won't because it's very mentally draining when you have to consider not working again and where your next paycheck is coming from,” Trombino said.For now, however, the doors are open and the tables are waiting. 1821
